P.C. February 13, 2009 Mr. Chris Baker Environmental Engineer 11 State Stormwater Review Program NCDENR 127 Cardinal Drive Extension Wihnington,NC 28405 Re: Pump Station 35 Expansion Stormwater Project No. SW8 081222 Response to Request for Additional Information New Hanover County Dear Mr. Baker: 3804 Park Avenue, Unit A Wilmington, North Carolina 28403 Tel910-313-1516 Fax910-313-3073 REM FEB 1$ 2009 Below is the list of information requested to continue the stormwater review taken from your letter Request for Additional Information, dated January 15, 2009 with responses: The overflow/hypass weir must discharge to a 50' vegetative filter. Due the existing site and nature of this project, it is impractical to meet the requirement of a 50' vegetative filter and 65 If of level spreader per I cufl/s of flow. Per our phone conversation (2/12/09), you stated you would require a level spreader that would be at least the minimum length of 13 If as long as we reduced the velocity to less than 2 ft/s. Based on a peak flow of 1.2 cufl/s for the 100-year storm, we've included the addition of 15 If of level spreader that will reduce the velocity to 0.92 ft/s. Therefore, I have revised paragraph 3 of 2.0, C., x., in the Stormwater Management Narrative and revised drawing C-1.2 to include a level spreader call out and project specific detail. 2. Please provide buoyancy calculations for the sand filter. Remember a PE seal is required for all engineering calculations. Attached are two copies of the buoyancy calculations for the sand filter with my seal. Bouyancy was calculated based on complete submergence due to the 100-year flood elevation. 3. Please show the seasonal high water level on the sand filter section view. The seasonal high water table (SHWT) has been indicated on all three section views as 5.67'. This elevation was derived based on subtracting 40" (from the ECS Seasonal High Water Level Estimation report provided previously) from the existing finished grade of approximately 9.00'. intelligent solutions... sustainable infrastructure Mr. Chris Baker 02/13/09 Page 2 Show and spec out water stops at all joints below the seasonal high water level. A note was added to the section view of 2/C-1.2 stating that pre -cast section joints shall be sealed with ConSeal CS-231 waterstop or approved equal. A note was also added stating that the outlet pipe shall be connected to the sand filter with a water stop grouting ring in accordance with ASTM C1478. The sand filter supplemental form calls out 2.42' ofsand depth but section view A -A on sheet C/.2 shows a dimension of 1 '-7 " for the sand depth, please correct. The section view A -A on sheet C-1.2 has been revised to indicate 2'-5" (2.42') of filter media (sand) depth. Based on these revisions we have included the following: 2 copies of the revised Stormwater Management Narrative. 2 copies of the revised sheet C-1.2 2 copies of sealed Sand Filter Bouyancy calculations If you have any questions, or need further information, feel free to give me a call. This data is based on soils investigations conducted at the site to identify seasonal high water table (SHWT) and infiltration rate. The measures designed in this report have adequate capacity to control and treat runoff from the impervious surfaces required upon completion of this project. 2.0 PROJECT NARRATIVE a) Project Description Pump Station 35 is located on Oleander Drive at Bradley Creek and is currently contained on two neighboring properties. This pump station is one of the Cape Fear Public Utility Authority's largest pump stations and this project will provide greater capacity and reliability. The majority of this project will be internal including but not limited to pump, screening and electrical upgrades to give greater capacity. The only impervious surface that will be added to the site will be a new generator and a larger generator fuel tank to supply the station with enough fuel to operate for five days during a power outage until fuel will need to be replenished. This will include a total of 764 sgft of additional impervious surface. All other work associated with this project will be within existing structures. The stormwater runoff from this additional impervious surface along with impervious surface from two existing buildings will be managed by a sand filter of buried trench design due to site constraints. A vicinity map showing the location of the project is included in Appendix A and on the drawings. b) Existing Site Pump Station 35 was constructed in components between 1981 and 1985 on one piece of property. The property deed and copies of record drawings indicating construction date are included in Appendix B. In 2007, the adjacent property was purchased that had two existing buildings, a large gravel driveway/parking area and a billboard. Research indicates that the existing building closest to Oleander Drive was constructed in 1955 and that the other building was constructed in 1994. The driveway/parking area was installed in 1955 with that building and was expanded for use in constructing Pump Station 35 from 1981 through 1985. The property deed and copies of tax records indicating structure construction dates is included in Appendix C. Based on existing conditions and the proposed project, the Wilmington Regional Office of the Division of Water Quality indicated that this project would require a permit and would be considered high density. c) Stormwater Design Information The information presented in this section describes the specific design data used in the