The Division of Energy, Mineral, and Land Resources (DELMR), received a complete Stormwater Management Permit
Application for the subject project on April 03, 2017. Staff review of the plans and specifications has determined that the
project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000 rules. We are
forwarding Permit No. SW4170101, dated May 19, 2017, for the construction, operation and maintenance of the subject
project and the stormwater system. This permit shall be effective from the date of issuance and shall be subject to the
conditions and limitations as specified therein, and does not supersede any other agency permit that may be required.

The original signed permit package and approved plans are being mailed to William Ratchford at:

I am in process of reviewing the plans and calcs submitted to us. So far the submittal looks pretty good, but I do have
one comment for you on the plans. The profile view of both bio-cells does not include the forebay as shown in the plan
view. The forebay and its construction is necessary due to the rapid inflow velocity coming into the cell.

I will continue with my review. Please mail two copies of sheet C-5 with the revised bio-cell profile view back to
NCDEQ so I can include it with the stamped plans.
