Primary purpose of the project is as a transportation hub/parking facility for the Southport based departures of the Bald Head Island Ferry. The 70+ acre site is being designed to allow for the parking needs for"build out" on the island, estimated to be approximately in the year 2025. The 7+acre marina was purpose built(dug from scratch)for the needs of the ferry service, barge service, marine maintenance and as a recreational marina. While the majority of site is covered under existing High Density Permit#SW8-951012, the recreational portion of the marina is not currently addressed. Bald Head Island Limited, LLC is requesting to be allowed to limit the immediate area around the recreational portion of the marina to the low density requirement of 30%for SC waters. The marina is part of the Southport Restricted Area 18-88-3.5. The 1.56 acre "Low Density" site is bounded by wetlands to the east and south; and by the commercial structures of the harbormaster office and retail buildings which are part of the high density permit. A major portion of the site is within 30' of the marina wall, which is a regulated zone by CAMA. We are showing a limited amount of impervious that we feel is part of the marina necessities: ekectrical"kiosks"to house the marina power panels, transformer pads, three 100 sq ft sheds (144 sf roofline), miscellaneous pads outside of the sheds and for barbecues, a 526 sq ft roofed gazebo at the extreme northeast end of the marina (as landside shelter for the F-dock slip- holders—it is almost a quarter of a mile back to the harbormaster office). Additionally we are showing 8.2'x 865' of pavement to allow for fire truck, ambulance and dockmaster access to the extreme end of the marina. We are required by our existing CAMA permit to maintain trash pickup around the marina once the slips are put in. It is possible that we will use one of the several pervious/permeable pavements per the terms of Chapter 18 of the state BMP Manual. At this time I am indicating it as 100% impervious, but the developer requests the option to use pervious/permeable pavement. The remainder of the impervious outside of the 30' marina band includes two"crofters", a Bald Head Island term for a small garage beneath, with a unit above. These are listed as 510 sf and 600 sf of roofed bua. (We anticipate needs for both a restaurant manager's office/restaurant storage, and also possible housing space.). Also outside the 30' is another gazebo/pergola (526 sf roofed), a shed (144 sf roofed), some 7500 sf of pavement to the east of the restaurant (the restaurant is not in the low density project), and 1500 sf of swimming pool concrete deck at the harbormaster office. A couple items to keep in mind: (1) We permit overall low density projects with pockets of high density, not "pockets of low density" as you stated in your email. So projects are either overall low density or overall high density. (2) Having an existing permit is not a vested right that precludes Phase II stormwater requirements. A vested right will have to be demonstrated in the form of a preliminary plan showing sufficient level of site development detail that was approved by local government prior to 7/1/07. I don't know how to respond to your question re permitting approach. Phase II low density requirements apply, possibly making the site(s) high density, unless vested rights can be demonstrated. If high density applies, you might as well make it all 1 permit at $4000 & include in the package for review on 10/4. That way you will see what area we take out of the High Density parking site, and hopefully it will be a seamless transition into 2 permits. I am not sure how this properly gets scheduled, but is this workable to you? I have mentioned the project to Janet Russell, but I don't think she has the ability to give the review over to you. That gave me the idea to do the same at Deep Point. Since it is low density, there won't be a lot of calculations, just the required SWU forms and a drawing showing impervious areas and that we meet the 30% impervious limit around the marina. Can we submit this to you as a Low Density Express Review at the same time that Denise submits her Deep Point High Density Permit for plan update? That way you will see what area we take out of the High Density parking site, and hopefully it will be a seamless transition into 2 permits . The Deep Point Site overall is 75 ± acres. 