HomeMy WebLinkAboutNCG081016_Fessler & Bowman Stormwater Inspection Report_20231204 Charlotte-Mecklenburg STORM WATER StormWater.CharMeck.org Services December 4, 2023 Travis Belill, Director of Construction - Civil 10616 Westlake Drive Charlotte,North Carolina, 28273 Subject: Industrial Facility Inspection Fessler&Bowman Dear Travis Belill: On November 30, 2023, Kelly Hendrix and Jacob Stark of Charlotte-Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit,NCS000240,Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy,Mineral and Land Resources(DEMLR). NCDEQ—DEMLR has been copied on this report and made aware of the following observations regarding the facility's NPDES stormwater permit: 1) Stormwater Pollution Prevention Plan (SWPPP) A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and implemented.However,the SWPPP has not been reviewed and updated. The facility should review and update the SWPPP annually per the NCG080000 Permit, Section B-1 S. 2) Qualitative Monitoring The facility has not conducted qualitative monitoring as required. The facility should conduct and document qualitative monitoring per the NCG080000 Permit, Section D. Thank you for the assistance and cooperation with the site inspection. File Review/History:The facility has not been previously inspected by Charlotte-Mecklenburg Storm Water Services (C MSWS). Inspection Summary: During the inspection,the facility was found to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. Please refer to the report for recommendations and deficiencies. Site Inspection Deficiency Comments Stormwater system (catch basins, Satisfactory Stormwater conveys through the site via sheet flow to a inlets, outfalls, etc.) series of catch basins,which discharge to a dry detention SCM, before discharging through one outfall. No stormwater pollution issues were observed.
