resubmitted.
As stated in our previous request for information,
If additional time is needed to submit the requested information, please email your extension request prior to this due
date to the email address provided below with a justification and a date of when the requested information will be
submitted, which shall be no later than 15 days past the original due date. Please note that only two letters requesting
additional information is allowed in the State Stormwater Program for a total of 30 days to submit the requested

Finally had time to go through and update the forms. I have one question concerning the EZ forms in relation.to the
SWU-101 page 3 form previously submitted. On the EZ form we are showing a wet pond which corresponds to Drainage
Area #1 (2nd column) on the page 3 SWU-101 form with the EZ low density and DIS area combined in Drainage Area#2
(V column) on the page 3 SWU-101 form. Is this ok as is or do we also need to update the page 2 SWU-101 form
accordingly?

I am finally back on this project. 1 do need some additional information. You previously provided the wet
pond Supplement and the Disconnected Impervious Supplement.
Since this project includes a low density section, you also need to provide a low density Supplement. The
applicable form can be found on our website along with the other supplements under the Supplement-EZ
heading. See this link below: https://deg.nc.gov/about/divisions/energy-mineral-and-land-
resources/stormwater/stormwater-program/stormwater-design.
Please select from the drop down menu in line 5 of the cover page, and select "both high and low
density". Also, be sure to click the "load all forms' heading, which should add a tab for "low density' in
addition to the other tabs where you have put in a quantity under "number and type of SCMs" on the
spreadsheet.
Please fill out, sign, date, and return this form to our office. Also, since the O&M Agreement has been
revised, you will need to get a revised, notarized, signature from the permittee on the cover page of this

Jon,
I think it would be best to include the 2,975 sf BUA in Drainage area q2. Please remember to add the
associated drainage area, as applicable on the form.
You will not need a Supplement EZ for this area. Instead it will be treated as a "low density' area, along with
the rest of drainage area 42. The permit can be written as a high density / low density (hybrid) permit. You
can refer to this area (drainage area q2) as the Low Density section. The level spreader and filter strip (LS-FS)
area should be included in the "low density' area, as a device to promote sheet flow. The LS-FS is a Secondary
SCM, not a primary, therefore it cannot be the only source of treatment for a drainage area for "high density."

Appreciate your review and I have a question concerning the roadway square footage for Top Tobacco Warehouse
Expansion. The total roadway (drive) square footage and the square footage draining to each BMP as listed in Section
IV.10 are correct:
Total On -site Streets: 26,441 SF
BMP#1 (pond): 20,935 SF
BMP#2 (DIS): 2,531 SF
The other 2,975 SF of the drive are located at each of the entrances: 480 SF at the internal ditch crossing and 2,495 SF
located at the entrance off of Top Tobacco Rd (Please see attached Top Tobacco SW-BUA pdf). We were unable to
direct these areas to either BMP with the intent to minimize and treat these areas as sheet flow across grassy
areas. Would I need to add 1 or 2 additional drainage areas to the Section IV.10 summary table to account for the 2,975
SF? Also, how should the 2,975 Sf be accounted for in the Supplement-EZ since this area does not drain to a BMP?
Appreciate your review and any guidance you could provide to clarify the discrepancy.

The Wilmington Regional Office received and accepted a State Stormwater Management Permit Application for the subject
project on March 3, 2021. A preliminary in-depth review of that information has determined that the application is not
complete, and that additional information is needed. To continue the review, please provide the following additional
information in a single, hard copy submittal package (2 copies):
I. 15A NCAC 0211.1042(2): In addition to mailing a hard copy of the Supplement-EZ, please email a pdf of the
supplement form to the email address provided below so that it can be preserved electronically per the regulatory
requirements.
2. 15A NCAC 02.1042(2)(a)(iv), .1003(3), and 1050(1):
a. The sum of the impervious areas listed in Section IV.10 of the application are not adding up correctly.
There appears to be a discrepancy in the roadway square footage. The total amount has 2,975 sf more than
the sum of drainage areas I & 2. Please explain and confirm the final site layout and associated impervious
areas is presented consistently throughout the application documents.
Please remember to confirm that any revised information is presented consistently throughout the application documents
including calculations, supplements, narrative, and plans. Please also remember to provide two hard copies of any updated
documents per 15A NCAC 02H.1042(2).
All of the requested information listed above should be received in this Office by June 14, 2021, or the application will be
returned as incomplete. If additional time is needed to submit the requested information, please email your extension request
prior to this due date to the email address provided below with ajustification and a date ofwhen the requested information
will be submitted, which shall be no later than 15 days past the original due date. Please note that only two letters requesting
additional information is allowed in the State Stormwater Program for a total of30 days to submit the requested additional
information. If the information is not satisfactorily provided after either the second request or 30 days, the project will be
returned. If the project is returned and you wish to re -submit later, you will need to resubmit all required items at that time,
including the application fee.
The construction of any impervious surfaces other than a construction entrance under an approved Sedimentation Erosion
Control Plan is a violation of NCGS 143-215.1 and subject enforcement pursuant NCGS 143-215.6A.

