JW0021.711 1.0 EXECUTIVE SUMMARY August Mack Environmental, Inc. (August Mack) has completed a Phase I Environmental Site Assessment (ESA) of the subject site located at 226 Campus Drive in Siler City, Chatham County, North Carolina (hereafter referred to as the "Study Site" or "Site"). The Phase I ESA was conducted in accordance with the Environmental Protection Agency (EPA) All Appropriate Inquiry (AAI) Rule and American Society of Testing and Materials (ASTM) Standard E1527-13 (Standard Practice for Environmental Site Assessments). At the time of inspection, the Study Site encompassed approximately 15.14-acres of vacant agricultural land with some trees. Historical records indicate the Site consisted of undeveloped land from at least 1939 until approximately 1961 when a portion of the Site was cleared for agricultural land. The Site has remained relatively unchanged since that time, consisting of agricultural land with some trees. The Study Site was not listed on any local, State, or Federal regulatory databases searched by Environmental Data Resources, Inc. (EDR). A large debris field was observed by August Mack in the central portion of the Site during the inspection. A majority of the debris appeared to consist of scrap metal coming from former drums and machinery. Approximately 5-10 rusted out 55-gallon drums of unknown material were observed; however, due to their deteriorated condition, the exact number of containers in the area could not be determined. No visible staining or stressed vegetation was observed around the containers. However, given the former contents of the drums are unknown, the potential exists of subsurface impacts in the vicinity. Surrounding properties were primarily undeveloped and/or agricultural until approximately 2009 when commercial development (hospital/medical offices) began to the west. None of the surrounding properties were determined to pose an environmental concern to the Study Site. A summary of the findings from the assessment are presented in the table below. Finding REC CREC HREC Data Gap Other 1 The presence of a large debris field on Yes the central portion of the Site, including several deteriorated 55-gallon drums, the former contents of which are unknown. 2.0 INTRODUCTION 2.1 Property Description The Study Site is located at 226 Campus Drive, Siler City, Chatham County, North Carolina. The Site is located on the east side of Siler City, approximately 2.5-miles from the city's center. The Study Site is currently owned by Chatham County and consists of one (1) parcel (Parcel 0094210) totaling approximately 15.14-acres, and a portion of a second parcel (Parcel 14380) for proposed sewer work. Parcel 0094210 consists of three (3) former agricultural fields, a wooded section on the east border, and tree lines which separate the former fields. The proposed area for sewer work traveled from Technology Way through a former field northward, crossing over a manmade culvert then turning eastward through another former field and intersecting with parcel 0094210 on it's eastern border. The location of the Site is depicted on a topographic map and aerial photograph, which are provided in the attached figures. 2.2 Purpose The purpose of this assessment was to identify the presence or likely presence of any hazardous substances or petroleum products in, on, or at the Study Site: (1) due to release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment. The term "environment" and "release" are defined in CERCLA 42 U.S.C. §9601(8) and (22), respectively. 2.3 Detailed Scope of Services The scope of work for this assessment was completed in conformance with the standards and protocols set forth in the American Society of Testing and Materials (ASTM) standard designation E1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment (ESA) Process. The scope of services for the Phase I ESA included an on -Site reconnaissance of the Site, interviews with the Site owner (or the key Site manager as designated by the owner) and persons knowledgeable about the Site, and a review of available environmental records concerning the Site and surrounding area. The review of the environmental history of the Site was also conducted through a computerized database search of the relevant sites maintained by state and federal regulatory agencies. Pertinent regulatory agency files and records were reviewed for the Site and adjoining properties that were identified on one or more of the standard environmental record sources. In addition, historical aerial photographs and other historical records were reviewed to help document past Site usage and the past usage 3 of surrounding properties. An evaluation for vapor migration onto the Site from known or potential contaminant sources was also performed. 2.4 Significant Assumptions This Phase I ESA was conducted to ensure that the methodologies used meet the all appropriate inquiry requirements and are consistent with good commercial and customary practices to identify and analyze environmental conditions that constitute existing, past, or potential environmental risks associated with the Study Site. Performance, in accordance with this standard, is intended to reduce, but not entirely eliminate, uncertainty with respect to the potential RECs associated with the Study Site. Information regarding operations, conditions, and data provided by the client, user, owner, regulatory database provider, regulatory agencies, other providers of public record, or their representatives has been assumed to be correct and complete. The investigative requirements as stated in ASTM E1527-13 have been satisfied by this assignment with no significant deviations. 