Dear Mr. Parker:
NCDEQ staff have reviewed the Draft SWMP submittal and concur with the outlined program
provided that the following comments be addressed in a final Draft SWAP submittal,to be
provided to DEQ within thirty(30) calendar days of receipt of this letter to continue with the
permit renewal process.
Specific Comments
1. Update all footers and dates to reflect final submission date.
2. Review NCDEQ template available online for BMPs 1 and 2 and modify accordingly.
3. A BMP for permit requirement 2.1.1 is not present in the SWMP.
a. Consider a documented analysis to confirm that the program is adequately funded and
staffed to take place permit year 1. With an annual reporting metric of
adequate/inadequate.
4. A BMP for permit requirement 2.2.2 is not present in the SWAP.
a. Consider a measurable goal to create all required written procedures for permit year 1
with a reporting metric of yes/no.
b. Consider a measurable goal to review all written programs and update as need for permit
years 2-5 with an annual reporting metric of yes/no.
5. A measurable goal for BMP 3 should be added to include that the agreement with RSPC will be
reviewed to ensure compliance with all requirements outlined in 3.2 of the permit.
6. BMP 8, schedule for implementation should read"semi-annually"to match the measurable goal.
7. BMP 13.3,reporting metric should be number of inspections only.
8. BMP 16.An additional Measurable Goal should be added to include training staff responsible for
tracking source, and eliminating illicit discharges. This is separate from training for all general
staff who may see illicit discharges and report them.
9. A Measurable Goal should be added the BMP 25 which includes regular,annual inspections of
the Town-Owned facilities identified by Measurable Goal 25.2.
10. Create BMP to match Permit requirement 3.7.7
