Wilson and Chuck Cranford, from the Asheville Regional Office of the Division of Water Quality (DWQ), conducted a site inspection for the stormwater controls at Mills River Elementary School. Some issues were noted during the inspection and file review and are outlined in the attached inspection report. Please contact this office in writing after the issues have been reviewed and/or resolved (this should be done by December 10, 2010). The original Operation and Maintenance agreement was signed by Mr. Bo Caldwell and has been attached for your review. DWQ reminds you that the stormwater controls are to be inspected, at minimum, once a month and within 24 hours after every storm event greater than 1.0 inches. Records for inspection and maintenance should be kept in a known/set location and must be available upon request, The School's original consulting engineer/consulting firm has also been copied with this letter. The Engineer's Certification for the subject permit has not been received and should be submitted to this office. As noted in the inspection report, a level spreader appears on the approved plans but was not found during the site inspection. The forebay and basin appeared to be inundated (it appears that the basin may not be draining properly or that the Seasonal High Water Table was higher than predicted). The School should ensure that the outlet orifice is not clogged (and/or have the design engineering firm ensure the basin was properly cleaned out prior to operation, etc.). At the time of the inspection, the County had not received a significant rainfall event in over 7 days - so the very full forebay and basin were surprising. A level spreader was shown on the approved plans - but was not found during the inspection. Please review this situation with your design engineers. At this time, there does not appear to be any resultant water quality problems at the site. However, if the stormwater BMP is not properly maitained, problems may occur in the future. Comment: A copy of the Engineer's Certification of Completion was not found on file. Mr. Bo Caldwell signed the O&M agreement. Built Upon Area Is the site BUA constructed as per the permit and approval plans? Is the drainage area as per the permit and approved plans? Is the BUA (as permitted) graded such that the runoff drains to the system? Comment: From appearance of the site and comparison to the plans - this appears accurate. Are the SW measures constructed as per the approved plans? Are the inlets located per the approved plans? Are the outlet structures located per the approved plans? Comment: No level spreader/vegetated strip was noted at the outlet (as was indicated on the plans). It would be beneficial to have a sediment indicator in the forebay and basin. Comment: The facility appears to be new (within the past year). Maintenance did not appear to be a problem at this time. The School will be reminded of the O&M requirement to ensure proper record keeping.