design of the stormwater measures. i) Rainfall Data The pre- and post -development peak runoff rates and the volume of runoff generated by the 1-year, 24-hour storm were modeled using Hydraflow 2004. The program uses the Rational runoff method and rainfall data for the specific site. The precipitation data is for this design came from NOAA. The 24-hour rainfall depth for the I -year storm is 3.81 inches and the intensity is 0.27 inches/hour. ii) Survey Information A detailed land survey is provided by McKim and Creed. Vertical data based on NAVD 88. iii) Offsite Runoff Due to site and surrounding topography, no offsite runoff will flow onto this site. iv) Soils Investigation ECS Carolinas, LLP, performed a soil investigation on July 1, 2008. At this time, ECS conducted a subsurface soil and groundwater exploration at two requested locations. Based on findings the soil appeared to fill to the depths reached in the boring locations where refusal was not immediate. On the one boring that reached deep enough, the Seasonal High Water Table (SHWT) was estimated to be 40" below the surface. The ECS investigation report is included in Appendix D. As this would place the SHWT in fill, only a properly designed buried trench sand filter will meet DWQ State Stormwater requirements for control and treatment of runoff for this project. As this is a rigid enclosed system, Mr. Vincent Lewis, state soils scientist for the North Carolina Department of Environment and Natural Resources, was not asked to visit the site for verification of the findings. The bottom of the designed sand filter will be below the SHWT but will be designed to counter flotation and the system will have no other interaction with the SHWT. v) Design of the Buried Trench Sand Filter System The buried trench sand filter system proposed for this project will utilize pre -cast concrete sections connected on -site into a water tight strurcture. Run-off from the drainage area being treated will be conveyed to the sand filter by surface flow and will enter the sand filter through grates over the sedimentation chamber portion of the sand filter. vi) Site Characteristics The total site area including both properties and all drainage area is 0.55 acres. The site has been subdivided into three drainage areas based on treatment requirements. See the Chart 2.1 for project drainage area information. Chart 2.1 - Drainage Area Statistics Drainage I Area l Drainage Area 2 Drainage Area 3 Total Area Total Area 5,693 ft 11,352 ft 6,891 ft 23,936 ft Existing Impervious Area 2,781 ft 3,360 ft 3,014 ft 9,155 ft Proposed Impervious Area 764 ft 0 ftz O ft 764 ft * Existing Impervious Area in Drainage Area I included in design of sand filter. Drainage Areas I & 2 will not be controlled and treated as the impervious surface in those areas was constructed prior to 1988. All of the run-off from Drainage Area 1 will be managed by a pre -cast concrete buried sand filter. vii) Pre and Post Development Rate In order to meet the requirements for Structural Stormwater Controls, the required storage volume must be discharged at a rate equal to or less than the predevelopment discharge rate for a one-year, 24-hour storm. To determine the pre and post development flow rates, the Rational Method was used along with the modeling program Hydraflow. The run-off coefficients used were as follows: C for impervious area = 95 C for grassed area = 35 Using the above C values 35 was used for pre -development flow even though existing impervious area as we assumed no development. The Hydraflow model calculated a composite C value of 72 for the post development flow based on 38% of the area at a C of 35 and 62% of the drainage area at a C of 95. Based on these C values, the model indicated the peak flows calculated by the model are as follows: Pre -development peak flow = 0.28 cuft/s Post -development peak flow = 0.58 cuft/s See appendix E for Hydraflow model hydrographs. These flows are so low it is impractical to restrict the Post -development flow to the Pre -development flow rate as this will have negative impacts on the treatment quality of the sand filter. viii) State Stormwater Requirements The site is located within %2 miles of and draining to SC classification waters. State stormwater requirements are that the system must contain and treat the entire 1.5" storm volume. Based on using a buried trench sand filter the key values calculated are as follows: Rv = 0.613 Volume of 1.5" Storm = 424 tuft Water Quality Volume = 289.47 cult Minimum Sedimentation Basin Surface Area = 19.14 sqft Minimum Sand Filter Bed Surface Area = 37.37 sqft The sand filter designed for this project has the following criteria Volume of storage above sand filter media = 455 tuft Sedimentation Basin Surface Area = 144 sqft Sand Filter Bed Surface Area = 144 sqft Therefore ail design criteria are met. For review of the calculations of the above values see Appendix F. ix) City of Wilmington Stormwater Requirements This project does not fall within the threshold of the City of Wilmington's stormwater requirements. x) Underdrain and Outlet Discussion The sand filter will have an underdrain that conveys the treated run-off to the discharge chamber. The calculated required underdrain for this project was a minimum of 2 — 6" perforated pipes at a slope of 0.5%. For a 1.5 safety factor this design includes 3 — 6" underdrain perforated pipes. The total maximum effluent flow of the sand filter based on combining the max flow through the filter and the filter overflow is 12.87 cuft/s. This is the