The following activities are specifically excluded from coverage under this General Permit: facilities primarily engaged in the wholesale trade of metal waste & scrap, iron & steel scrap, and nonferrous metal scrap; facilities primarily engaged in waste oil recycling; and facilities primarily engaged in automobile wrecking scrap.
