REGAN Secretary WILLIAM E. TOBY VINSON, JR. Interim Director The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on March 26, 2018. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. In accordance with 15A NCAC 02H.1003(2), low density projects must be designed to maximize dispersed flow through vegetated areas and minimize channelization of flow. Stormwater that cannot be released as dispersed flow shall be transported by vegetated conveyances. Riprap channels are not considered vegetated and thus do not meet this requirement. Please revise the plans to maximize the use of vegetated conveyances. 2. As explained above, runoff from the substation must be discharged using either dispersed flow or vegetated conveyances. As currently designed, it will be piped and discharged as concentrated flow. 3. The side slopes of all swales must be no steeper than 3:1 (horizontal to vertical). As currently designed, they are 2:1, and thus do not meet the low density regulations. 4. As indicated on Sheet 11, the shear stress in swale 3 is greater than the permissible shear stress. 5. Part V of the Low Density Supplement (Swale System Maintenance Requirements) must be completed, signed, and notarized. 6. Please complete Part VI (Submittal Requirements) of the Application Form. 7. The plans should indicate the swales as being recorded in a permanent drainage easement. 8. Provide pdfs of all revisions, 2 hardeopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hltps:Hedocs.deq.nc.gov/Fonns/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to June 15, 2018, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW4180301 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
