At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 10/16/2022) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete. • 2x hard copies of the Application with the following corrections made (This item is required per 15A NCAC 02H .1042(2)(a) and per Section VI, 1 of the Application): • Section IV, 1— Please list the proposed SCM types in this Section. OK • Section IX — Please either provide an original signature in this section of the Application of the most recent property owner, Niblock-ECB Development Phase 1, LLC (since the Applicant and this Property Owner are separate entities), or provide official documentation showing that the Applicant and this Property Owner are legally related (i.e., part of the same parent company, one owns the other, etc.). • 1x hard copy of the complete, original Supplement-EZ Form (This item is required per Sections V & VI, 3 of the Application). This form can be found on our website at the following address: UN https://deg.nc.gov/about/divisions/energy-mineral-and-land-resources/stormwater/stormwat, program/stormwater-design. Please note that a complete Supplement-EZ form will have 3 or more pages and uses macros to generate the relevant sheets based on the information entered into the cover page. - It is noted that a Supplement form was provided, however it is an older version of the required form. Please provide the most recent version of the form, available at the web address above. • 1x original, signed & notarized hard copy of the O&M Agreement Form (This item is required per 15A NCAC 02H .1042(2)(j) and per Sections V & VI, 3 of the Application). This form can be found on our website at the following address: https://deg.nc.gov/about/divisions/energy-mineral-and-land- resources/storrr water/stormwater-program/stormwater-design. Please note that a complete O&M Agreement Form will have 2 or more pages and uses macros to generate the relevant sheets based on the information entered into the cover page. NOTE: It is recommended to get a second copy of this form signed & notarized for the Applicant's records (it will be helpful when they go to record it with the Register of Deeds). — It is noted that an O&M Agreement form was provided, however it is an older version of the required form. Please provide the most recent version of the form, available at the web address above. • 1x hard copy of the stormwater narrative. This item is required per 15A NCAC 02H .1042(2)(a)(vi) and per Section VI, 5 of the Application. — It is noted that a BMP Design Summary was provided, but it did not describe the type of proposed SCMs. Please be aware that the State does not use the Charlotte Mecklenburg Stormwater Design Manual (our design Manual can be found at the following link: Ok, Calc report REV https://deg.nc.gov/about/divisions/energy-mineral-and-land-resources/stormwater/stormwater- program/stormwater-design). Please also ensure that the latest version of the rules and MDCs are being met with this design. • 2x signed & sealed hard copies of a plan sheet showing the following: • Existing site conditions. This item is required per Section VI, 8k & 8n of the Application and 15A NCAC 02H .1042(2)(g)(v). Ok, Existing Site Conditions included • Vegetated setback trom surtace waters. I his item is required per 15A NCAC 02H .1042(2)(g) & Section VI, 8p of the Application. Vegetated setbacks are required from all surface waters (more information can be found in 15A NCAC 02H .1003(4) & .1017(10)). Ok,Riparian Buffer included on site • Project boundary delineation with bearings and distances (Required per Section VI, 8i of the Application and 15A NCAC 02H .1042(2)(g)(ii)). Ok, inserted in Site Plan • Planting plan showing details of the vegetated shelf (This item is required per 15A NCAC 02H .1042(2)(i) and 15A NCAC 02H .1053(11)). No planting plan required • Stormwater maintenance access and easement. This item is required by General MDCs 8 & 9 (15A NCAC 02H .1050(8) & (9)). Easements shown on Site Plan, labeled as "PDF" NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that may be brought up during the engineering review. If these items are received within the stipulated timeframe, we can accept the project and begin the review process. Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our two reviewer positions is currently vacant).
