The operation and maintenance agreement for an infiltration trench was used to conduct the onsite field observations in an attempt to ensure that the system is performing adequately and to the specifications to which it was designed. It was found that there were no observable issues that are critical to the function of the SCM. The SCM showed no signs of trash or debris, no sediment was accumulated, and the structure was not damaged or clogged. Given the above description of the infiltration trench site observation and the documents provided, it is my professional opinion that the infiltration trench is performing at a consistent and acceptable level and was constructed and maintained in substantial accordance with the original permit. OVERVIEW Background This report contains the approach and results of a Stormwater Analysis conducted for the proposed First Citizens Bank within the Town of Oak Island, Brunswick County, North Carolina. The project site is located at the intersection of East Oak Island Drive and McGlamery Street. The subject parcel is approximately 1.32 acres and contains an existing First Citizens Bank on the site. The site currently drains to existing drop inlets on the site or to the existing storm drains in the street which tie into the existing road drainage system. See pre -development drainage map in the appendix of this report for existing drainage areas and composite curve numbers. 'file site currently has a one story First Citizens Bank building and asphalt pavement for parking in the southwest corner of the site. 'These existing features will need to be demolished. There is open space to the east and north east of the existing building consisting of trees and grass which extends to Price Street. The existing impervious area on the site is 0.38 acres. The soils for this parcel are entirely comprised of Kureb fine sand (KrB). This soil is classified as hydrologic soil group A. CN values used for this report have been calculated based on the land cover and hydrologic soil group. A pre -development time of concentration of 5.0 minutes was utilized based on the size of the site and amount of existing impervious surface. Proposed Conditions The subject site is approximately 1.32 acres and proposes a 2,700 SF First Citizens Bank with a drive thrty entry walks and 22 associated parking spaces. 'The site will have two access drives off of McGlamery Street and one access drive off of Price Street. A total of 0.71 acres of impervious area is proposed within the site limits which include all of the above mentioned items. A Stormtech Underground Detention System is proposed for Water Quantity and Water Quality to meet the Stormwater Management requirements as recommended by the Town of Oak Island. The time of concentration for all post -development drainage is 5.0-minutes. See post development drainage map in the Appendix of this report for drainage areas and composite curve numbers. Water Quality The proposed Stormtech System was sized to accommodate the volume associated with the first 1.5" of rainfall from all impervious surfaces on site. Based on a site area of 1.32 acres and a proposed impervious area of 0.71 acres, a storage volume of 4,003 cf was required. Based on hydraulic conductivity tests performed by Soil & Environmental Consultants (S&EC) at the location of the proposed Stormtech System and an onsite meeting with NCDWQ Soil Scientist Vincent Lewis, it was determined that an infiltration rate of 10 in/hr would be accepted by NCDWQ for the site. Given the agreed upon infiltration rate of 10 in/hr, the water quality volume of 4,003 cf is absorbed into the soil in approximately 0.1 days (well below the required 5 day maximum draw down time). In addition, as demonstrated in the routing calculations (Appendix D: Water Quantity Underground Storage Calculations), all runoff volume from the I-yr/24-hour storm percolates into the soil and does not leave the Stormtech System. S&EC also evaluated the condition of the soil at the proposed bottom elevation of the Stormtech System (13.5 fmsl). The soil texture was determined to meet the media requirements for a 4" clean sand layer as required at the base of an infiltration trench. i1� 1 1 5 2922 Water Quantity For on -site water quantity, a Stormtech Underground Storage System is proposed for reducing the post development peak discharge to pre development conditions for the I -year 24-hour and the 10-year 24- hour storm events. Stormtech utilizes a system of perforated molded plastic chambers and a stone foundation for retention. The stormwater enters the system via a manhole or inlet pipe and is stored within the retention system utilizing a control structure. See attached technical specifications in the Appendix of this report for Stormtech details and specifications. The outlet control structure proposed for the proposed Stormtech System contains an intermediate orifice, overflow weir and outfall culvert. The intermediate orifice (3.5"x19") is located approximately 1.2' above the bottom of the structure to control the 10-year, 24-hour storm event. An overflow weir is also proposed approximately 3.5' above the bottom of the riser to pass larger storm events. The outlet culvert is a 15" RCP. See the Outlet Control Structure Diagram located in Appendix F of this report for orifice locations, weir elevations, and inlet/outlet pipe configuration. The outlet control structure and the Stormtech System are proposed at an elevation of 13.5. Proposing the system at this elevation meets the 2' separation requirement from the bottom of the infiltration system to the seasonal high water table as described in the Geotechnical Report prepared by S&EC on June 11, 2008. For the pond routing, the NRCS Method with type III distribution was used via computer software called "PondPack" by Haestad Methods. The 1-year, 24-hour storm event was analyzed using a rainfall depth of 4.06-inches. The 10-year, 24-hour storm event was analyzed using a rainfall depth of 7.64-inches. The water quality volume calculations were calculated using an Excel Spreadsheet and are based on current NCDENR regulations. Mirrors on poles or cameras may be used to avoid a confined space entry 2. Follow OSHA regulations for confined space entry if entering manhole di. If sediment is at or above the lower row of sidewall holes [approximately 3" (76 mm)) proceed to Step 2. If not proceed to Step 3. You do not have to fill out a form or anything too formal. If you could please send in documentation that Mr. Dunn is the Senior Vice President for First Citizens, the NC Secretary of State Business Registration does not have any listing of officers and I will need some type of documentation to verify the position held. Also, I know larger companies often have multiple offices depending on the officer signing the application. I do need the mailing address to match what is on file with the NC SOS as well. The current address listed on the application is 100 E Tryon Road. The NC SOS database shows a 4300 Six Forks. The mailing address on the application has to be consistent with what is on the business registration. If I could also get that corrected on page one of the application please. If we need the permit to also be mailed to the 100 E Tryon Road address, I can carbon copy the address on the bottom of the cover letter to make sure administration will also send the renewed permit to that address as well.
