Good Afternoon Ms Young, Please see the attached which includes some of the prior eDMR discussions I've had with others in the Stormwater Permitting Division, regarding this attempt at submittal of our first set of Stormwater reports IAW NCG150068. Thank you for your time and the discussion today regarding the changes NCDEQ has made to the eDMR program which should now allow permittee's to submit eDMRs. I understand that in December when this report was actually due and our submittal was attempted, the eDMR system did not have our outfalls listed, so there was no possible way to actually submit the report in the time outlined by the Stormwater Program, Division of Energy, Mineral and Land Resources. As you've verbally requested on our call this afternoon and as the primary POC and delegated manager of this permit, I will delete our current submittal due to the fact it was submitted too early for the eDMR program development. I will then resubmit according to the direction, you have so kindly provided this afternoon. If I have any further difficulty, I will contact Ms Brittany Carson, my General Industrial Permit Coordinator, as discussed. I've not previously been in contact with a Brittany Cook, as mentioned below, regarding the eDMR program or this submittal. I appreciate and accept your explanations as to the actual intent of the email below. As stated in our discussion I have and will continue responding in a timely manner on behalf of the command. I now understand that as an Individual Permit Coordinator you may need to copy several people in a private organization, but that is not necessary in this case. The October 2022 report failed to submit as it appears no pages were added to the report, therefore the report was not complete. Howeverr on the afternoon of August itr 2022 in correspondence with. Brittany Carsonr erasking about the need to reapply under the new permitwhen issuedr we found out that we would not have to reapplyr but instead :re responsible far qualitative as well as quantitative measurements beginning July 1, 2022. The wheels of the government turn slow d there were no resources available for this unforeseen expenser however I began the process for justification and gaining the proper thorities from the command to speak on their behalf. By the time we received the official correspondence on September 27, 2022 rich officially informed us that we fell under the new permit all funding for the fiscal year had been spent or swept. 4s of yesterday (10/27/21122) the command has a Modification request in the works for funding to support an update of the SPPP to ncorporate the additional requirements of the new NCGP and to have professianaIs conduct a Representative 0utfall Analysis far U.S. :'oast Guard Base Elizabeth City. We also have a Procurement Request in the system for quarterly sampling analysis of all seventeen Industrial Outfalls identified by our current SPPP. One set of correspondence states vie have fi months to get our SPPP up to date and another vte've received states we have 12 months, Irve requested a contract Period of Performance for December as this would be 6 „onths from the date of issuance (July 1, 2022) of the 2nd permit. There is some confusion at the skate. regarding receiving waters for our facility and I've tried sorting this out with a few different ndividuals but to no avail. We discharge to the Pasquotank River which are class SB waters and not "Steele Creek, lass C waters in the :atawba river Basin". This was corrected for our previous permit and COC issued in April of 2022, but I've not had any success getting -his oorrected under the current permit, so at the present time we have no OOC, which praperiy documents our facifity's discharge. submitted our request for eDMR access on October Gr 2022 and received temporary passwords on October 25r 2022, so hopefully t this submittal vie can gain some assistance with compliance. To date I've prepared bath hard copy and pdf copies of my qualitative tiitoring to the extent passible from July 2fir 2022, as the requirements have changed a couple of times since April of 2a22. July h was the only qualifying rain event in the previous quarter at our facility. I was expecting to be able to submit that today in this tranic reporting tOOIr but so Farr I see no way of doing that. have reached out to quite a few people for assistance with getting our permitting OOC and other issues straight and found that my rmer regulator is now in Wilmington. When I reached out to another my concerns were forwarded to two mere gentlernen ,eptember 7r 2022} which I've not yet heard back from. I'm sure they are busy trying to get this program off the ground for our :gion and I understand, as I'm also trying to turn a very large vessel herer as well. the interest of progress, vie as an organization are searching For additional resources to comply viith the new permit, we have bmitted all the signatory dele-gatiorts and autharizationsr vie have gotten registered in eDMR which was a "6 step process"r we have :earthed and Found na available field certified labs within 15 minutes of aurseventeen industrial autfallsr thus have come to the nclusion that we will have to apply for a field certification for pH and have our sampling folks properly trained and lastly we will ntinue reaching out to the stake and regional offices for guidance until vie can fully comply. It is evident to me that this form and the eDMR program can only be used to report quantitative analysis. Are we required to report via eDMR any qualitative observations? Or are we just to take these measurements, fill out hard copy reports and keep them on hand for inspections? I will begin studying this guide, so we can get some qualitative measurements into eDMR. We have no Quantitative analysis to offer at this time but are working on securing the funding and resources to provide this analysis as well. We will begin working on a custom Comma Separated Variable File (CSV) using Excel IAW this Facility Reporting Guide. For the time being, I'm assuming there is already a template on the website somewhere?
