Absent -Doug. Heckler Call to Order: The meeting was called to order by President Jerry Iverson at 4:02. Changes to the Agenda Delete the ACC design guidelines discussion and change the Recommendation for new co- chair of Landscaping committee to new member for committee. President's Comments: Closings has declined slightly compared with 2021, year to date at 196, compared to average of 63/month in 2021. Property ownership currently at 5042, of which 449 are member -owned unimproved lots. Secretary' Report Review and motion to approve the minutes of the April 2022 POA Board meeting Minutes. Motion to approve by Suzanne Bell, seconded by Jim Lavin and approved unanimously. Treasurer's Report: The Treasurer report was given by Jim Lavin, who noted that Net Operating Income for April was $105.6k, year-to-date net income was $631.2k, over budget primarily due to lower expenses to numerous Operating Expenses, timing differences in Landscaping and Repairs/Maintenance. lower security expense (less hours and lower rates). Lower CAS payroll (open positions) also contributed to the favorable variance. Reserve expenses for April were also reduced, while St. James Dr surfacing was completed, it has not been billed out. The Schwab Brokerage account has experienced a loss year-to-date, but positive (approx. 12k) since initiated in 2020. The 2023 budget process is underway with inputs from the various committees received. Budget will be before the Board in July. Committee Reports: ACC — Jeff Toner • The month of April had 5 new home starts, with 91 modifications reviewed, averaging about 10 new houses and 73 modifications per month, down slightly from comparable months in 2021. JUN 3 0 2022 BY: Safety and Security Gate entries for April 2022 was 168,519 residents, and 41,695 -visitors/contractors, up 6% and down 1 % respectively, compared to April 2021. Traffic speeding/stop sign violations were 103 for April, similar to previous month, and higher than monthly average for 2021. The installation of the Uninterruptible Power Supply (UPS) capability at Regency Gate is complete and working. Testing for one 8 hr shift has confirmed satisfactory operation. Quotes for Seaside and Grove gates being pursued. Landscaping &Ponds -Suzanne Bell • The Ponds committee was recognized for Outstanding Stewardship by the "Lower Cape Fear Stewardship Coalition" for the success in developing and maintaining the quality of the St. James ponds. • Landscaping work planning and organization underway for spring/summer efforts. Infrastructure — Bill Lendh • The Woodlands Park pavilion painting is underway, dog benches delivered and pond walkout board replacement/painting is in process. • The Waterway Park pier extension continues in CAMA review, also will need DEQ and Army Corp of Engineer approval. • St. James Dr pavement completed from Ridgecrest to Players, and striped. Reviewing and developing a plan to evaluate alternate process for sealing and rejuvenators. • Developing Beach Club shade area expansion and walkway widening, has CAMA. Approval. Requesting contractor proposals and submittals for Oak Island approval. Routine maintenance, painting/ hardware replacement, and RubberRoc repaired. • Explored mats for beach access from gazebo over the dunes, found suitable design, same as other Oak Island access points. Old Business • None New Business Recommendation for the POA to assume ownership of the Mariner's Way Bridge to the Tract W lots. Motion made by Bill Lendh, seconded by Jim Lavin and approved unanimously. Recommendation for appointment of new Investment Committee members, Property Owners -Bruce Williams and John Graves. Motion made by Bill Lendh, seconded by Suzanne Bell, and approved unanimously. • Recommendation to appoint new Landscape Committee made by Suzanne Bell, seconded by Jeff Toner and app member -Susan Fullas. This action was deferred to further revise rules based on latest comments. • Recommendation to consider new concrete path along Moss Hammock Wynd from Cascade Dr. the mail kiosk. After discussion, motion was made to reject adding path, by Jim Lavin, seconded by Suzanne Bell and approved.
