Dear Mitchell Fralick: StormWater.CharMeck.org On February 13, 2023, Michael Schley of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). Gerdau Ameristeel US Inc. is a steel manufacturing facility. File Review/History: Gerdau Ameristeel was previously inspected by Charlotte -Mecklenburg Storm Water Services (CM SWS) on 10/23/2017, and the report was issued as Satisfactory. Inspection Summary: During the inspection, Gerdau Ameristeel was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. Please reference the attached report for comments and recommendations. Site Inspection Deficiency Comments Stormwater system (catch basins, No Stormwater flows through the site via sheet flow to a series of inlets, outfalls, etc.) catch basins and drainage swales which flow into three wet pond SCMs. Water from the wet pond SCMs is pumped back into the facility's process water system and is used for steel production. Two outfall locations along a tributary to Long Creek were observed onsite which receive flow from the SCM ponds if they overflow during storm events. No stormwater pollution issues were observed. Erosion issues Recommendation Minor erosion was observed at the overflow area of the west pond. CMSWS recommends implementing erosion control measures to help protect water quality. Structural stormwater control No Three wet pond SCMs were observed onsite. Per facility staff, measures (SCMs) water from the SCM ponds is pumped back into the facility's process water system and is used for steel production. No stormwater pollution issues were observed. Illicit discharges/connections No No illicit discharges or connections were observed onsite during the inspection. Aboveground storage tank(s) (ASTs) No ASTs were observed to be kept indoors and outdoors and any associated venting and/or throughout the facility. A complete list of AST sizes and dispenser(s) — list tank size(s) and contents is documented in the SWPPP. Dispensers for the contents gasoline and diesel ASTs were observed outdoors. Process water is recirculated from the three SCM ponds back to the facility and used for steel production. No stormwater pollution issues were observed. Vehicle/equipment area(s) - fueling, No Per facility staff, vehicle fueling occurs outdoors at the maintenance, washing, storage, etc. designated dispensers for the diesel and gasoline ASTs. Forklift and equipment maintenance is conducted in the maintenance bay inside the facility. Equipment washing is conducted in a designated area which drains to the facility's process water reclamation system. Vehicles and equipment were observed to be stored inside and outside of the facility. No stormwater pollution issues were observed. Waste storage/disposal area(s) - Recommendation Two municipal waste containers were observed outdoors with open tops, waste containers, scrap rain flaps and drain plugs in place. Open top waste metal bins, etc. containers were observed to be uncovered throughout the facility. CMSWS recommends all outdoor waste containers be covered to prevent stormwater exposure.
