We have certainly decided to stay on the track that we are currently on, so that we may continue moving forward from where we are. Thank you, Amber Henson Gresham Smith D: 615.770.8116 M: 615.499.8050 From: Farkas, Jim J <Jim.Farkas@ncdenr.gov> Sent: Friday, March 3, 2023 8:47 AM To: Amber Henson <amber.henson@greshamsmith.com> Subject: RE: \[EXTERNAL\] RE: SW1221002 Asheville Regional Airport Terminal Modernization and Expansion If you go Fast-track, the timeline would look something like this: - Submit Fast-Track info to our office. - Typically within a week of receiving the submission , we perform an administrative completeness review on the submission to make sure that everything needed for review has been provided (similar to the administrative review prior to accepting this project for the standard review). 2 o If everything is provided, we accept the submission and then have up to 30 calendar days to review the project.  The review of the project will either end in comments (requiring a resubmission of the requested information and another review of up to 30 calendar days) or approval. o If items are missing from the submission, you will have 30 calendar days to provide the requested items.  If the requested items are provided within 30 calendar days, we will accept the submission and then have up to 30 calendar days to review the project (see above process).  If the requested items are not provided within 30 calendar days, the submission will be returned as administratively incomplete and you can resubmit once you have all of the required items. o If the project does not qualify for the Fast-track program, the submission will be returned and you will need to apply through the standard process. A common mistake with the Fast-track program is that people forget to provide 2x original signed hard copies of the form so don’t forget to do that. The Fast-Track process breaks the standard review process into two parts. The first part, the Authorization to Construct (ATC), is an administrative type review where we determine if what is proposed has the potential to/can meet the rules/requirements. Approval of the ATC allows the project to be constructed and then, once construction has finished, the second part of the Fast-Track process, the Final Approval, is entered into. As-builts are submitted during the Final Approval and this is when the technical review is performed. We review what was actually built in the field and determine if what was built meets the rules/requirements or not (if not, special conditions may be added to the permit or, in more severe cases, compliance & enforcement actions may be taken). The Fast-Track process is beneficial in that it allows a project to be permitted quicker than can be done through the standard process (with the standard process, reviews can take up to 90 calendar days, but with the Fast-Track, reviews can only take up to 30 calendar days). The drawbacks of the Fast-Track process are that 2 reviews and two review fees are required to get the permit, certain projects are not eligible (See Part A of the Application & 15A NCAC 02H .1043(1)), and that there is more risk involved with this option (compliance with the rules/requirements is not evaluated until the site has been built and, at that point, changes to the design can be very costly). If you are interested in pursuing the Fast-Track option, you will need to complete and submit 2x original signed hard copies of the Fast-Track ATC form (at the link above) and any of the items required per Part F of that form that have not already been provided (we can cannibalize items that have already been submitted for SW1221002 for the Fast-Track application or you can provide new copies). Applying for a permit for this project through the Fast-Track process rescinds the standard application (for SW1221002) as a project can only be permitted through one permitting process (either standard or Fast-Track, but not both). A new application fee will be required for the ATC application. If you have any other questions, please let me know.
