After that, we must return the application as incomplete, and it will have to be resubmitted. As stated in our previous request for information, If additional time is needed to submit the requested information, please email your extension request prior to this due date to the email address provided below with a justification and a date of when the requested information will be submitted, which shall be no later than 15 days past the original due date. Please note that only two letters requesting additional information is allowed in the State Stormwater Program for a total of 30 days to submit the requested additional information. If the information is not satisfactorily provided after either the second request or 30 days, the project will be returned. I have one question concerning the EZ forms in relation.to the SWU-101 page 3 form previously submitted. On the EZ form we are showing a wet pond which corresponds to Drainage Area #1 (2nd column) on the page 3 SWU-101 form with the EZ low density and DIS area combined in Drainage Area#2 (V column) on the page 3 SWU-101 form. Is this ok as is or do we also need to update the page 2 SWU-101 form accordingly? You previously provided the wet pond Supplement and the Disconnected Impervious Supplement. Since this project includes a low density section, you also need to provide a low density Supplement. The applicable form can be found on our website along with the other supplements under the Supplement-EZ heading. Please select from the drop down menu in line 5 of the cover page, and select "both high and low density". The facility plans to expand with two (2) 40,000 SF warehouse buildings and access drives with truck access from Top tobacco Rd. The site is not located within one of the 20 coastal counties, but does drain to Lake Waccamaw, an ORW in the Lumber River Basin, therefore will require a state stormwater permit for the expansion. The total parcel area is 67.62 acres, however, the project area for this development is only 8.0 acres. The adjacent parcel owned by Top Tobacco expanded the facility in 2010 and a State Storrwater Permit (SW 100708) was approved for the 2010 expansion. The U.S. Army Corps of Engineers has visited the site and determined that the crossing shown for the proposed development to the adjacent facility is not jurisdictional. The ditch crossing and pipe installation was approved under the Phase I S&E plan (Site Clearing and Grubbing). Site Description The topography in the project area consists of flat to mild slopes ranging from 0.25 % to 2.50 % with overland flow generally from the north to south towards Lake Waccamaw. Soils in the site area are mapped as Pender (Pe) fine sandy loam. The Pender series consists of deep, moderately well and somewhat poorly drained, moderately permeable soils that form in loamy Coastal Plan or fluvial sediments. Stormwater Treatment Description A wet detention basin is proposed as the Primary SCM for stormwater treatment for the expansion with disconnected impervious areas and sheet flow to existing swales as the Secondary SCM for stormwater treatment proposed for impervious areas that are unable to be directed to the wet detention basin. The wet detention basin was sized using 1.0" of rainfall and designed to treat 3.98 acres of drainage area at 70% BUA (2.786 acres BUA) with proposed 2.735 acres of BUA to the wet detention basin (including future areas). The site was designed with the majority of BUA directed to the wet detention basin with the remainder of the project area sheet flow across disconnected impervious areas (grassed areas) prior to leaving the site in existing vegetated swales and drainage ditches. The total project area is 7.95 acres with proposed density of 34.38% Erosion and Sedimentation Control Measures A Sedimentation and Erosion Control Plan has been acquired for the project (Top Tobacco EXPRESS ID#COLUM-2020-013) which included site clearing, grubbing, and general grading for 7.7 acres. The revised plan includes installation of two warehouses with associated drives and construction of stormwater wet detention basin. The overall disturbed acreage increased slightly to 7.95 acres; therefore, no additional review fee is required. Soils within the project area are mapped as Pender loamy sand according to the NCRS Columbus County Soil Survey. After final grading is completed, permanent vegetation shall be applied in accordance with the seeding requirements and wet detention pond landscape plan.
