Although the former coal generating facility at this location has been demolished, Duke Energy submits this application in anticipation of potential future industrial activity. In 2008, the Division of Water Quality issued NPDES permit NC0005363 which contained three storm water outfalls identified as being potentially influenced by the transport of ash along the plant entrance road during the course of an ash reuse project. Those outfalls were removed from the permit in 2011 upon conclusion of the ash -hauling activity. Duke Energy would again like to request coverage for those three locations. As you may be aware, in 2014 Duke Energy also submitted a "Seep Monitoring Report" in support of the NPDES wastewater permit renewal for NPDES permit NC0005363. Two storm water outfalls (SW -2 and SW -3) were sampled during the NPDES permit renewal effort and the data for that sampling effort is included in that report. Duke Energy has attached a copy of that report for your reference. In that report, the samples for SW -2 and SW -3 are labeled S-7 and S- 8, respectively. Please note that the inclusion of those sample locations in the seep report does not indicate that Duke believes those points to be "seeps". Multiple locations were sampled for that effort which are not characterized as seeps (including ambient upstream and downstream samples). Duke Energy is aware that those storm water outfalls are influenced by groundwater, and therefore we are unable to certify (as required by Form 2F) that there are no known non - storm water contributions to these outfalls. N/A EPA Form 3510-2F (1-92) Page VII -2 Attachment 1- Maps Duke Energy Progress, LLC Description of Storm Water Drainage Areas Weatherspoon Plant February 2016 The enclosed topographic maps highlight the Weatherspoon Steam Electric Plant access road which will become a source of industrial activity when trucks begin to transport coal ash offsite. The drawn maps (Maps 4 and 5) detail the storm water drainage patterns and show the sections of roadway from which storm water is conveyed to either the Lumber River or an unnamed tributary to the Lumber River. Storm water that drains from a small grassy area adjacent to the power plant and from one of the administration area parking lots also flows into this drainage system. Storm water that falls on the larger, former power plant site is conveyed to the cooling pond, which discharges to the Lumber River through NPDES-permitted outfall 001, and is not included in this permit request. There are three distinct drainage areas along the access road. The first storm water outfall (SW -1) is about 675 feet from the Power Plant Road entrance and receives runoff from approximately 1,640 feet of roadway. The road is sloped slightly such that most of the runoff flows towards the western edge of the road which then drains along a grass -lined trough into a low area of an unnamed tributary. An under -road culvert connects an offsite pond adjacent to an automobile parts business to this area also. The second storm water outfall (SW -2) empties into the Lumber River near the power plant and receives drainage from approximately 1,720 feet of roadway. A short concrete -lined ditch directs water from the eastern edge of the road into one of the drain junction boxes. Runoff from a side road drains into catch basins and flows below ground to the drain junction boxes. This outfall also receives drainage from the ditches alongside an abandoned rail line, a small grassy area adjacent to the power plant, and an administrative building parking lot. Two pipes from these junction boxes direct the storm water to the outfall. The third storm water outfall (SW -3) primarily discharges rainwater collected from the picnic area adjacent to the power plant and the runoff from the western edge of the road which is funneled through an open collection pipe.
