HomeMy WebLinkAboutOrchard Tie Substation - Revised DrawingsORCHARD TIE GENERAL INFORMATION PROJECT DESCRIPTION DUKE ENERGY WILL BE GRADING THE PROPOSED ORCHARD TIE RETAIL PROPERTY TO BUILD A 230-100kV SUBSTATION. TO ACCOMPLISH THE PROPOSED GRADING DUKE ENERGY WILL CLEAR AND GRUB A LARGE WOODED AREA, INSTALL SILT FENCING, INSTALL BERMS, SPCC MEASURES, AND TWO WET STORMWATER PONDS. ( OTHER INFORMATION ALL SITE WORK SHALL CONFORM TO APPLICABLE LOCAL, STATE, AND FEDERAL LAWS, REGULATIONS, PERMITS, AND DUKE STANDARD PRACTICES. ALL CONDITIONS OF PERMITTING SHALL BE FOLLOWED AND AND BE CONSIDERED PART OF THE CONTRACT. THE CONTRACTOR SHALL BE RESPONSIBLE FOR FOLLOWING ALL REQUIREMENTS AS OUTLINED IN THIS PACKAGE. SITE IMPROVEMENT AND GRADING REQUIREMENTS THE CONTRACTOR SHALL MAINTAIN PUBLIC RIGHTS -OF -WAY IN A CLEAN, SAFE, AND USEABLE CONDITION. SPILLS OF SOIL, ROCK, OR OTHER CONSTRUCTION DEBRIS SHALL BE REMOVED FROM THE PUBLIC PROPERTY DURING CONSTRUCTION AND UPON COMPLETION OF THE PROJECT. CONSTRUCTION SHALL BE STOPPED IF CULTURAL RESOURCES ARE SUSPECTED. IF SIGNS OF AN ARCHAELOGICAL SITE, SUCH AS UNUSUAL AMOUNTS OF STONE, BONE, OR SHELL ARE UNCOVERED DURING CONSTRUCTION ACTIVITIES, WORK SHALL BE HALTED WITHIN 100 FEET OF THE FIND. A QUALIFIED ARCHAEOLOGIST SHALL BE RETAINED FOR AN ON -SITE EVALUATION. CONSTRUCTION SHALL BE STOPPED AND THE LOCAL FIRE DEPARTMENT CONTACTED IMMEDIATELY IF HAZARDOUS MATERIALS, OR WHAT APPEARS TO BE HAZARDOUS MATERIALS ARE UNCOVERED DURING GRADING OPERATIONS. THE AREA CONTAINING THE HAZARDOUS MATERIALS SHALL BE MARKED OFF UNTIL A MEMBER OF THE FIRE DEPARTMENT CONDUCTS AN INVESTIGATION. SCOPE OF WORK INSTALL ALL EROSION CONTROL MEASURES (SILT FENCE AND CONSTRUCTION ENTRANCE) PRIOR TO START OF CONSTRUCTION. CLEAR AND GRUB SUBSTATION CLEARING 27.78 ACRES TRANSMISSION LINE CLEARING 17.34 ACRES TOTAL APPROXIMATELY 45.12 ACRES. THE SUBSTATION WILL FENCE APPROXIMATELY 13.26 ACRES. LITTER, CONSTRUCTION DEBRIS, OILS, FUELS, AND BUILDING PRODUCTS WITH SIGNIFICANT POTENTIAL FOR IMPACT (SUCH AS STOCKPILES OF FRESHLY TREATED LUMBER) AND CONSTRUCTION CHEMICALS THAT COULD BE EXPOSED TO STORM WATER MUST BE PREVENTED FROM BECOMING A POLLUTANT SOURCE IN STORM WATER DISCHARGES. 15. INITIATE STABILIZATION MEASURES ON ANY EXPOSED STEEP SLOPE (3H:1 V OR GREATER) WHERE LAND -DISTURBING ACTIVITIES HAVE PERMANENTLY OR TEMPORARILY CEASED, AND WILL NOT RESUME FOR A PERIOD OF 7 CALENDAR DAYS. 16. MINIMIZE SOIL COMPACTION AND, UNLESS INFEASIBLE, PRESERVE TOPSOIL. TOPSOIL PRESERVATION SHOULD BE ON- SITE WITH PROPER SEDIMENT/EROSION CONTROLS. RECOMMENDED STOCK PILING LOCATION WITH DETAILS ARE SHOWN IN DESIGN DOCUMENTS. 