Page 7 of 7 Narrative for proposed batch plant — Proposed concrete batch plant to facilitate the production of PCCP associated with the NCAT/NCDOT R-2828 Complete I- 540 project will produce an estimated 120,000 CY. The stormwater from the proposed area will be collected and discharged into a single discharge point at the end of proposed RCP installation. Prior to entering this pipe systems, the water will come from one of two separate areas (shown in attached EC plan sheet). Due to grading, the area is broken into two separate areas with each going to a basin before leaving the plant site and entering the pipe system. Water from the wetting of aggregate piles will be collected and treated through the same measures as the stormwater described as above. Wastewater from the cleaning of concrete delivery trucks will be collected and treated in a closed loop system. This application is for property located within DOT right-of-way. NCDOT holds the permits, both 401 General Permit and Individual NC5000250, for which this batch plant facility will operate. BMPs to be installed, but not limited to, are Silt Basins, Type B Basin, Type A Silt Check, Sediment Control Fence, and Temporary Silt Fence. Garner, North Carolina 27529 Subject: Concrete Plant Waste Water & Raleigh Water Sewer Use Ordinance Prohibitions Dear Victor Sosa, Thank you for reaching out to confirm Raleigh Water's policies regarding the discharge of concrete plant water to the sanitary sewer system. Per our conversation, your temporary concrete batch plant will generate wastewater from cleaning out the plant drum and truck hauler beds, as well as aggregate moisture water. This water is anticipated to have an elevated pH and contain aggregate particles and cement. Section 8-2113 of the City of Raleigh Sewer Use Ordinance contains the following prohibitions that likely apply to the proposed discharge of wastewater from the temporary concrete batch plant: 1) Construction material, debris, or tools, including rocks, gravel, cement, concrete, masonry bricks or block, shovels, and hand tools. 2) Solid or viscous substances in amounts which will cause obstruction of the flow in the POTW resulting in interference [but in no case solids greater than one -quarter (1/4) inch in any dimension]. 3) Any waste water having a pH less than 5.0 or more than 12.0 or waste water having any other corrosive property capable of causing damage to the POTW or equipment. Any pH above 12.5 is considered hazardous under40 CFR 261.22. 4) All other solids or liquids, other than wastes from the human body, that may accumulate in sewer pipes and cause or contribute to blockages. 5) Adhesives, glue, dye, or stones used in the manufacture of products. The discharge of concrete plant water to the City of Raleigh sanitary sewer system is not approved by the Raleigh Water Industrial Pretreatment Program.
