At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 1/6/2023) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.  1x application review fee check in the amount of $505. This item is required per 15A NCAC 02H .1042(2). – We did not receive a review fee check in the submittal package.  2x hard copies (one original) of the Standard Process Application Form (This item is required per 15A NCAC 02H .1042(2)(a) and per Section VI, 1 of the Application). The latest version of the Application form can be downloaded from our website at the following address: https://deq.nc.gov/about/divisions/energy-mineral- and-land-resources/stormwater/stormwater-program/post-construction-program/new-permits-permit- modifications (also attached to this email).  1x hard copy of the complete, original Supplement-EZ Form (This item is required per Sections V & VI, 3 of the Application). This form can be found on our website at the following address: https://deq.nc.gov/about/divisions/energy-mineral-and-land-resources/stormwater/stormwater- program/stormwater-design. Please note that a complete Supplement-EZ form will have 3 or more pages and uses macros to generate the relevant sheets based on the information entered into the cover page. – It is noted that an older version of the Low Density Supplement was provided. However, the latest version of the Supplement-EZ form is required.  1x original, signed & notarized hard copy of the O&M Agreement Form (This item is required per 15A NCAC 02H .1042(2)(j) and per Sections V & VI, 3 of the Application). This form can be found on our website at the following address: https://deq.nc.gov/about/divisions/energy-mineral-and-land- resources/stormwater/stormwater-program/stormwater-design. Please note that a complete O&M Agreement Form will have 2 or more pages and uses macros to generate the relevant sheets based on the information entered into the cover page. NOTE: It is recommended to get a second copy of this form signed & notarized for the Applicant’s records (it will be helpful when they go to record it with the Register of Deeds).  2x hard copies (one original) of the deed restriction document (This item is required per 15A NCAC 02H .1003(7), 15A NCAC 02H .1042(2)(k), and Sections VI, 2 & VII). NOTE: It is recommended to get a second copy of this form signed & notarized for the Applicant’s records (it will be helpful when they go to record it with the Register of Deeds).  1x hard copy of a USGS map identifying the site location. This item is required per 15A NCAC 02H .1042(2)(d) and per Section VI, 6 of the Application.  1x hard copy of the property deed. This item is required per Section VI, 10 of the Application.  1x hard copy of official documentation showing that the Applicant is in good standing with the Secretary of State and showing the title and position information for the signing official (These items are required per 15A NCAC 02H .1040(1), .1042(2)(b), and per Section VI, 11 of the Application). 1 NOTE: This is an administrative completeness review, not a detailed engineering review. The following items were noted during this review, but do not need to be addressed for this submission to be administratively complete and accepted for review (but these issues, and possibly others, will probably be brought up during the engineering review): - The provided pipe network is incompatible with 15A NCAC 02H .1003(2)(c). Piping on low-density projects is limited to culverts, driveway crossings, and situations where erosion protection would prohibit the use of vegetated conveyances. It is recommended to convey the stormwater in vegetated conveyances or redesign the project as a high-density project. If these items are received within the stipulated timeframe, we can accept the project and begin the review process. Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our two reviewer positions is currently vacant).
