Dear Ms. Peck,
Enclosed in this package are the revised submittal documents per the review comments provided
on February 8, 2024 for the proposed TA Truck Stop located at approximately 995 Long Ferry
Road in the Town of Spencer, Salisbury, NC 28144. Our responses to the review comments are as
follows:
1. The proposed SCM for this project, a dry pond, is a secondary SCM. For HD projects,
primary SCMs are required. Please either revise or provide justification why the primary
SCMs cannot be used for this project.
Response: The proposed SCM for this project has been converted from a dry pond
to a wet pond. Supporting calculations and revised construction drawings reflecting
this change have been included in this resubmittal package.
2. 1x application fee check in the correct amount (this item is required per Session Law 2023-
134, Section 12.14(e)(2)):
- Please be aware that, effective October 3, 2023, our permit application fee
structure is as follows:
o New Permit or Major Modification for a project with one (1) or fewer
SCMs = $1,000
o New Permit or Major Modification for a project with two (2) SCMs =
$1,250
o New Permit or Major Modification for a project with three (3) SCMs =
$1,750
o New Permit or Major Modification for a project with four (4) or more
SCMs = $2,250

- Per the submittal items, this project will require an application fee of $1,000 as
this application is for a New Permit for a Project with 1 SCM. Please provide a
new application fee check in this amount so that we may process your
application. We will void and return the provided application fee check to the
permittee (unless a different return address is indicated by close of business
tomorrow).
Response: Noted. A check with the correct fee amount has been provided in this
resubmittal package.
3. 2x hard copies of the Application with the following corrections made (These items are
required per 15A NCAC 02H .1042(2)(a) and per Section VI, 1 of the Application):
- Section IV, 8—The percent impervious area for the project area does not appear
to be calculated correctly. Project density calculation information can be found
in 15A NCAC 02H .1003(1).
- Section IV, 10—The value of Proposed Impervious Area** (sf) should match the
value for Total (sf). Please revise this for Drainage Areas 1, 2, &4.
- Section IV, 10 — The value for % Impervious Area** (total) is incorrect (and
should be in a percentage). Please revise this for Drainage Areas 1, 2, &4.
Response: Two hard copies (one original and one copy) of the revised DEQ
application have been provided as part of this resubmittal package.
4. 1x hard copy of the complete, original signed Supplement-EZ form (This item is required
per Sections V &VI, 3 of the Application). This form can be found on our website at the
following address: https://deq.nc.gov/about/divisions/energy-mineral-and-land-
resources/stormwater/stormwater-program/stormwater-design. Please note that a
complete Supplement-EZ form will have 3 or more pages and uses macros to generate
the relevant sheets based on the information entered into the cover page. The provided
form was not an original.
Response: An original signed Supplement-EZ form packet (reflecting the revised
SCM of a wet pond) has been provided as part of this resubmittal package.
5. 1x hard copy of the property deed. This item is required per Section VI, 10 of the
Application. Be sure to provide deeds for ALL parcels in the project area.
Response: All property deeds have been included as part of this resubmittal
package. parcels 052-086, -087, -088 & -089. Three property deeds were provided
and parcels 052-088 & 052-089 were included on the same property deed.
6. 1x hard copy of official document showing title and position information for Mandip Kaur.
Response: An agent authorization letter has been provided in this resubmittal
package.

one copy)
• One (1) NCDEQ Permit Application Processing Fee Check in the amount of $1,000

• One (1) Agent Authorization Letter showing the title and position information for Mandip
Kaur
• Two (2) sets of revised and signed construction drawings
• One (1) revised & signed C-SWPPP Manual (w/ revised Storm Drainage Calculations)
• One (1) copy of the deeds for each included property (3 total — 1 for 052-086, 1 for 052-
087, and 1 for both 052-088 & 052-089)
