Sample was dropped off @ Envirochem on 9-26-18. Rainfall began 9-13-18 in the late evening and steadily increased throughout hurricane Florence, eventually ending 9-17-18. Due to impacts from hurricane Florence, we were not able to travel to the plant site until 9-20-18 after accessing damages, the stormwater sample was pulled on 9-25-18, Stormwater Pond was still discharging heavily from historic rainfall. For example, describe how activities and/or materials are similar. SD02 & SD03 are both stormwater discharges from the same 30-acre hardwood swamp bordering the Neuse River. This s rWamp borders on the southwest perimeter of the industrial facility which includes a container truck and em to ee parking area. There is no stormwater "associated with industrial activity" within the watershed boundries of these outfalls. Analytical samplinaconducted over the orevious 5-year permit period indicate that the stormwater outfalls were much more influenced by swamp water retention and flushing than by vehicle parking in this watershed. SD04 has had representative outfall status with SD05 throughout the previous permit. SDOS receives_ stormwater from a former 2.5 acre truck maintenance shop and Darking area. This outfall had been monitored in the previous permit due to truck maintenance activities. These activities stopped in 2013 when the tenant moved out of the facility. There is now very li!nited truck parking in this area. This area is used as a surplus log storage area located outside of the manufacturing facility. Stormwater drainage from this area, designated as Outfall 1, is to a wetland buffer before final discharge to Swift Creek. No single point source discharge was identified from the wetland buffer into Swift Creek. A sample station was identified up -stream of the wetlands buffer. NCASI EAST & WEST (Stormwater Outfall 2 & 3) NCASI East & West are located as shown on Figure 2. Activities in this area are associated with office buildings, parking lots, and employee activity areas. The initial stormwater drainage is to a wetland buffer area along the Neuse River. The wetland buffer is cut-off from the Neuse River by a service road from the plant operations area to the pulp facility raw (river) water intake pumps. The wetland area is drained by two above ground ditches into the Neuse River. FORESTRY RESEARCH (Stormwater Outfall 4) Forestry Research is located as shown on Figure 2. Activities in this area are associated with two small office buildings and parking lot. The stormwater drainage from this area (outfall 4) is a sheet flow to a wetland buffer along the Neuse River, thus no point source discharge could be identified. TIMBERLANDS SHOP (Stormwater Outfall 5) The Timberlands Shop is located as shown on Figure 2. Timberlands shop is currently leased to a log truck equipment company that performs light maintenance activities on log transport trucks. The stormwater drainage from this area (outfall 5) is a sheet flow to a wetland buffer along the Neuse River, thus no point source discharge could be identified. A sixth'storm water discharge associated with the manufacturing operation is the Wastewater Treatment System (WTS) effluent discharge (outfall. 001). This outfall 001 is permitted under NPDES permit number NC0003191, The Forestry Research (outfall 4) and Woodshop and Garage (outfall 5) are associated with office buildings, parking lots' and limited vehicle maintenance activities. The history of our stormwater permit and data collection is as follows: 1) The original EPA stormwater permit application was submitted in 1993. This application included analytical data for all five outfalls. I have a copy of the application form which contains this data. I can send you a scan of this application if you'd like. I have also summarized this data in the attached excel file. 2) The first stormwater permit was issued in Dec. 1994 and expired in Nov 1999. During this period, we sampled at Outfall #2 and #5 annually from 1995 -1999. This data is in the Excel file. 3) The second stormwater permit was issued Feb. 2003 through Jan 31, 2008. During this period, we conducted analytical sampling at Outfall #2 once during the 4th year of the permit (2006). This data is also in the Excel file. As the topographical drawing indicates, Outfall # I should actually be located to the west of the present Outfall # 1 where the two ditches converge (top of the Overall Mill Site Plan drawing) SEE SCAN ATTACHED. There are two problems with doing stormwater sampling at this location where the two ditches converge. This area is a low swampy area that is not safe to access by foot or truck because of thick vegetation and mucky soil. Can this outfall be sampled further upstream on one of the ditch streams? or does a path need to be cut and maintained to the converging location? This ditch has fairly deep standing water at al times. The ditch water that I observed today was fairly turbid, even though there has not been any rainlall since last Friday, and contains much microbiology and vegetation, similar to a stagnant pond . How do I take a representative stormwater sample from this ditch after a rainfall event if the ditch stays full all of the time? I also visited the area you had questions about next to Sawmill Road (the road leading to the Sawmill buildings and the log pile). Just South of Sawmill road is an area that has good elevation as indicated by the drawing contours. The stormwater from this area flows down to a ditch along sawmill road and flows towards the east toward the log pile, then flows into a culvert under the perpendicular dirt road to the another ditch that flows towards the north under sawmill road.SEE SCAN ATTACHED. From there it joins the ditch that eventually flows into the Old landfill leachate canal and then into the wastewater treatment system. On the opposite side of Sawmill road is swallow ditch that also flow towards the east and joins the leachate canal flow. I will have these changes made to the two drawings and will send you the revisions.