17. PREVENT THE DISCHARGE OF POLLUTANTS FROM EQUIPMENT AND VEHICLE WASHING, WHEEL WASH WATER, AND OTHER WASH WATERS. WASH WATERS MUST BE TREATED IN A SEDIMENT BASIN OR ALTERNATIVE CONTROL THAT PROVIDES EQUIVALENT OR BETTER TREATMENT PRIOR TO DISCHARGE; 18. PREVENT THE DISCHARGE OF POLLUTANTS FROM DE -WATERING OF TRENCHES AND EXCAVATED AREAS. THESE DISCHARGES ARE TO BE ROUTED THROUGH APPROPRIATE BMP'S (SEDIMENT BASIN, FILTER BAG, ETC.). 19. THE FOLLOWING DISCHARGES FROM THE SITE ARE PROHIBITED: WASTEWATER FROM WASHOUT OF CONCRETE, UNLESS MANAGED BY AN APPROPRIATE CONTROL (SUCH AS A CONCRETE WASHOUT PIT); WASTEWATER FROM WASHOUT AND CLEANOUT OF STUCCO, PAINT, FORM RELEASE OILS, CURING COMPOUNDS AND OTHER CONSTRUCTION MATERIALS; FUELS, OILS, OR OTHER POLLUTANTS USED IN VEHICLE AND EQUIPMENT OPERATION AND MAINTENANCE; SOAPS OR SOLVENTS USED IN VEHICLE AND EQUIPMENT WASHING. 20. AFTER CONSTRUCTION ACTIVITIES BEGIN, SWPPP INSPECTIONS MUST BE CONDUCTED AT A MINIMUM OF AT LEAST ONCE EVERY CALENDAR WEEK AND MUST BE CONDUCTED UNTIL FINAL STABILIZATION IS REACHED ON ALL AREAS OF THE CONSTRUCTION SITE. ALL REQUIRED INSPECTIONS AND TEST SHALL BE PERFORMED BY A QUALIFIED AND APPROVED TESTING AND INSPECTION AGENCY. COPIES OF ALL INSPECTION AND TEST REPORTS SHALL BE FURNISHED TO THE DUKE SUBSTATION ENGINEER. ONE SET OF INSPECTION REPORTS SHALL BE KEPT ON SITE. PROPOSED SCHEDULE OF EVENTS AND CONSTRUCTION SEQUENCE 1. OBTAIN EROSION CONTROL PLAN APPROVAL AND OTHER APPLICABLE PERMITS. 2. NOTIFY THE NORTH CAROLINA DEPARTMENT OF ENVIRONMENTAL QUALITY- MOORESVILLE REGIONAL OFFICE (704-663-1699) AT LEAST 48 HOURS PRIOR TO BEGINNING SITE DISTURBANCE ACTIVITIES. 3. MARK AND IDENTIFY CLEARING LIMITS, STREAM BUFFER LIMITS THAT MUST BE MAINTAINED AND DELINEATE WETLANDS TO BE PROTECTED. 4. INSTALL ALL EROSION AND SEDIMENT CONTROLS PRIOR TO BEGINNING THE PROJECT ACTIVITIES IN ACCORDANCE WITH THE NORTH CAROLINA EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL (LATEST EDITION). a.TEMPORARY SEDIMENT BARRIERS (I.E., SEDIMENT FENCING) SHALL BE INSTALLED DOWN SLOPE OF DISTURBED AREAS AND ALONG THE PERIMETER OF THE TOPSOIL STOCKPILE AREA. b.LAND-DISTURBING ACTIVITY AT THE PROJECT SITE SHALL BEGIN WITH THE INSTALLATION OF THE CONSTRUCTION ENTRANCE/EXIT(S) AS NECESSARY. c. CLEARING WORK NECESSARY FOR EROSION CONTROL MEASURES AND CLEAN WATER DIVERSIONS. CLEARING ACTIVITIES SUCH AS TREE CLEARING FOR REMAINDER OF SITE. THERE WILL BE TWO TYPES OF CLEARING. CLEARING FOR THE SUBSTATION GRADING AND CLEARING FOR THE TRANSMISSION LINE INSTALLATION. CLEARING FOR THE SUBSTATION GRADING WILL INCLUDE TREE REMOVAL, GRUBBING, AND TOPSOIL REMOVAL. CLEARING FOR THE TRANSMISSION LINES WILL CONSIST OF TREE CUTTING, BUT NO GRUBBING OR TOPSOIL REMOVAL. CLEARING WITHOUT GRUBBING MAY OCCUR UNTIL THE NCDEQ STORMWATER PERMIT IS OBTAINED. 6.
