Attn Troy Morris III PO Box 1048 Morehead City, NC 28557 Subject: NOTICE OF VIOLATION NOV-2022-PC-0490 The Harbor Master Marina Morehead City Certificate of Coverage: NCG190013 Carteret County Dear Mr. Morris: On September 1, 2022, Brian Lambe from North Carolina Department of Environmental Quality, Division of Energy, Mineral, and Land Resources conducted a site inspection for The Harbor Master Marina Morehead City facility located at Central Drive, Morehead City, Carteret County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. The site inspection and file review revealed that the subject facility is covered under NPDES Storinwater General Permit NCG 190000 by Certificate of Coverage NCG 190013. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Peltier Creek, class SB waters in the White Oak River Basin. As a result of the site inspection, the following permit condition violations are noted: 1) Stormwater Pollution Prevention Plan (SPPP) The permittee failed to develop and implement a Stormvater Pollution Prevention Plan (SPPP). 2) Analytical Monitoring The permittee failed to conduct analytical monitoring of stormwater discharges in accordance with the specified schedule. The DMRs have not been submitted to NC DEQ. 3) Qualitative Monitoring The permittee failed to conduct qualitative monitoring in accordance with the permit requirements and schedule. Required Response • A written explanation for why the violations occurred must be submitted within 30 calendar days. • The SPPP must be completed and entailed to this office for verification within 60 calendar days. • Implementation of permit requirements must begin immediately including analytical and qualitative sampling. • Installation and implementation of Best Management Practices must begin immediately. • Documentation of practices must begin immediately.
