A copy of the Compliance Inspection Report is enclosed for your review. Mr. Tim Cotner, Plant Manager and Mr. Bill Huggins, Shift Supervisor/ORC with Veolia, Mr. Rick Houser with Georgia Renewable Power, as well as Ms. Leona Miles, Senior Project Manager and Mr. Art Picken, Senior Project Manager with AEM were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater Permit NCS000349. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as the Lumber River, a Class C;Sw stream in the Lumber River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of NPDES Stormwater Permit NCS000349. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Reviewed information provided for renewal including changes to facility operations from using coal to wood chips and poultry litter along with revised site map.Facility's Stormwater Pollution Prevention Plan is complete and well-organized and has been reviewed and updated as necessary.Monitoring has been conducted in accordance with permit requirements at stormwater outfall#5,which has Representative Outfall Status as documented in the current/expired permit. Facility has been in Tier Two monthly monitoring due to consecutive exceedances of the benchmark values for aluminum,copper and zinc. Based on existing monitoring records,current facility operations as well as site observations made during the inspection,it is recommended that existing stormwater outfall#7 and new stormwater outfall#9(retention pond)begin to be monitored upon permit renewal and that stormwater outfall#5 continue to be monitored as necessary.
