STORM WATER INFILTRATION BASING SHALL BE INSPECTED AND MAINTAINED BY THE
PROPERTY OWNER AT LEAST TWICE A YEAR. LISTED BELOW ARE OWNER'S MAINTENANCE
RESPONSIBILITIES:
MONTHLY
• CLEAN AND REMOVE DEBRIS FROM INLET AND OUTLET STRUCTURES
• MOW EMBANKMENTS AND SIDE SLOPES.
ANNUALLY
• INSPECT FOR DAMAGE, PAYING PARTICULAR ATTENTION TO THE CONTROL
STRUCTURES.
• CHECK FOR SIGNS OF POOR INFILTRATION CONDITIONS.
• NOTE SIGNS OF HYDROCARBON BULD-UP, AND REMOVE APPROPRIATELY.
• MONITOR FOR SEDIMENT ACCUMLLATION IN THE FACILITY AND ANY UPSREAM CATCH
BASINS.
• EXAMINE TO ENSURE THAT INLEC AND OUTLET DEVICES ARE FREE OF DEBRIS AND
OPERATIONAL.
• CHECK ALL INFILTRATION BASIN PRAINAGE STRUCTURES.
AS NEEDED
• REPAIR UNDERCUT OR ERODED AREAS.
• MONITOR SEDIMENT ACCUMULATONS, AND REMOVE SEDIMENT WHEN THE
BASIN VOLUME HAS BECOME REDUCED SIGNIFICANTLY.

EXISTING LAND USE: THE SITE IS LOCATED AT THE NORTHWEST CORNER OF NC
HW 24-87 AND CENTENNIAL PARKWAY. IT IS BOUNDED FROM THE NORTH3Y AN
EXISTING GAS STATION AND SOUTH BY CENTENNIAL PARKWAY. IT IS BOUNDED
FRCM THE SOUTH BY NC HWY 24-87. THERE ARE EXISTING WELLS AND AN
AB/NDONED SEPTIC TANK. THE PRE -DEVELOPED SITE DRAINS IN TWO DIFERENT
DIRECTIONS. THE PRIMARY BASIN DRAINS TO NC HWY 24-87 TO AN EXISTIIG
CATCH BASIN WHILE THE REMAINDER DRAINS TO THE NORTH INTO AN EXISTING
WOODED AREA. RUNOFF FROM THIS SITE DRAINS TO THE NORTH TO LITTLE
BRIDGE BRANCH AND TO THE SOUTH VIA STORM SEWER TO RICE PATCH BRANCH.
PRCPOSED SITE DESCRIPTION: THE PROPOSED PROJECT CONSISTS
OF -HE CONSTRUCTION OF A MEDICAL OFFICE/PHARMACY (12,500 SF) FACILITY
ANC A FUTURE (13,200 SF) RETAIL BUILDING. THIS DEVELOPMENT CONSIS-S OF

1. SUBMIT AND OBTAIN APPROVAL FIRST FROM HARNETT COUNTY, FT. BRUGG,
ANC THEN NC DENR LAND QUALITY SECTION.
2. TVO WEEKS PRIOR TO CONSTRUCTION A NOTICE OF INTENT WILL
BE PREPARED AND SUBMITTED WITH THE EROSION CONTROL PLANS
AN[ DISCHARGE MONITORING REQUIREMENTS TO THE NORTH
CAFOLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES
(NC)ENR), DIVISION OF LAND RESOURCES. THE NOTICE OF INTENT IS
TO DE SENT'RETURN RECEIPT CERTIFIED MAIL.'
3. TEMPORARY CONSTRUCTION EXIT WILL BE INSTALLED TO
PREVENT THE TRANSPORT OF SEDIMENT FROM THE SITE BY VEHICULAR IRAFFIC.
4. TREES OUTSIDE THE CLEARING LIMITS WILL BE PROTECTED BY
INS-ALLING AND MAINTAINING TREE SAVE FENCING OR OTHER
APFROPRIATE MARKINGS.
5. INTIAL EROSION CONTROL SEDIMENT BARRIERS (SILT FENCE)

