SUBMITTAL REQUIREMENTS Only complete application packages will be accepted and reviewed by the Division of Water Quality (DWQ). A complete package includes all of the items listed below. A detailed application instruction sheet and BMP checklists are available from http'/ /portal ncdenr org/web/wq/ws/su/statesw/forms does. The complete application package should be submitted to the appropriate DWQ Office. (The appropriate office may be found by locating project on the interactive online map at http'//portal ncdenr.org/web/wq/ws/su/maps.) In the instances where the applicant is different than the property owner, it is the responsibility of the property owner to sign the deed restrictions and protective covenants form while the applicant is responsible for ensuring that the deed restrictions are recorded. The intent of this letter is to provide a summary of our observations with regard to the drainage of storm water from the SE basin. The basin is currently designed as a wet basin, and the majority of the site storm water sewer has been installed. Since March 19, 2013, our representatives have periodically been present at the site to observe the earthwork construction activities. The storm water basin located at the southeast corner of the site has been constructed for most of this time period. After storm events, the basin fills with water, and naturally drains. Typically, within days of a storm event the basin is dry with no standing water in the floor of the basin. This representative was present at the site on September 3, 2013, and the basin had no water retained in it. It was raining at the time of our site visit. There is no evidence of severe erosion along the embankments (berms) of the basin Based upon 5 months of "above average" rain fall, the basin appears to functioning as an infiltration basin. Because the water naturally seeps from the newly constructed basin and completely empties, it may be more equitable, and a better permanent solution, to convert this basin to an infiltration basin.
