Dear Mr. Farkas,
Thank you for providing comments on the Asheville Regional Airport South Parking Lot project. Please
see our responses to your comments below.
Initial Plans Dated: April 2023
Revision 1 Plans Dated: October 2023
Revision 2 Plans Dated: February 2024
1. Prior Comment 1.b.
"...Delineate the on-site surface water area. This item is required per Section V1.8.h. and per
15A NCAC 02H .1042(2)(g)'""" .. Some of the on-site surface waters do not appear to be
shown on the plans (see attached photo). Please include these surface waters on the plans
and in the Application and Supplement-EZ Form,revising as needed. Per the provided plans,
there appears to be an impact to the surface waters (along the parking area access road).
Please verify whether or not a 404/401 permit is required for this impact and revise Section
II,4 of the Application as needed.
Correction: The additional surface waters (+0.06ac) are now included on plan sheets SW-01
and SW-05,section IV.6 of the Application, and Line 4 on the Cover Page of the Supplemental-
EZ form.
2. Prior Comment 1.c.
z the required vegetated setbacks from the surface waters. This item is reauired
ner Section V1.8.p. and per 15A NCAC 02H.1042(2)(g)(iiL Please show the extents of this
vegetated setback on plan sheet SW-05.There appears to be BUA that is located within this
vegetated setback. If the BUA located within the setback is seeking an exemption per 15A
NCAC 02H .1003(4)(c)/(d) or 15A NCAC 02H .1017(12), please indicate the applicable
exemption. If the BUA does not meet one of these exemptions, it will need to be located
outside of the vegetated setback.
Correction: The SW-01 sheet view has been adjusted to show the encroachment. This
vegetated stream buffer encroachment is only 70 square feet and will qualify as exemption
under 15A NCAC 02H.1003(4)(d)I: "Publicly funded linear projects such as roads, greenways,
and sidewalks". See notes added to the top middle of plan sheet SW-01.

3. Prior Comment 2.b.
"...Clarify the amount of BUA draining to the proposed SCM... Please revise as needed." Per
the Application and Supplement-EZ form, the total amount of BUA draining to the SCM is
shown as 257,530 sf(5.91 ac). Per the plans(plan sheet SW-06) and stormwater report the
total amount of BUA draining to the SCM is shown as 5.43 ac. Please revise as needed.
Correction:The proposed SCM now accounts for all of the proposed BUA of the project,5.48ac
or 238,734sf. Section 10 of the Application and Line 10 of the Drainage Areas page in the
Supplemental EZ form now show this value. Plan sheet SW-06 now shoes 6.06 acres in the
Post-Construction Impervious column, which equals the existing BUA (0.58ac) plus the
proposed BUA(5.48ac). The tables in the storm water report have also been updated to reflect
this. Per the Provided Design Volume and Peak Flow Rates tables on sheet SW-01, the Dry
Pond is adequately sized to handle all of the proposed BUA.

Correction:On the Supplemental EZ cover page Line 8 now lists "No"and Line 9 now lists "Yes"
as a small sliver of the setback will now be paved (BUA is proposed in the setback). This

a. Line 18—Per the narrative,the SHWT elevation is at approximately 2079.3'(2080.0'
shown). Please revise.
Correction:Line 18 has been revised to 2079.3.
b. Line 20—Per the narrative,the SHWT elevation is at approximately 2079.3'and the
bottom of the dry pond is at elevation 2080.5'which results in a distance of 1.2' (0.5'
shown). Please revise.
Correction:Line 20 has been revised to 1.2ft.
c. Line 21—The temporary pool elevation is set by the invert of the lowest bypass(weir
at elevation 2084.5'). Please revise.
Correction:Line 21 has been revised to 2084.5.
d. Line 22—The ponding depth is the distance from the bottom of the SCM (Line 19)to
the temporary pool elevation (Line 21). Please revise.
Correction:Line 22 has been revised to 4.0ft.
e. Line 29—Per the design,the drawdown orifice diameter is 2.5" (3" is shown). Please
revise.
Correction:Line 29 has been revised to 2.5".

f. NOTE: Some of these cells do not allow for decimal numbers to be entered. If this is
the case, please indicate the actual value for these lines in the additional information
section (Line 37).
Correction: Decimals are now shown correctly on the Dry Pond page of the Supplemental EZ
form.
6. Please correct the following issues with the Supplement-EZ Form:
a. Cover Page, Line 2—The project area does not include the surface water area (this
value should correspond to Section IV,7 of the Application). Please revise.
Correction: This number in the Supplemental EZ now includes surface waters and matches
Section IV, 7 of the Application (10.79ac0.
b. Drainage Area Page, Entire Site Column, Lines 5 &6—These items should
correspond to the project area (these values should correspond to Section IV,7 of the
Application). Please revise.
Correction: These lines have been updated to list the project area that matches the
Application. 470,012sf=10.79ac.
c. Drainage Area Page, Entire Site Column, Line 18—Please provide this value (this
value should correspond to Section IV,8 of the Application). Please revise.
Correction: This line now shows 56.2% that matches Section 8 of the Application.
7. Provide PDFs of all revisions,2 hardcopies of revised plan sheets, 1 hardcopy of other documents,
and a response to comments letter briefly describing how the comments have been addressed.
