In order to comply with upcoming SPCC regulations, Ashland has added a concrete pad for full trucks to park on prior to delivery. This pad has been designed to contain an entire tank wagon, plus rain, in case of a spill. There are two outlets from this containment pad, shown on the attached drawing. The outlets are kept closed with a valve. When stormwater accumulates in the pad, it will be inspected for contaminants prior to releasing it to the storm drains. If a spill occurs or visible contamination exists, the material will be pumped out of the pad and sampled to determine the appropriate disposal method. Please add these additional outfalls to the permit application submitted in July 2006. If there are any questions regarding this application, please contact me at 614-790-4277. This inspection was conducted as part of a cooperative working agreement between Mecklenburg County and the Division of Water Quality. In addition, the inspection was conducted on behalf of the City of Charlotte in compliance with the City's NPDES Permit, NCS000240, Part II Section H. Facility Description: Ashland Distribution Company is a chemical, plastics, and composites distributor, which operates from 5:00 a.m. to 12:00 a.m'., Monday through Friday. No manufacturing processes take place at the facility. Chemicals, plastics, and composites are received by the facility, then repackaged and/or redistributed to various businesses. Shipping and receiving is conducted via tank trucks and rail cars. The facility is located on approximately 13 acres of property consisting of a parking area, three material storage buildings, a covered truck scale, two tank farms, and a covered outdoor material storage area. The permittee has submitted the required paperwork to NCDENR/DWQ for permit renewal, but has not received a finalized permit (reason for site inspection). The facility has four outfalls on site. During the inspection, it was determined by MCWQP and DWQ-MRO personnel that Outfall 001 would be representative of industrial activities at the site and that representative outfall status could be granted to the permittee.