max flow that the filter will allow to pass and anything above this flow will not enter the sand filter. Based on this effluent flow, the minimum diameter of the effluent pipe was calculated as 7 inches. Due to a desired safety factor of 1.5 the pipe outlet used for this sand filter is 12 inches. Stormwater rules require a level spreader length of 65 If per 1 cuft/s with a 50' buffer strip between the level spreader and the wetland. Due to the nature of this project, DWQ agreed that we could install a level spreader with sufficient length to reduce the velocity to less than 2 ft/s. Therefore we propose the installation of 15 If of level spreader at the sand filter discharge. The Hydraflow model indicates that the peak flow for a 100-year storm will be 1.2 cuft/s. Assuming this peak flow is passed through the sand filter with no attenuation and using the weir equation, the velocity of flow over 15 If of weir is 0.92 ft/s. This is well below 2 ft/s as requested by DWQ for this project. xi) Additional Measures In order to minimize filter media pass through the sand filter is designed with a geotextile fabric to be placed between the t#57 stone covering the underdrain pipe and the sand filter media. d) Maintenance Requirements i) The filter media in the sand filter will be cleaned, washed, course masonry sand meeting the requirements of ASTM C33. ii) The sand filter must be inspected quarterly and within 24 hours after every storm event greater than 1.5 inches. iii) Records of inspection and maintenance will be kept on site and will be available upon request. iv) The drainage area will be carefully managed to reduce the sediment load to the sand filter. v) Once a year the sand media will be skimmed to remove potential areas of fouling. vi) Any filter media removed due to fouling will be replaced to maintain the proper filter media depth. vii) The sand filter media will be replaced whenever it fails to function properly after vacuuming. This letter, with attachments, is the report of our estimation. Field Testing On July 1, 2008 ECS conducted an exploration of the subsurface soil and ground water conditions at two requested location shown on the attached Site Diagram. ECS met with Mr. Paul Shivers with Highfill in order to locate the borings. The purpose of this exploration was to obtain subsurface information of the in -place soils for the proposed storm water treatment areas. We explored the subsurface soil and ground water conditions by advancing hand auger borings into the existing ground surface at the requested boring locations. We visually classified the subsurface soils and obtained representative samples of each soil type encountered. We also recorded the ground water level observed at the time of each hand auger boring. The attached SHWL sheet provides a summary of the subsurface conditions encountered at each hand auger boring location. The ground water level and the seasonal high ground water level (SHWL) were estimated at each boring location below the existing grade elevation. Below is a summary of each boring location Location Water Level SHWL 1 Auger Refusal 36" Auger Refusal A 36" 2 96 inches 40 inches The SHWL may vary within the proposed site due to changes in 'subsurface conditions and elevation. Several borings were terminated due to auger refusal between 12 and 36 inches below the existing grade elevation (gravel backfill). Please see the attached drawing illustrated the area of refusal. Jordan, CEO Cape Fear Utility Authority 235 Government Center Drive Wilmington, NC 28403 Subject: Request for Additional Information Stormwater Project No. SW8 081222 Pump Station 35 Expansion New Hanover County Dear Mr. Jordan: The Wilmington Regional Office received a NPDES Phase II Post Construction Permit Application for Pump Station 35 Expansion on November 18, 2008. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. The overflow/bypass weir must discharge to a 50' vegetative filter. 2. Please provide buoyancy calculations for the sand filter. Remember a PE seal is required for all engineering calculations. 3. Please show the seasonal high water level on the sand filter section view. 4. Show and spec out water stops at all joints below the seasonal high water level. The sand filter supplemental form calls out 2.42' of sand depth but section view A -A on sheet C1.2 shows a dimension of 1'-7" for the sand depth, please correct. Please note that this request for additional information is in response to a preliminary review. The requested information should be received in this Office prior to February 16, 2009, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail, email or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A. For multiple BMP's pick one or two to check. U Ownership issues? Make sure the correct person has signed the application. If it's a corporation or LLC, print off the NCSOS information sheet and latest annual report. Make sure the person who signed is listed on the annual report with his/her correct title, or make sure a signature authorization letter has been provided. Make sure 2 sets of plans have been submitted, and that they include grading, layout (with dimensions for all proposed BUA) and details. ❑ Are the Wetlands delineated on the plans? Y N By whom? J If the project drains to SA waters, make sure a USGS topo map with the site, the receiving waters and the''/z mile radius clearly shown to scale, is provided. ❑✓ /For high density projects, make sure the correct design storm is used, based on the receiving stream classification and the projects proximity to SA waters. 