On December 8, 2011, the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 040215. The revisions include the addition of 5,760 square feet of
impervious area (a gravel lot) on the west side of the building. This area was previously allocated as
future impervious and most of it is now being claimed as impervious. The remaining area allocated for
future impervious is now 1,740 square feet. Drainage piping and curbing has been added to transport the
runoff to the forebay of the wet detention pond. It has been determined that a formal permit modification
is not required for the proposed changes. We are forwarding you an approved copy of the revised plans
for your files. Please add the attached plans to the previously approved plan sheets.
Please be aware that all terms and conditions of the permit issued on March 3, 2004, remain in full
force and effect. Please also understand that the approval of this revision to the approved plans for
the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this
project must be approved through this Office prior to construction. The issuance of this plan revision
does not preclude the permittee from complying with all other applicable statutes, rules, regulations or
ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval
prior to construction.
The issuance of this Plan Revision does not imply that the site is currently in compliance with the
terms and conditions of this state stormwater permit. Please refer to the September 15, 2011 Notice
of inspection to determine whether all deficiencies have been resolved, perform the remaining actions
to resolve the issues, and submit a letter stating that all necessary actions have been taken to resolve
the deficiencies in the permit. Failure to correct deficiencies may initiate enforcement action.

The original permit allowed for a 7,500 SF future building expansion. At this time the permitee has chosen to
add 5,760 SF of stone for storage of building materials in place of the building. An area of 1,740 SF of future
stone has been denoted on the plan for the balance of the original 7,500 SF of impervious surface. Stormwater
from the stone surface will be directed to the forebay of the existing wet detention basin.
Only complete application packages will be accepted and reviewed by the Division of Water Quality (DWQ).
A complete package includes all of the items listed below. The complete application package should be
submitted to the DWQ Office that issued the permit.

I reviewed the plan revision for Eastern Aluminum Storage facility in Onslow County and request the following additional
information before I can proceed with the review. The application states that they are using 5,760 sf for the current
BUA addition and reserving 1,740 sf for the future, however the drawing shows 6,000 sf proposed CABC gravel and
1,000 sf for future. Also the site data on the drawing lists 1,440 sf for future. Can you please revise your drawing to
make all these numbers correspond to the application or advise a reason for this discrepancy.
I need your response no later than Monday, Dec. 19.

Dear Ms. Hammers,
On June 8, 2011, 1 visited the NCDENR Wilmington Regional Office to conduct a file review for the
subject projecL Copies were made of all relevant documents such that I could gain an understanding
of the stormwater permit that was approved March 3, 2004.
Upon leaving the NCDENR office, I traveled to the Eastern Aluminum Facility in Jacksonville, NC. An
Inspection of the existing stormwater facilities was conducted with an emphasis on items addressed in
you Notice of Inspection dated May 3, 2011. The following items will be addressed by the Owner.
1. The level spreader was discovered after digging with a hand shovel. It was constructed as
shown in the original plan; however, the spreader has become buried by sediment. To bring
the spreader into compliance, the Owner will remove all sediment from the structure.
Disturbed areas will immediately be seeded and covered with excelsior matting to promote a
fast growing ground cover.
2. Sediment will removed from the rip -rap near around the outfall pipe upstream of the level
spreader. The rip -rap will be oriented in a manner to eliminate the channelization leading to
the vegetated swale.
3. An approved herbicide will be used to safely remove cattails to an acceptable level.
4. Sediment will be removed from the pipe inverts.
5. Eroded side slopes will be re -graded and stabilized with seeding and excelsior matting.
6. The eroded areas at the roof drain outlets on the east side of the building will be filled and
stabilized with seeding and excelsior matting.
7. The Owner will implement an O&M inspection process as noted in the original stormwater
permit.
6. An engineer's certification will be submitted upon completion of the above items.