Top Tobacco, LP is a tobacco processing and distribution facility located in Columbus County at 204
'fop Tobacco Rd in Lake Waccamaw, NC 28450 (Lat: 34.326355 Long:-78526826). The site in not in a
coastal county but is located within an ORW and will require a state stormwater permit. The facility acquired
a stormwater permit for a 2010 expansion (S W 8-100708) and the proposed 2021 expansion includes two (2)
40,000 SF warehouse buildings and access drives with truck access from Top tobacco Rd. Included with
this submittal for a stormwater permit are the Site Construction and Stormwater Plans for the expansion,
permit application and supporting documentation. To facilitate the construction process, an initial Erosion
and Sediment Control Permit was acquired through the NCDEQ Express Permitting option to clear and grub
and begin grading activities in the future expansion area (COLUM-2020-013). An updated erosion control
plan showing the additions and stormwater pond is concurrently being sent to Land Quality. The total project
disturbed area is approximately 7.9 acres.

STORMWATER NARRATIVE
TOP TOBACCO-2021 WAREHOUSE EXPANSION
LAKE WACCAMAW, COLUMBUS COUNTY NORTH CAROLINA

Project Description
Top Tobacco, LP is a tobacco processing and distribution facility located in Columbus County at
204 Top Tobacco Rd in Lake Waccamaw, NC 28450 (Lot: 34.326355 Long:-78526826). The
facility plans to expand with two (2) 40,000 SF warehouse buildings and access drives with truck
access from Top tobacco Rd. The site is not located within one of the 20 coastal counties, but
does drain to Lake Waccamaw, an ORW in the Lumber River Basin, therefore will require a state
stormwater permit for the expansion. The total parcel area is 67.62 acres, however, the project
area for this development is only 8.0 acres. The adjacent parcel owned by Top Tobacco
expanded the facility in 2010 and a State Storrwater Permit (SW 100708) was approved for the
2010 expansion.
The U.S. Army Corps of Engineers has visited the site and determined that the crossing shown for
the proposed development to the adjacent facility is not jurisdictional. The ditch crossing and
pipe installation was approved under the Phase I S&E plan (Site Clearing and Grubbing).
Site Description
The topography in the project area consists of flat to mild slopes ranging from 0.25 % to 2.50 %
with overland flow generally from the north to south towards Lake Waccamaw. Soils in the site
area are mapped as Pender (Pe) fine sandy loam. The Pender series consists of deep, moderately
well and somewhat poorly drained, moderately permeable soils that form in loamy Coastal Plan
or fluvial sediments.
Stormwater Treatment Description
A wet detention basin is proposed as the Primary SCM for stormwater treatment for the
expansion with disconnected impervious areas and sheet flow to existing swales as the Secondary
SCM for stormwater treatment proposed for impervious areas that are unable to be directed to the
wet detention basin. The wet detention basin was sized using 1.0" of rainfall and designed to
treat 3.98 acres of drainage area at 70% BUA (2.786 acres BUA) with proposed 2.735 acres of
BUA to the wet detention basin (including future areas). The site was designed with the majority
of BUA directed to the wet detention basin with the remainder of the project area sheet flow
across disconnected impervious areas (grassed areas) prior to leaving the site in existing
vegetated swales and drainage ditches. The total project area is 7.95 acres with proposed density
of 34.38%
Erosion and Sedimentation Control Measures
A Sedimentation and Erosion Control Plan has been acquired for the project (Top Tobacco
EXPRESS ID#COLUM-2020-013) which included site clearing, grubbing, and general grading
for 7.7 acres. The revised plan includes installation of two warehouses with associated drives and
construction of stormwater wet detention basin. The overall disturbed acreage increased slightly
to 7.95 acres; therefore, no additional review fee is required. Soils within the project area are
mapped as Pender loamy sand according to the NCRS Columbus County Soil Survey. After
final grading is completed, permanent vegetation shall be applied in accordance with the seeding
requirements and wet detention pond landscape plan.

planned Erosion and Sediment Control includes, but not limited to, the following items:
1. Silt Fencine — Silt Fence will be installed as shown on the construction plans or as
deemed necessary by visual inspection. This will be done by the contractor and
inspected by the engineer to ensure all sediment is properly contained.
2. Check Dams — Rock Check Dams or Silt Wattle Check Dams will be installed as a
temporary measure within the temporary diversions.
3. Temporary Inlet protection — Inlet protection will be provided on all existing
drainage pipes and inlets on the project to ensure proper sediment containment.
4. Excelsior (curled wood) Temporary Mattine —Temporary Diversion stabilization will
be provided by the use of curled wood matting in required areas either as shown on
the construction plans or as deemed necessary by visual observation of the
construction site.
5. Temporary Sediment Skimmer Basins — two Sediment Skimmer Basins are planned
for the site located on the east and west side of the project area that discharge to
existing ditches located alongside of Top Tobacco Rd.