4. SWPPP DURATION
A. THE CONTRACTOR SHALL IMPLEMENT AND MAINTAIN THE SWPPP AS WRITTEN FROM THE COAMENCEMENT OF THE
CONSTRUCTION ACTIVTY UNTIL FINAL STABILIZATION IS COMPLETE.
5. SWPPP AREA OF COVERAGE
A. TOTAL PROJECT (LEEELIMITS) AREA 33.55 ACRES
B. TOTAL DISTURBED AREA 33.30 ACRES
C. THIS SWPPP APPLIES AND IS LIMITED TO AREAS OF CONSTRUCTION IDENTIFIED IN THE APPROVED DRAWINGS.
6. PRE CONSTRUCTION COWERENCE
A. PRIOR TO ANY CONSTRUCTION ACTIVITY, THE CONTRACTOR SHALL SCHEDULE & ORGANIZE AN ON -SITE
PRE -CONSTRUCTION CONFERENCE. THE CONTRACTOR SHALL ENSURE THAT ALL PERSONS -HAT WILL BE CONDUCTING
LAND DISTURBING ACTVITY ARE IN ATTENDANCE.
B. THE CONTRACTOR SHALL SUBMIT INSPECTION REPORTS AS REQUIRED BY NCDENR.

7. CONTRACTOR CERTIFICA IONS (ALL PROJECTS)
A. ON BEHALF OF THE OVNER AND BEFORE ANY LAND DISTURBANCE ACTIVITIES CAN BEGIN, TIE CONTRACTOR SHALL
ENSURE THAT ALL CONTRACTORS, SUBCONTRACTORS AND OTHER PERSONS THAT WILL BE ENGAGED IN LAND

COLLECTION OF SUCHMATERIALS. ANY OTHER MEANS SHALL BE SUBMITTED BY THE OPERATOR AS AN AMENDMENT TO
THE SWPPP AND APPROVED BY LOCAL GOVERNMENT PRIOR TO INITIATION.
10. SANITARY FACILITIES
A. ALL PERSONNEL INVOIVED WITH CONSTRUCTION ACTIVITIES MUST COMPLY WITH STATE AN) LOCAL SANITARY OR
SEPTIC SYSTEM REGUATIONS. TEMPORARY SANITARY FACILITIES WILL BE PROVIDED AT TF= SITE THROUGHOUT THE
CONSTRUCTION PHASE. THEY MUST BE UTILIZED BY ALL CONSTRUCTION PERSONNEL AND VILL BE SERVICED BY A

14. BEST MANAGEMENT PRACTICE (BMR MAINTENANCE
A. IF SITE INSPECTIONS IDENTIFY BMP'S THAT ARE NOT OPERATING EFFECTIVELY, THE CONTRACTOR SHA.L CONDUCT

b. WEEKLY - AFTER CONSTRUCTION BEGINS, THE CONTRACTOR SHALL INSPECT THE SITE AND ALL BMPS AT LEAST ONCE
EVERY 7 DAYS.
c. MONTHLY - AFTER TEMPORAW STABILIZATION IS COMPLETE, THE CONTRACTOR SHALL INSPECT THE SITE AND ALL

A. DISCHARGE OF EXCES OR WASTE CONCRETE AND/OR WASH WATER FROM CONCRETE TRLCKS WILL TYPICALLY NOT BE
ALLOWED ON THE COISTRUCTION SITE UNLESS PROPER MEASURES ARE TAKEN TO ENSURE A SPECIFIED AREA IS

12. FUEL TANKS

TANKS SHALL HAVE APROVED SPILL CONTAINMENT WITH THE CAPACITY REQUIRED BY THEAPPLICABLE REGULATIONS.
THE TANKS SHALL BE IN SOUND CONDITION FREE OF RUST OR OTHER DAMAGE WHICH MIGH- COMPROMISE
CONTAINMENT. FUEL !TORAGE AREAS WILL MEET ALL EPA, OSHA AND OTHER REGULATORYREQUIREMENTS FOR
SIGNAGE, FIRE EXTINGASHER, ETC. HOSES, VALVES, FITTINGS, CAPS, FILLER NOZZLES, ANEASSOCIATED HARDWARE
SHALL BE MAINTAINEDIN PROPER WORKING CONDITION AT ALL TIMES.
B. A SPILL PREVENTION, CONTROL AND COUNTERMEASURE (SPCC) PLAN MUST BE DEVELOPEDIF ABOVE GROUND OIL

