Box 114 Salisbury, NC 28145 Dear Mr. Osborne; Summey Engineering Associates, PLLC (SEA) is pleased to submit this report of findings on the above referenced parcels for the stream and wetland determination for the approximately 1.52 acres owned by the Rowan/Kannapolis ABC Board located at 320 East Main Street Rockwell, Rowan County, North Carolina. Background Wetlands are defined by the US Army Corp of Engineers (USACE) and the United States Environmental Protection Agency (EPA) as "those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and under normal circumstances, do support a prevalence of vegetation typically adapted for life in saturated soil conditions." Furthermore, in order for an area to be classified as wetland, hydrophytic vegetation, hydric soils, and wetland hydrology indicators must be present. Section 404 of the Clean Water Act (CWA) regulates the discharge of dredge and fill materials into the waters of the US, including streams and wetlands. Findings and conclusions in this report are opinions based on actual field conditions observed during the time of the site visit. Investi ative Scope & Site Information SEA was asked to perform a wetland determination for the above referenced property due to requirements of the NCDEQ stormwater program for a site plan review. The site is identified on the Rowan County Geographic Information System (GIS) as Parcel Identification numbers (PIN) 5685 06 27 7638. The scope of services included a determination of jurisdictional features such as streams, wetlands and other surface waters on the site. Wetland - Stream Determination Rockwell ABC Store - Rockwell, NC October 5, 2022 Page 2 The majority of soils on site are Cecil -Urban Land Complex (CfB), Hydrologic Soil Group (HSG) A. There are no floodplains on site per NC FIRM Panel 3710568500J dated 6-16-2009. Per USGS topographic maps there are no jurisdictional features located on the project site. The entire site eventually drains to Second Creek Tributary 2. Field Determination SEA conducted the site visit on October 3, 2022. The project parcel is approximately 1.52 acres and was a vacant parcel with a mixture of open spaces and wooded areas. There were no jurisdictional features present on the site.
