Good morning,

On March 16, 2023, Julianna Hawley of Charlotte-Mecklenburg Storm Water Services (CMSWS)
conducted an inspection of the above referenced facility, as permitted by Section 5 of the Mecklenburg County
Surface Water Pollution Control Ordinance. At the time of inspection, the facility was observed to be in
compliance with the Mecklenburg County Surface Water Pollution Control Ordinance.

The inspection was also conducted as part of a cooperative working agreement between Mecklenburg
County and the North Carolina Department of Environmental Quality (NCDEQ) – Division of Energy, Mineral
and Land Resources (DEMLR). NCDEQ – DEMLR has been copied on this report and made aware of the
following observations regarding the facility’s NPDES stormwater permit:

1) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and implemented. However,
a repeat deficiency was noted for failure to conduct non-stormwater discharge evaluations. The facility should
certify annually that the stormwater outfalls have been evaluated for the presence of non-stormwater discharges.

2) Qualitative Monitoring
Qualitative monitoring has been conducted and recorded.

3) Analytical Monitoring
Analytical monitoring has been conducted and recorded.

Facility Description: Soil Supply, Inc. is located at 10219 Hagers Road in Huntersville on approximately 19.4 acres. The
facility receives yard and landscape waste and further processes the waste into various landscaping products for resale.
File Review/History: Charlotte -Mecklenburg Stormwater Services (CMSWS) previously conducted an inspection at this
facility on 12/7/2016 with a follow up conducted on 1/5/2017. Multiple issues were noted with the Stormwater Pollution
Prevention Plan (SWPPP).
Inspection Summary: At the time of the inspection, the facility was found to be in compliance with the Mecklenburg
County Surface Water Pollution Control Ordinance. Please refer to the inspection report for comments and
recommendations.