A. AFTER RECEIVING FINAL APPROVAL AND AFTER FINAL STABILIZATION IS COMPLETE, THE CONTRACTOR SHALL SJPPLY
THE OWNER/OPERATOR WITH ALL SWPPP DOCUMENTATION.
B. THE OWNER/OPERATOR SHALL MAINTAIN ALL SWPPP DOCUMENTATION FOR A PERIOD OF 3 YEARS FOLLOWING IINAL
STABILIZATION.
19. SWPPP AMENDMENTS
A. THE CONTRACTOR SHALL AMEND THE SWPPP IN ACCORDANCE WITH THE REQUIREMENTS OF THE CGP WHEN:
a. THERE IS A CHANGE IN DESIGN, CONSTRUCTION, OPERATION, OR MAINTENANCE AT THE CONSTRUCTION SITE THAT
WILL CAUSE OR HAVE THE POTENTIAL -O CAUSE OR CONTRIBUTE TO VIOLATIONS TO FDEP'S WATER QUALITA
STANDARDS.
b. INSPECTIONS BY SITE OR REGULATORY STAFF DETERMINE THAT THE SWPPP IS INEFFECTIVE.
c. INSPECTIONS REQUIRED MODIFIED OR ADDITIONAL BMP'S.
d. ALL SWPPP AMENDMENTS MUST BE IAVI THE CGP AND COMPLETE WITH 7 CALENDAR DAYS OF INSPECTION.
B. ALL AMENDMENTS TO THE SWPPP MUST EE ACKNOWLEDGED BY CONTRACTORS AND SUBCONTRACTORS.
20. ADDITIONAL SWPPPS
A. FOR ANY STORM DRAINAGE OR OTHER DISCHARGE NOT SPECIFICALLY INCLUDED IN THIS SWPPP, THE CONTRACTOR
SHALL PREPARE, SUBMIT AND OBTAIN APPROVAL FOR A SEPARATE SWPPP TO COVER THE PROPOSED ACTIVITYPRIOR
TO ENGAGING IN THE PROPOSED ACTIVIT'. THESE ACTIVITIES MAY INCLUDE BUT ARE NOT LIMITED TO DEDICATED

22. NOTICE OF TERMINATION (NOT)
A. WITHIN 30 DAYS OF ACHIEVING FINAL STABILIZATION OF THE ENTIRE SITE, THE CONTRACTOR SHALL SUBMIT A PDTICE OF
TERMINATION LAW THE CGP REQUIREMENTS. FINAL STABILIZATION IS DEFINED AS A MINIMUM OF 70% PERMANEPT COVER

Construction Construction
Specifications Even if properly designed, if not properly installedRECP's will probably
not function as desired. Proper installation is impertrve. Even if properly
installed, it not properly Limed and nourished, vegeation will probably not
grow as desired. Proper seed/vegetation selection is dso imperative.
Grade the surface of installation areas so that the grond is smooth and loose.
When seeding prior to installation, follow the steps Sr seed bed preparation,
soil amendments, and seeding in Surface Stabilizatiot, 6.1. All gullies, rills,
and any other disturbed areas must be fine graded pric to installation. Spread
seed before RECP installation. (Important: Remove El large rocks, dirt clods,
stumps, roots, grass clumps, trash, and other obstructions from the soil surface
to allow for direct contact between the soil surface art the RECP)
Terminal anchor trenches are required at RECP ends ad intermittent trenches
most be constructed across channels at 25-foot intrvals. Terminal anchor
trenches should be a minimum of 12 inches in deptl and 6 inches in width,
while intermittent trenches need be only 6 inches dee.I and 6 inches wide.
Installation for Slopes— Place the RECP 2-3 feet ver the top of the slope
and into an excavated end trench measuring approximately 12 inches deep
by 6 inches wide. Pin the RECP at 1 foot intervals llong the bottom of the
trench, backfill, and compact Unroll the RECP down (or along) the slope
maintaining direct contact between the soil and the IECP. Overlap adjacent
rolls a minimum of 3 inches. Pin the RECP to the Tound using staples or
pins in a 3 foot center -to -center pattern. Less freglent stapling/pinning is
acceptable on moderate slopes.
