Stormwater Management Permit Application
The following are the NCDENR comments, applied corrections, and our responses for the above
referenced Application/Plan.

1. Application
2x hard copies of the Application with the following corrections made:
Comments: a)Section IV, 2B—Please revise to leave this blank, as this project is not claiming vested rights.
RESPONSE: The original application has been modified.
Comments: b)Section IV, 10-Basin Information Table-% Impervious Area. Please provide the percent BUA
calculated as the total built-upon area divided by the drainage area. (32,000 SF/68,400 SF=47%>30%)
RESPONSE:%BUA is modified with 47%. (The 47%BUA represents for SCM drainage area, while 30%
represents for whole project area).
Comments: c)The property owner is Benhaven Emergency Services 13, Inc. Because it is a corporation,the
following is required: 1x hard copy of official documentation showing that the Applicant is in good standing with the
Secretary of State and showing the title and position information for the signing official,Andy Thomas, Fire Chief,
(These items are required per 15A NCAC 02H .1040(1), .1042(2)(b), and per Section VI, 11 of the Application).
RESPONSE:The title and position information of Andy Thomas has been replaced by Gary Briggs,
Board Director. The applicant, Gary Briggs name has been recently applied via mail(as per owner
dated 06/12/2023) to the NC Secretary of State and should be updated soon. Copy of application
showing Gary Briggs is included with this submittal.
2. Plans
2x signed&sealed hard copies of a plan sheets showing the following:
(This item is required per 15,4 NCAC 02H.1042(2)(g) and per Section VI, 8 of the Application)
Comments: a) Per Section VI, 8h of the application and 15A NCAC 02H .1042(2)(g)(iii), surface water delineation
must be determined by a qualified person. Provide documentation of qualifications and identify the person who made
the determination on the plans. Harnett County GIS is not an acceptable source of determination.
RESPONSE:A note stating "S&EC(SOIL& ENVIRONMENTAL CONSULTANTS, PA)OF 8412 FALLS OF
NEUSE ROAD,SUITE 104, RALEIGH, NC 27615 BELIEVES THAT THERE ARE NO JURISDICTIONAL
FEATURES ON PROPERTY PER SITE VISIT CONDUCTED ON 07/01/2022 ATTN:JOSHUA HARVEY;SOIL&
ENVIRONMENTAL CONSULTANTS, PA;PHONE(919)-846-5900."as the name of the qualified person.
Further, USGS 7.5 Quad map and Harnett County Soil Survey Map are referenced instead of Harnett
County GIS.
Comments: b) Per Section VI, 8m of the application and 15A NCAC 02H .1042(2)(g)(iii),wetland delineation must be
determined by a qualified person. Provide documentation of qualifications and identify the person who made the
determination on the plans. Harnett County GIS is not an acceptable source of determination.
RESPONSE:The response to previous comments is applicable to this comment too.

Comments: c)The drainage area that the SCM will be treating needs to be delineated in the main set of plans, it is
currently only included in the calculations. This item is required per Section VI 8o of the Application
RESPONSE:The delineated drainage area is now shown on Sheet C3.0 Grading plan.
Comments: d) Please revise the stormwater maintenance access and easement. Per GENERAL MDCs 8&9 (15A
NCAC 02H .1050(8)&(9))-Stormwater maintenance access and easements for every SCM must extend to the
nearest public right-of-way.
RESPONSE:Access easement is extended to the nearest public right of way. It is shown on Sheet C1.0
Staking Plan.
3. Supplement-EZ
lx hard copy of the complete, original Supplement-EZ Form with the following corrections made: (This
item is required per Sections V& VI, 3 of the Application
Comments: a)Cover, Line 2—The project area should correspond to the project area calculated in the Application
Section IV, 7.Total Project Area =Total Property Area—Total Coastal Wetlands Area—Total Surface Water Area.
RESPONSE:The project area is updated with 2.49 Ac(as no wetland and water surface is present)
Comments: b)Cover, Compliance with 02H .1003(4): Line 7-8—While there is no surface water, and therefore no
vegetated setbacks associated with this project please fill in. Per 15A NCAC 02H .1017(10),the vegetated setback
shall be at least 30 feet in width.
RESPONSE:Line 7-8 were updated.
Comments: c) Drainage Areas, Entire Site Column—Please fill out the relevant cells.
RESPONSE:Relevant cells were updated.
NOTE:This is an administrative completeness review, not a detailed engineering review,there may be
other issues that may be brought up during the engineering review. While not required for
administrative completeness, the following items were noted during review and may need to be
addressed during the technical review:
- Please specify side slopes of the Bioretention Cell on the detail sheet.
RESPONSE:Now side slopes were specified on Sheet C7.2 Details.
- Ensure that the media mix meets the requirements found on 15A NCAC 02H .1052 (6).
RESPONSE:Media mix updated to match the requirements on 15A NCAC 02H.1052(6).
- Note that the SHWT separation is from the lowest point of the SCM, to ensure that the SCM is
not impacting the water table. The bottom of the stone appears to be at 276.17, and the SHWT
is at 274.42.
RESPONSE:The whole bioretention cell is raised by 6". So, the bottom of stone lies more than 2'above
SHWT, which complies with MDC.
