In the interim, DEQ appreciates your patience and the following should help answer any questions you may have: We are trying very hard to find resources and time to complete the six Phase I MS4 audits during the current federal fiscal year, which ends on September 30. DEQ will review the submitted self-audit and select one of the six minimum control measures to audit in depth. The DEQ “mini” audit is expected to take one day to complete. Phase I’s will not be required to utilize the Phase II Stormwater Management Plan (SWMP) Template that is posted on the DEQ MS4 web page. The Phase I MS4 Programs are far more advanced than the Phase IIs, so that type of SWMP format is not the best tool for the Phase Is. Phase I MS4s should continue to utilize their current SWMP format. To apply for permit renewal, the Phase Is should submit the attached Phase I NPDES MS4 Permit Application Form along with the SWMP. The permit renewal application must be submitted either 180 days prior to permit expiration or when requested by DEQ, whichever comes first. It has been a pleasure working with all of you again!
