All of the built -upon area approved under that permit has been accounted for in the Master Plan permit, as indicated in the attached updated Master Plan BUA Table for SW8 040836. The remaining overall amount of built -upon area within the Master Plan is 2,991,489 square feet. Please be aware that all terms and conditions of the permit issued on November 29, 2012, and all of the previously approved plan revisions, remain in full force and effect. Please also understand that the approval of this updated Master Plan BUA Table for the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to construction. The approval of the updated Master Plan BUA Table does not preclude the permittee from complying with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction. Regardless of the amount of disturbance, the Master permit for the airport (SW8 040836) tracks all of the constructed BUA to ensure that the overall low density aspect of the airport is maintained and to ensure that the proposed project is not within the drainage area of the permitted BMP's for the Airport. Was this road part of the recently approved August modification? If not, then it will need to be accounted for. Lcwls, The first phase of the. road has been paved and is complete. As stated below the soil disturbance .was less than an acre. At this time we still do not know if or when the second part of the road will be built. Due to funding and runway closure constraints, we are asking if we can delay the removal of the pavement (see red area in the attachment) to offset the new pavement until at least November 2015 or possibly spring 2016. The second phase of the road may be built in Spring 2016 so if possible the pavement could be removed at that time. Nevertheless, we do not want to impact the airport's existing permit and will remove the pavement as required. I have copied the project's project manager, Barrington Brown. Please advise as to how we should proceed. The Airport usually triages their permit applications depending on their need and funding availability, so it would be a good thing to make sure that this project fits into her upcoming permit submission schedule. I attach the permits and the most recent master tables for tracking the built -upon area, but they are currently both in review for an Apron Rehab/Expansion project, so the tables will be changing from what is currently on file. By law, we have 90 days from receipt of a complete application to issue a permit. Depending on the quality of the application materials, it may take less time than that. There is also an Express review process available for a larger fee that results in a permit within 30 days. However, if you have never done state stormwater permitting, you may not want to go that route. It requires quality submissions that are near 100% complete and allows only 2 addinfo request events (max 5 days turnaround for each) in order to issue a permit within the 30 day express time frame. The consultant and the owner must attend a submission meeting where the entire application, plans, and calculations are reviewed for completeness. The consultant must have a very good understanding of the applicable stormwater rules and requirements, or the $2000 or $4000 fee may be forfeited and the application will have to be resubmitted for review in the "regular" program. I'm not sure how helpful I will be, but here goes: The Wilmington Airport is currently covered by a Master stormwater permit, SW8 040836. This permit accounts for the overall low density of the airport and includes a high density component, an extended dry detention basin (EDDB) which is permitted under SW8 050547, to treat the runoff from the "collected" landside built -upon areas (BUA) of the airport. The runways and existing built -upon area on the airside are covered by the terms of SL 2012-200 (section c4), which I have copied below: PART VI. DIRECT THE DEPARTMENT OF ENVIRONMENT AND. NATURAL RESOURCES TO ACCEPT ALTERNATIVE MEASURES OF STORMWATER CONTROL AT PUBLIC AIRPORTS SECTION 6. G.S. 143-214.7 is amended by adding two new subsections to read: "(6) In accordance with the Federal Aviation Administration August 28, 2007, Advisory Circular No. 150/5200- 33B (Hazardous Wildlife Attractants on or Near Airports), the Department shall not require the use of stormwater retention ponds, stormwater detention ponds, or any other stormwater control measure that promotes standing water in order to comply with this section at public airports that support commercial air carriers or general aviation services. Development projects located within five statute miles from the farthest edge of an airport air operations area, as that term is defined in 14 C.F.R. § 153.3 (July 2011 Edition), shall not be required to use stonnwater retention ponds, stormwater detention ponds, or any other stormwater control measure that promotes standing water in order to comply with this section. Existing stormwater retention ponds, stormwater detention ponds, or any other stormwater control measure that promotes standing water in order to comply with this section located at public airports or that are within five statute miles from the farthest edge of an airport operations area may be replaced with alternative measures included in the Division of Water Quality's Best Management Practice Manual chapter on airports. In order to be approved by the Department, alternative measures or management designs that are not expressly included in the Division of Water Quality's Best Management Practice Manual shall provide for equal or better stormwater control based on the pre- and post -development hydrograph. Any replacement of existing stormwater retention ponds, stormwater detention ponds, or any other stormwater control measure that promotes standing water shall be considered a minor modification to the State general stormwater permit. (c4) The Department shall deem