Robbins, NC State Stormwater Permit Supporting Documents Narrative USCG Map Dccd Calculations Final Submittal August 22, 2023 625 0'I cPJ ••GINS•.• %,;c�FN��I M � f'1 Prepared by: CLH Design, pa Stormwater Narrative Project Description North Moore High School is renovating the existing 400-m running track and associated field events on the school campus at 1504 N. Moore Rd. in Robbins,NC. The renovations include the removal of the existing track pavement and reconstruction in the same location. Existing pavement of the existing field events will also be removed and reconstructed with the locations being adjusted slightly. The majority of the grass play field inside the track will remain undisturbed. Just under two(2) acres of ground will be disturbed during construction which is scheduled to begin in late Fall of 2022 and continue until Summer of 2023. No streams or wetlands are impacted by the proposed construction. The site is located within the Cape Fear River Basin and within a Non-Coastal High Quality Waters watershed. The site is not located within%2 mile of SA waters. Current Stormwater Permit Status The campus had an existing High-Density State Stormwater Management Permit(SW6 190501)that was issued on May 29,2019 associated with a project titled North Moore High School Renovation and Addition. The permit covers the entire 49.57-acre school property. It is believed this is the first and only State Stormwater Permit issued for this site. The 2019 project added 28,709-sf of new built-upon area(BUA)and included the construction of a new bioretention cell to manage runoff from the new BUA. The SW6 190501 permit documents that the entire 2,159,496-sf(49.57-ac)campus contained 596,267-sf (13.69-ac)of existing BUA and added 28,709-sf(0.66-ac)of new BUA as part of the original 2019 permit equating to 28.9%BUA. Stormwater Permit Modification The new Track&Field Renovations project will add 14,595-sf of new BUA to the campus. This addition of BUA will require a Major Modification to the existing SW6 190501 permit. Combined with the 28,709-sf of BUA added by the 2019 project,the site will now contain 43,304-sf of "New BUA"(14,595-sf+28,709-sf)plus the original 596,267-sf of"BUA associated with Existing Development"for a total project density of 29.6%. The addition of the proposed 14,595-sf of BUA associated with the new Track&Field Renovations project was calculated to result in an Average Runoff Volume(ARV)increase of 2%from the 49.57-ac campus. Since this increase is less than the allowable 10%,the proposed project permit modification is in compliance with section.1003 of the 02H Rules. On December 13,2022 NCDEQ issued Fast Track ATC Permit No. SWA000176 for the track improvements which replaced the original Permit No. SW6 190501. SW6 190501 was rescinded effective December 13, 2022. Construction Sequence There is no future development proposed for the current Track&Field Renovations project,however other improvements on the school campus in the future are likely. Future improvements will require subsequent modifications to the campus's SWA 000176 permit. Compliance with current stormwater rules will likely require additional SCMs or demonstration of compliance with Runoff Volume Match.