6.5 acres is marina basin, which is not really included in any of the high density basins, and between the river and the marina is a wetland, which of course will remain natural. That also isn't included as a high density basin. What I am looking at now is pretty much the 30' and 75' zones off of the marina wall. I have a "Marina Necessities/Amenities" drawing into CAMA for the many items that normally are associated with a marina, and the necessity of access around the marina during slip construction and for garbage removal on an ongoing basis after the marina slips are in. What I do feel that we have is a legitimate Low Density Stormwater Area. The Marina and Cape Fear River are SC waters, so I am not sure whether the July 1, 2007 date affects us any for real design requirements. We do have a February 2007 Southport Planning Board approval and CAMA Minor Mods that allows the Harbor Master Office, a Retail Building and a Restaurant. (These are landward of the 30' CAMA Marina Zone. ) To keep things simple around the marina when we deal with CAMA, we are willing to commit an area of approximate 4 acres (not including any of the wetlands or the marina basin) and maintain it within the guidelines of a Stormwater Low Density Permit. I believe this is still at 30% max bua. Please correct me if that is no longer so. So that there is a trackable relationship to existing Deep Point SW8-951012, we are suggesting that the $2000 Low Density Review gets submitted same day as the $4000 High Density Review that Denise Freund at W.K Dickson already has scheduled. Her drawing will mention 4.xx acres resubmitted for separate permit; my drawing says 4.xx acres comes from SW8-951012. If both get issued simultaneously, instant tracking for all! Hope this helps. Currently,ferry operations are located at the Indigo Plantation ferry terminal and numerous administrative offices for Bald Head island Limited,LLC(BHI)are located throughout the City of Southport. As part of the Deep Point Marina project, RHI Is working to consolidate their operations and will construct support buildings in addition to the ferry terminal. These support buildings include: the marine maintenance facility,the administrative complex,and the Harbor Master building. In a future phase,the remaining outparcels will be developed. Potential uses for these outparcels include a hotel,restaurant,retail space,and a sales center, The construction of the bulkhead for the marina has already been completed, and the contractor ferry and barges are currently being operated out of Deep Point Marina. The project site is located just west of the North Carolina State Ferry Terminal on Ferry Road In the City of Southport and is owned by Bald Head island Limited, LLC(BHI), The site Is moderately flat and currently drains by means of sheet flow over the existing ground to the Cape Fear River,which has a Surface Water Classification of SC. Three wetland areas have been identified on the project and are shown on Plan Sheet SV 1. At this time, there are no expected impacts to the wetland areas. A stormwater permit,SW8 951012,was issued for the project In April of 1998 and modified on February 15,2007. The modified permit included two stormwater ponds, Wet Detention Pond#1 and Wet Detention Pond#2, and 25 Infiltration basins. Ponds#1 and #2 were constructed prior to the modification in February 2007. PROPOSEDIMPRov$MENtS The upland area of the project site will largely be developed Into theferry terminal and the parking area to serve the ferry terminal. The current stormwater permit uses infiltration to treat stormwater runoff. Where possible, the existing grades and native vegetation will remain in the bottom of the proposed Infiltration basin areas. Pre-treatment devices have not been used for the basins At locations where the site constraints would not allow for 3:1 slopes into and out of the infiltration basins, infiltration trenches with grates have been designed. The Infiltration systems were sized to provide water quality treatment for the first 1.0" of runoff in accordance with NCDBVR requirements adjacent to 9C waters. Where possible, the systems have been sized for the first 4.5" of runoff In order to waive the requirement for a bypass system. Where it was not possible due to the site constraints to size the systems for the 4.5" runoff, bypass systems are proposed. The proposed design reduces the number of proposed infiltration basins from 25 to 23. The majority of-the project site is served with infiltration systems designed as described In the paragraph above with the exception of the administrative complex, marine maintenance facility, and the smaller parking lots on the eastern side of the site. The administrative complex, marine maintenance facility, Parking Lot D and portions of both Parking Lots B and C drain to existing aormwater band #2. The remaining portion of Parking Lots C and a portion of Parking Lot B will drain to Stormwater Pond#1. All other elements for Pond #2 remain as in the original permit,and any subsequent permit modifications. A portion of Parking Lot B currently drains to a low spot west of the entrance road and is carried through a culvert under the road into aormwater Pond #1. The current permit allows for 14,375 SF of Impervious surface to drain to aormwater Fond#1. The modified design of the wet detention basin, which includes increasing the volume of the pond and forebay, allows for,an additional 106,99Q of impervious surface to be treated In this basin, Vincent Lewis with.
