On February 7 2008 the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 060702 The revisions include the construction of 45 086
ft2 of built upon area for Phase II A total of 101 598 ft2 of Future development BUA was
accounted for under the July 7 2006 permit The amount of Future BUA remaining after the
construction of Phase II is 56 512 ft2 It has been determined that a formal permit modification
is not required for the proposed changes We are forwarding you an approved copy of the
revised plans for your files Please add the approved plan sheets for Phase II to the previously
approved plan set for Phase I
Please be aware that all terms and conditions of the permit issued on July 7 2006 remain
in full force and effect Please also understand that the approval of this revision to the
approved plans for the subject State Stormwater Permit is done on a case by case basis
Any other changes to this project must be approved through this Office prior to
construction The issuance of this plan revision does not preclude the permittee from
complying with all other applicable statutes rules regulations or ordinances which may
have jurisdiction over the proposed activity and obtaining a permit or approval prior to
construction

On August 28 2007 I sent you an email requesting additional informatino regarding
the plan revision for the subject project which was received on July 2 2007 To
date I have not received the requested information
I ve spoken to Bill Fuller this morning and he cleared up the ownership and mailing
address questions I had The one remaining item to address is the breakdown of the
proposed BUA for the project on the plans

I am reviewing the plan revision you submitted for the subject project showing the
future development phase Can you please include a breakdown of the proposed
impervious cover on the plans in square feet? The narrative indicates that a total
of 1 28 acres is proposed which is below the 2 33 acres allocated but a breakdown
helps the Division keep track of it better so that additional future development
can be easily permitted Please break it down into buildings parking area
sidewalks etc
The developer is noted on your plans as Birdsey Napier LLC but the original
permit was issued to Birdsey Napier Investment Group LLC Has the ownership
actually changed
The original permit mailing address for Birdsey Napier is 106 Martindale Lane Your
plans show a different mailing address of 371 N Front Street Has the mailing
address changed>
If the ownership and/or mailing address of the owner has changed please have the
owner complete sign date and return the attached Name/Ownership Change form
Please keep in mind that Rosalind Fuller was the signatory on the original
application If anyone but her signs the N/O change form please make sure that
person is either a manager or a member manager and include supporting
documentation verifying that person s title

DESIGN NARRATIVE
Birdsey Napier LLC is proposmg to develop a warehouse facility on a 4 93 acre parcel in New
Hanover County The site is located on Barbados Boulevard inside Island Park The project
�% ill co i t of 3 27 acres of impervious area and 4 93 acrs of the site will be disturbed The site
will be permitted for the entire site but the initial buildout will consist of 2 32 acres of
disturbance and 0 94 acres of impervious acres This phase is permitted under SW8 060702
The rest of the site will be permitted based on 90 /. impervious area of the site Based on the
design the final buildOUt will only consist of 1 28 acres of impervious area which is below the
2 33 acres allocated in the approved permit The site is currently a fairly covered grassland lot
It is bordered by Barbados Boulevard on the west Lots within Island Park on the north and
south and wctlands to the east
The project is within a dramage basin that drains to an unnamed tributary of Prince Georges
Creek (C SW 10 ) All stormwater " ill be conveyed through a stormdrain system into a wet
detention pond for treatment and storage The wet detention pond has been designed to meet
the New Hanoi er County Storm Water Management Ordinance and NCDENR s design
requirements
PROPOSED IMPROVEMENTS/ STORMWATER
All stonnwater will be comeycd throul,h the means of a stormdrain system which will serve to
convey the runoff into the wet detention pond The pond will outlet through a riser barrel
structure which has been designed to hold back the 1 storm for the required 2 5 day
drawdown in addition the outlet structure has been designed to discharge the 25 year storm
cxcnt at a flow rate less than pre development and the 100 year storm event will overflow
through the means of an emugency spillway The soil type for the site is Leon (Le) All
supporhnj drama] e calculations and drainage basin information are provided within the
following p-%cs of this report
Per treatment calculations the procedure in the NCDENR Stormwater Best Management
Practices Manual was used to determine the pond surface area volume and depth The pond s
designed length to width ratio is approximately 31 and includes a forcbay of at least 20/ of
the basin s overall volume Pond side slopes are 3H to IV with 61-1 to 1 V planted littoral shelf
The permanent pool depth is 4 feet Stormwater in excess of the design storm will overflow the
pond and discharge to the outfall waterway

Fhe outlet structure for the pond is configured to detain the 10 runoff volume The
pcmmmcnt pool elevation for the pond was determined to be at elevation 2600 ind the 1
runoff %plume to be at elevation 26 76 In respect to these elevations a 1 50 orifice will draw
down the t runoff volumc m 3 65 days
In addition to the state stormwater iequircments the pond is designed to meet New Hanover s
County 25 year pre/post requireme nt A pre development curve number of 69 was used which
resulted in a peak flow of 2717 cfs This curve number was developed based upon the
property having a type. B soil (Leon) and open space with fair cover A post development
cure number of 903 was used which resulted in a peak flow of 3459 cfs This curve number
nn as developed based upon calculating a weighted curve. number for the Lot 6 Upon routing
the pond the peak flow which resulted is 14 13 cfs The elevation for the riser weir structure
was placed at 26 80 This elevation permits the post development flow to be less than the pre
development conditions for the 2 10 and 25 year events An emergency spillway is placed at
an elex ation of 27 70 The top of the pond is placed at 29 00 with the 100 year elevation of
27 90 this maintains the 0 5 feet of freeboard that is required for the 100 year event All
Supporting calculations and results are provided in the following pages of this report
MAINTENANCE
Contractor~ shall be responsible for periodic inspection and maintenance of all indicated
crosion control devices In addition inspection and any necessary maintenance will be
required immediately following any significant storm event Any erosion control measure that
fails to function as mtendLd shall be repaired immediately Upon completion of construction
and the establishment of stabilized ground cover the property owner shall be responsible for
any on going site, mauntenancc