0 Make sure appropriate details are provided such as roads, cul-de-sacs, curbing, sidewalk, BMP's, level spreaders, vegetated filter strips, curb outlet swales, etc. Two of the most common errors are that sidewalk is indicated on the plans, but not included in the BUA calcs or shown with the road detail, and the road width used in the BUA calculations is less than that shown on the road detail. IVI Are there any issues within the 575 ft ORW AEC? If high density, make sure the plans and calculations are signed, sealed and dated. If the project involves the subdivision of property or has outparcels, make sure a copy of the Proposed Declaration of Covenants and Restrictions in legal format with all required /statements is provided, or that the appropriate standard deed restriction template, signed and notarized, is provided. 0 Make sure that a Soils Report for all projects is provided, to determine if the required separation to the SHWT is provided. For multiple HD systems & curb outlet swales, make sure a drainage area map is provided. If the application is substantially incomplete, give the entire file with the check to admin (Jo Casmer) to be returned to the applicant. Jo will keep copies of the return letters, application & check. ❑ If the application lacks only a few minor items such that it can be made complete within 24 hours, you can email the consultant and request the information. Hold onto the package for 24 hours. If the information isn't received within 24 hours, give the application to Jo to return. For Offsite projects: The Designer's Certification for the offsite system has been submitted. The deed restrictions have been recorded and a copy submitted. The offsite system is in compliance with its permit. Make sure the lot size hasn't changed from what was approved under the Master Plan and that the correct lot number is referenced on the supplement form. For Infiltration projects: Soils report to determine SHWT, soil type and expected infiltration rate is provided. Has Vincent conducted the site investigation? If Yes, date? For infiltration projects, the maximum 2 acre inches of volume in any single system has not been exceeded. For Wet Ponds projects: ❑ Permanent pool to be located no lower than 6" below the estimated SHWT. Otherwise, the incoming groundwater must be quantified and evaluated; the storage volume must be verified; and the outlet needs to be evaluated for free drainage to the receiving waters under SHWT conditions. November 17, 2008 Ms. Rhonda Hall NCDENR-DWQ 127 Cardinal Drive Extension Wiltmington,NC 28405 Re: Pump Station 35 Expansion Stormwater Management Permit Application Package HIEPC Project No.: KI IA0801 Dear Ms. Hall: 3804 Park Avenue, Unit A Wilmington, North Carolina 28403 Tel 910-313-1516 Fax 910-313-3073 1ppB -4t We have been tasked by the Cape Fear Public Utility Authority with the Pump Station #35 Expansion project located at 6337 Oleander Dr. at Bradley Creek. This project includes the upgrade of 2 pumps with V FDs and related components within the existing pump station. The upgrade in pumps requires an upgrade to the generator and generator fuel tank for auxiliary power. The existing generator building and fuel tank will be removed and a new larger generator and generator fuel tank will be installed as indicated on the drawings. Based on conversations with you and Linda Lewis in June of this year, a determination was made that we needed to submit a high density permit for the addition of the generator and generator fuel tank. You also explained that any impervious surface constructed after 1988 within the drainage basin would require treatment under the current State Stormwater rules. New Hanover County tax records indicated that the only impervious surface on the site built after 1988 was the building in the southwest corner of the site. In order to allow for potential use of the area containing the two buildings on the south side of the lot, the proposed sand filter was designed to include both buildings. The gravel parking lot is existing and was in place when the Pump Station was originally constructed in the early 1980s. Therefore, this permit application is for the treatment of the two buildings on the south side of the property, the new generator, the new generator fuel tank and the surrounding area designated drainage area 1 on the drawings provided. DESCRIPTION 1 7 29 08 Water Quality Classification Request Form 1 USGS Site Location Ma COMMENTS: To Whom It May Concern: Pump Station 35 Expansion is part of the Northeast Interceptor project that has been the ongoing effort by the Cape Fear Public Utility Authority to improve wastewater infrastructure and reduce potential impacts due to sanitary sewer overflows. Kimley-Horn is currently designing the force main from Pump Station 35 to the Northside WWTP and we are designing the upgrade of the pump station. Due to the recent determination of the need for a combined CAMA General and an Erostion Control Plan, we determined we would need a State Stormwater Permit. Apparently Kimley-Horn will be submitting the force main portion of this project under the General Permit for linear utility projects. We were informed that the pump station site would require a separate High Density Stormwater permit. Due to time constraints and the need to get this upgrade of PS 35 designed and in service, anything that can be done to help us expedite this process will be greatly appreciated by the Cape Fear Public Utility Authority who is and will be the owner.
