G:\\\Reference Libra ry\Procedures\Checklists\Complaten ess Review Checklist_202109 08 COTTAGE GROVE HOA BOARD OF DIRECTORS MEETING ON DECEMBER 19, 2022 A meeting via Zoom of the Board was held at 9:30 am on December 19, 2022. Present at the meeting were Gary Middlebrook, Jane Helmerson and Charles Brooks, being all the Board members. Also present was Madren Irvine, representative from Priestley Management. Minutes from the prior Board meeting held on October 10, 2022 were reviewed and approved. Next, the Board reviewed the Monthly Financial Statement and Manager Report. Income/expense items were at or near budget with no cash flow issues. There were no outstanding late assessments. Madren will look into moving the cash in the HOA reserve account to a money market fund to generate some interest income on those funds. There were no ARC review requests and no homeowner violations noted. Next, Madren reviewed the annual meeting proxy voting returns and advised that sufficient proxies were received from homeowners to approve all actions taken at the annual meeting. The Board then discussed the dead grass common area strip on the west side of Arbor Oaks Dr. Charles Brooks advised he walked the area with representatives ofJ13 Lawn Sprinklers and they felt the dead grass area was due to a lack of water and fertilizer/bug treatment. Their cost estimate to install a sprinkler system and get water, electricity and a control box to this area was +/- $7,000. All Board members felt the cost was way too high and did not approve this expense. The Board members agreed we should approach Mary Lane Coalson to explore if we can work out a watering arrangement through her sprinkler system to see if we can revive this common grass area. The Board next reviewed a homeowners request to power wash all sidewalks in the community. After receiving cost estimates and discussing if this was an appropriate or necessary HOA expense, the Board members unanimously voted not to power wash the sidewalks. The Board next set the meeting dates for 2023 agreeing that the Board would meet quarterly via Zoom and hold other special meetings if the need arose. The 2023 meetings were set as follows: February 20 @ 1 1:30am; May 15 @9:30am; August 21 @9:30am; and October 16 @9:30am. There being no further business, the meeting was adjourned at 10:15 am Charles Brooks Secretary r y'AN 31 2023 BY: COTTAGE GROVE HOA BOARD OF DIRECTORS MEETING ON FEBRUARY 17, 2021 A meeting via Zoom of the Board was held at 6:30 pm on February 17, 2021. Present at the meeting were Guy Middlebrook, Jane I-lelmerson and Charles Brooks, being all the new Board members. Also present was Madren Irvine, representative from Priestley Management. Minutes from the prior Board meeting held near the end of 2020 were approved by the outgoing Board members. The first matter on the agenda was the appointment of officers for the Cottage Grove I-IOA. After discussion, the following officers were elected by the Board: President: Gary Middlebrook, Vice President: Jane Helmerson, Secretary: Charles Brooks Next, the Board reviewed the Monthly Financial Statement and Manager Report. All income/expense items were within budget and there were no outstanding assessments. Madren will review the association's insurance policy to see that HOA has appropriate coverage. The Board members next reviewed the following HOA contracts: Irrigation: Irrigation repair was completed and payment of the invoice has been processed. Madren will follow up and obtain the irrigation control box key and make sure the new landscape company handles the irrigation start up and setting of timers. Pond Maintenance: Estate Management Group's contract expires on May 31, 2021 and Madren will notify them that the contract will terminate on May 31 and not be renewed. The HOA has entered into a new contract beginning June 1, 2021 for pond maintenance with RPS Management Services. Landscape/Common Area Maintenance: A new contract beginning January 1, 2021 was entered into with Incredible Lawn and Gardens. The Board also discussed outstanding issues with the HOA's former landscape company, Yard-Nique, which have now all been resolved. No current community needs raised for discussion at this meeting. Finally, the Board members agreed that meetings would be held on the 3rd Monday of every other month at 10:00 am with the next meeting being on April 19 and thereafter on June 21, August 20, October 15 and December 20 for the balance of the year. This is a reminder that permit renewal applications are due 180 days prior to their expiration per 15A NCAC 2H.1045(3). North Carolina General Statutes and the Coastal Stormwater rules require that this property be covered under a stormwater permit. Failure to maintain a permit subjects the owner to assessment of civil penalties. More information about the Post -Construction State Stormwater Program can be found on the following website: deq.nc.gov/SW Please submit a complete permit renewal form along with a $505.00 fee and other submittal requirements within 30 days. The permit renewal form can be found under the Post -Construction section of this website or at: construction-2. Also, it was noted in the file review that a designer's certification that the project was constructed in accordance with the approved plans as required by the permit has not been submitted. Please include this with your application. If this project has not been constructed and a permit is no longer needed, please submit a permit rescission request form, which can be found on the Post -Construction section of this website. Permits are not automatically transferred when the property ownership changes. If this property has had an ownership change, a permit transfer application form along with the submittal requirements will also need to be submitted.