runways, taxiways, and any other areas that provide for overland stormwater flow that promote infiltration and treatment of stormwater into grassed buffers, shoulders, and grass swales permitted pursuant to the State post -construction stormwater requirements." Any cumulative disturbances within the airport which are greater than 1 acre, or any additions to the amount of BUA, or addition of BUA or changes within the permitted drainaee area of the extended dry detention basin, need to be reviewed for compliance with the Master stormwater plan and permit, the extended detention basin permit (SW8 050547) and/or the Session Law, depending on what the project is and where it is located within the airport. The master permit is currently set to expire on November 24, 2018. The SW8 050547 permit covering the EDDB will expire on June 15, 2019. An application for permit renewal must be submitted at least 180 days before the expiration date. If the road project were added to the permits, then even if the road was not built right away, it would continue to be "permitted" when the permit is renewed. We would support going ahead and getting all of the road work approved (both phases) as a modification to SW8 040836 and/or SW8 050547 and then wait for the funding to come through. We usually work with the permittee, Julie Wilsey, airport director, on all projects within the airport property. Ms. Wilsey has been copied on this email. There is a road project that will be constructed probably in two phases. I am not sure about the schedule for the second phase. It could be late 2015, in 2016 or not at all. The first section of the road will have less than an acre of disturbance and is expected to start this summer. We do not have funding for the second phase at this. time. If we were to go ahead and submit the SW Mgmt Permit Application for the entire road how long is this stormwater permit valid? If we did do the project next year, would that be considered a separate project or should the disturbance be considered with the first Phase? We are just trying to decide if we should submit the permit app now and be ready for when we receive funding or just wait to see if we will receive funding at all. If I need to contact someone else to discuss these questions, please let me know. This project will allow for rehabilitation of some existing aircraft parking apron pavement and installation of drainage infrastructure to accommodate this future development. Project Narrative: Please seethe attached Exhibit 'Project Area Map' for the Items listed below: Item 1: The project will consist of rehabilitation of the existing 1940's era concrete aircraft parking apron. The rehabilitation effort will include construction of an overlay of the existing concrete pavement. This rehabilitation effort will also remove portions of existing pavement that will not be replaced, resulting in a decrease of the existing built upon area. The apron currently drains to inlets located within the pavement area and the collected stormwater is conveyed via drainage pipes to an existing ditch. Please see attached Exhibit 'A'showing the removal of the existing pavement. Item 4: As part of a bid alternative, the airport will be removing the existing hangar building where aircraft currently park. This bid alternative will remove the hangar slab and construct concrete pavement in the location of the existing concrete slab along with placing concrete pavement in the grassed areas east and west of the hangar for aircraft parking. The built upon area constructed in the existing grass area will be more than offset by the removal of existing concrete pavement located adjacent to and immediately west of the apron rehabilitation area. Drainage patterns from this apron area will not change and the apron area will drain to the same drainage ditch as it does today. As there is a decrease in BUA and the area will drain as it does historically to the same ditch, no new BMPs are proposed. Please see attached Exhibit 'A' showing the removal of the existing pavement and installation of new pavement. Items 2 & 5: Along the western edge of the apron, a new storm drain, system (Item 2 - shown in red) will be installed both to bring the apron into compliance with current National Fire Protection Association (NFPA) standards and to allow for filling of the ditch (Item 5) for redevelopment of the area between the apron and Trask Drive. Stormwater collected in the new drainage pipe (Item 2) will be conveyed to the existing ditch located north of the apron being rehabilitated. Based on our discussions February 19, 2015, Items 1, 2, 4, and 5 will be a Plan Revision covered under existing Stormwater Master Plan Permit No. SW8 040836. Item 3: In preparation for the future redevelopment, new drainage pipe (shown in blue) will be installed along the eastern edge of Trask Drive. The drainage pipe will be connected to the existing drainage system that conveys stormwater to Extended Dry Detention Basin #1 and the associated pre-treatment swales (Airport's existing Regional BMPs under Stormwater Permit No. SW8 050547). Based on the approved permit SW8 050547 modification November 29, 2012, the proposed pipeline and drainage area are within Paramounte's'overall basin map' (map attached with location of Item 3 shown). This system will be primarily utilized to drain the future redevelopment with the potential for minor connections to the proposed drainage inlets. The future development is anticipated to include hangars, hangar taxilanes and FBO terminal building in this area. The pipeline will consist of one manhole and five drainage inlets. The inlets will be collecting a minor amount of runoff as shown on Exhibit'B'. Due to the minor increase of impervious area (0.75 acres) draining to the existing BMP, a Plan Revision covered under existing Stormwater Permit No. SW8 050547 is being submitted for this system.
