The revisions include the development plans for commercial lots QM1, QM3, and QM4 as well as a revised version of Exhibit A, which updates the built -upon area allocated for these lots. It has been determined that a formal permit modification is not required for the proposed changes. We are forwarding you an approved copy of the revised plans for your files. Please add the attached plans to the previously approved plan sheet set. Please replace the old Exhibit A that was included in the November 6, 2007 permit modification with the attached, updated version. Please be aware that all terms and conditions of the permit issued on November 6, 2007 remain in full force and effect. Please also understand that the approval of this revision to the approved plans for the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be submitted to and approved through the Division of Water Quality prior to construction. The issuance of this plan revision does not preclude the permittee from complying with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction. Harbor Village East Basin Lots SW8-971223 Mod Quartermaster Row is the 4 Lot Commercial Subdivision at the Southeast corner of the Bald Head Island Marina. It is part of the SW8-971223 Mod Harbour Village East Basin Lots Stormwater Permit, most recently modified/approval dated 11-6-2007 with my drawings SW1 & SW2.. There is 50,317 sf of approved impervious for these 4 lots in the 1 1-6-2007 approval. Lot QM2 is the existing "Tent Site" that has an allowed impervious of 1 1760 sf. This was delineated on sheet SW 1 for the 11-6-07 approval. The existing loop golf cart road (7175 sf) & two parking areas (1176 sf each) are defined in the overall permit On -site Streets and On -Site Parking and are not part of the lot impervious coverage for Lots QM1,2 or 3. They are hatched and shaded in gray on SW3 The existing tent and its accessory structures are also shaded in gray on Plan Revision Sheet SW3. The proposed structures for lots QM (Quartermaster Row Lot 1). QM3 and QM4 are shown as rooflines and as brown brick/pavers. The table on the drawing indicates the overall lot splits between roofline and other impervious designations. All of the Stormwater for the 4 Quartermaster Row lots are tributary to the street collection piping and thence to the Harbour Village East Basin Lots Wet Pond. The Pond exists in its own separate "Common Area" Parcel: its numbers are unchanged from the 11-6-07 Modification. The submittal is entirely for impervious development upland of any 404 wetland areas. Included is reference Brunswick Surveying Drawing dated 10-28-04, seal dated 10-28-04, with Army Corps of Engineers sign -off dated 12-27-04, valid through 12-27-09 as USACE Action ID 200500013. The relative calls on the Brunswick Surveying Drawing are L23 thru L29, L33 & L34. North of that is a long established existing wood bulkhead which was previously set on/landward of the 404 line. Please note that under separate permits from CAMA and per SW8-940918 Mod Bald Head Island Landing and SW8-070805 Bald Head Island Landing Cart Bridge, we hope to be constructing the Timber Cart Bridge and possibly the (Golf) Cart Parking Deck to the south of the marina Lots QM and QM3 may end up as temporary construction laydown or cart parking areas. It was previously discussed with Linda Lewis and Janet Russell. While the areas may remain grassed or have a gravel/marl base, we acknowledge DWQ requiring even grass parking areas to be on permitted impervious areas. That is why my brick/paver areas shown for lots QM 1 and QM3 are less landscaped than we usually do on the island. I have maximized showing the impervious allotments in order to handle the possible laydown/parking functions prior to construction of the final buildings. Like many Bald Heads Island Projects, these buildings on QM] & QM3 have been in the planning stage for many years, with full structural drawings ready for implementation. The revision is for the 4 commercial lots surrounding and including the Tent Site at BHI Harbour. The permit was most recently approved by express mod on November 6, 2007. We have been debating whether to submit to the regular program or as Express. Since it was so recently modified, can I get by with just the attached express request and then submit narrative and the drawing for an express submittal. All of the impervious is tributary to the existing tent -site pond. All of the proposed impervious is already approved - these are just lot site plans. As I believe we spoke before, this is the preferred method of finalizing this area, even though I may need to use lot QM-1 & QM 3 for temporary cart parking/laydown for when we build the cart bridge and cart parking barn behind Island Passage. Is express plan revision (high density) still $1000? What is your time frame on submittal dates?
