liability company and the sole general partner (the "General Partner") of the EQM Midstream
Partners, LP (the "Partnership"), the indirect parent of EQM Gathering Opco, LLC, which is the
operator of Mountain Valley Pipeline, LLC ("MVP"), hereby certifies on behalf of the
Partnership, in his capacity as the Corporate Secretary of the General Partner and not in any
individual capacity, as follows:
The person whose name appears below is a duly qualified and acting officer of EQM
Gathering Opco, LLC, the operator of MVP (the "Operator"), duly elected or appointed to the
office set forth opposite his name and such officer is authorized to execute documents in the
name of the Operator on behalf of the MVP.
