Off site runoff will be diverted around the site. i. Discuss Whether Road Construction Across Other property Is Necessary To Access This Project. No new roads are necessary. Site will access existing adjacent access aisle in parking lot of shopping center. j. If An On-Site Evaluation Of The Soils Has Been Done, Discuss Infiltration Rates,Seasonal High Water Table, etc.,and Include Date Of Site Evaluation (This Is Required For infiltration Projects). Evaluation was by ECS on January 30, 2008. Infiltration rate was 2.3 inches per hour. SHWL was 30 inches. Vincent Lewis visited site February 11, 2008 and confirmed and agreed with the scientist findings on seasonal high. — — _ 8 N • 1 r ? m co i E 1 co 2 i 0 u O = j N v CD x r- NO I N— .s N t Zi Z --g. c:„ r 1 I RRRJ 1 I 1 I N I I I 4. Vincent will have to advise DWQ as to the viability of infiltration at this site with a 1.5' separation. While redevelopment gives us some leeway in the design requirements, it's not going to make much sense for us to permit infiltration if it won't work. There are other BMP options that can reasonably be implemented at this that don't require a water table separation. You will need to discuss why you are not considering that a site with a high water table would be more suited for a constructed wetland or a sand filter, both of which are permittable options for redevelopment sites within 1/2 mile of SA waters. I am forwarding this email to Linda Lewis, chief stormwater engineer. Janet Mark Arcuri wrote: Janet, I heard from Patty, Vincent's assistant, this morning that he went to the site yesterday and agrees with our consultant's findings of infiltration rate and seasonal high. So now we have this week to prepare our package for Chris and Carol that is due Monday at 8:30. Recall the request we made in our express request package to reduce groundwater separation from 2.0 feet to 1.5 feet. This site is redevelopment and we will be greatly reducing impervious cover as it was 100% prior. We need to know yes or no or different so we can design this project on time. FYI - this was allowed on the adjacent Walgreens project. I believe that was permitted in November or December 2006. Let me know. • Thanks. Sincerely yours, II Mark T. We hereby accept the stormwater submittal date of Feb 18 at 8:30 am with Chris Baker. Please note the applicant is the land owner, Carteret Crossing, LLC. A representative from them will be at the meeting along with me. Also, as we discussed, we will visit with Carol Miller afterwards to do the erosion control submittal. We discussed that the $4000 fee will cover both express reviews (stormwater and erosion control) . Also, we discussed we will either need to increase the check by $130 to cover the acreage fee or provide a separate check for $130. Thanks for everything and please call with any questions. Page 2 of 2 Wachovia at Cape Carteret Shopping Center Project Narrative 1. General Information a. Name of Project. Project Name is Wachovia at Carteret Crossing Shopping Center b. Street Address, City, County. Address is 301 W.B. McLean Drive, Cape Carteret, NC c. Acres in Tract. Tract is 1.03 Acres d. Acres Being Disturbed. Approx 1.2 acres disturbed e. Acres in Wetlands. No wetlands on site 1. Wetlands Must Be Delineated &Sign-Off Obtained From The Corps 2. Proposed Wetland Impacts Require Permits From Corps& DWQ f. Ownership Information From NC Secretary of State Web Site. H. David Swain is Agent Name for Carteret Crossing, LLC on the NC Secretary of State Web Site g. Description of Development Proposal 1. Previous or Existing Permits. There were no previous stormwater permits for this site. Site was previously a muffler shop and a Dairy Queen. Site was 100%impervious. Site is currently partially demoed. All structures have been removed. Bare sand exists on 75% of the site and the remaining is still covered in asphalt. 2. Tax parcel ID Number. Tax parcel ID Number is 538405170841000 h. Pre-1988 Built Upon Area, If Applicable. Pre 1988 BUA is 100% i. Discuss Phasing of the Project&Stormwater Facilities When Applicable. No phasing. Project will include single effort of all subgrade, stormwater, parking and building work. j. Discuss Proposed Waste Water Treatment&Water Supply. Wastewater will be on site septic. Septic field will be more than 50 feet away from underground infiltration system. Also vegetative filter will be more than 25 feet away from septic field. Water is from West Carteret Water Corporation water system. k. Identify Historic Sites& Projects Being Funded With Public Monies. There are no historic sites on this property all all funds on this project am private. I. Disclose Any/All Non-Compliance Issues with DENR Agencies. There are no non-compliance issues on this property. 2. Stormwater Information a. Provide River Basin, Stream Classification & Index Number for All water Bodies On or Adjacent To The Project or Closest to The Project Area. Site is in the White Oak River Basin. The receiving stream is Deer Creek. Deer Creek classification is SA/ORW. Deer Creek streamindex is 20-36-1. ECEPVERD FEB 042008 DWO PROJ# b. Identify Whether the Stormwater Design is High Density or Low Density, Commercial or Residential, State Stormwater or NPDES Phase II, Address Vested Rights When Applicable; Identify Pockets of High Density. Design is high density, commercial, and needs state stormwater because over an acre disturbed. This is not an NPDES Phase 11 site. No vested rights apply to this site. There are no pockets of high density on this site. c. Proposed Total % Impervious Surface. %impervious will be 55 - 60%. d. Number of Proposed Treatment Measures, Type(s) of Collection System. Site will use underground infiltration with Stormtech 310 storage domes and gravel all wrapped in filter fabric. Collection system will be a couple drop inlets, RCP pipe, a bypass box. e. Will All Built Upon Area Be Collected. All BUA will be collected except a small portion where the driveways have to ramp up into the site. f. Identify Whether or Not the Project Has Buffer Requirements & Whether or Not Development Is Proposed Within A Buffer. No buffer requirements apply to this project site. g. Discuss Coastal Management Areas of Environmental Concern When Applicable. NO CAMA AEC on site. h. Disclose Whether or Not Off-Site Runoff Is Coming Onto The Site or Into The Proposed BMP No off site runoff will go to on site collection or treatment system. Off site runoff will be diverted around the site. i. Discuss Whether Road Construction Across Other property is Necessary To Access This Project. No new roads are necessary. Site will access existing adjacent access aisle in parking lot of shopping center. j. If An On-Site Evaluation Of The Soils Has Been Done, Discuss Infiltration Rates, Seasonal High Water Table, etc., and Include Date Of Site Evaluation (This Is Required For Infiltration Projects). Evaluation was by ECS on January 30, 2008. Infiltration rate was 2.3 inches per hour. SHWL was 30 inches. Other: Because the site was 100% impervious and we now propose a 55 - 60 % impervious site with stormwater treatment and vegetative filter, we consider this to be redevelopment. Therefore, we respectfully request that the groundwater separation requirement for this site be reduced from 2 feet to 1.5 feet. This will allow more water to be collected and treated because the ramped up driveways into the site will be shorter. It will allow a more functional site due to less grade change with respect to adjacent grade.