2.5 Limitations, Exceptions, and Deviations The findings presented in this report are based upon the scope of services, information obtained through the performance of the services, and the schedule as agreed upon by August Mack and the party for whom this report was originally prepared. This report is an instrument of professional service and was prepared in accordance with the generally accepted standards and level of skill and care under similar conditions and circumstances as established by the environmental consulting industry. To the extent that August Mack relied upon any information prepared by other parties not under contract to August Mack, August Mack makes no representation as to the accuracy or completeness of such information. Only the party for whom this report was originally prepared, and other specifically named parties, may make use of and rely upon the information in this report. In accordance with the ASTM Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (E1527-13) and the Standards and Practices for All Appropriate Inquiries: Final Rule (40 CFR Part 312), this Phase I ESA is valid for a period of 365-days from the first inquiry into the Site as part of the Phase I ESA in order for the user to qualify as an innocent landowner, contiguous property owner, or bona fide prospective purchaser, with certain components of the Phase I ESA requiring updates after 180 days. The findings presented in this report apply solely to site conditions existing at the time when August Mack's assessment was performed. It must be recognized, however, that a Phase I ESA is intended for the purpose of evaluating the potential for contamination through limited research and investigative activities and in no way represents a conclusive or complete site characterization. Conditions in other parts of the Site may 4 vary from those at the locations where data was collected. August Mack's ability to interpret investigation results is related to the availability of the data and the extent of the investigation activities. As such, 100% confidence in Phase I ESA conclusions cannot reasonably be achieved. Therefore, August Mack does not provide any guarantees, certifications, or warranties (express or implied) that a property is free from environmental contamination. Furthermore, nothing contained in this document shall relieve any other party of its responsibility to abide by contract documents and all applicable laws, codes, regulations, or standards. The findings and conclusions contain all of the limitations inherent in these methodologies that are referred to in ASTM E1527-13. 2.6 Special Terms and Conditions All appropriate inquiry into the prior uses of the Site was made in accordance with good commercial and customary practices to identify and analyze RECs constituting existing, past, or potential environmental concerns in connection with the Study Site. This assessment did not include special terms and conditions outside the scope of ASTM E1527-13. 2.7 Report Reliance This assessment was performed utilizing methods and procedures consistent with good commercial and customary practices designed to conform to acceptable industry standards. The report may be relied on by Wallick Companies, Wallick Asset Management LLC, CAHEC, and RiverHills Bank. Reliance on the information and conclusions presented in this report by any other party(ies) is not authorized by August Mack. 5 3.0 USER -PROVIDED INFORMATION The User of this report is Wallick Asset Management LLC. Ms. Jennifer Lampman, Vice President of Development with Wallick Asset Management LLC, completed a User Questionnaire on March 3, 2022. A completed copy of the User Questionnaire is included in the appendices. 3.1 Environmental Liens The User did not report any environmental liens for the Study Site. According to the database report, no environmental liens were identified for the Study Site. 3.2 Activity Use Limitations (AULs) The User did not report any activity and use limitations (AULs) for the Study Site. According to the database report, no AULs were identified for the Study Site. 3.3 Specialized Knowledge or Experience The User did not report any specialized knowledge for the Study Site. 3.4 Property Valuation Reduction for Environmental Issues The User did not report any information regarding valuation reduction for environmental issues at the Study Site. 3.5 Commonly Known or Reasonably Ascertainable Information The User did not report any commonly known or reasonably ascertainable information for the Study Site. 3.6 Reason for Performing Phase I The Phase I ESA report was prepared by August Mack at the request of Ms. Karen Averell of Wallick Companies. The ESA was requested in order to constitute all appropriate inquiry for the purposes of establishing CERCLA's Innocent Land Owner, Contiguous Property Owner, or Bona -fide Prospective Purchaser Landowner Liability Protection (LLP) defenses. 2 4.0 RECORDS REVIEW 4.1 Physical Setting The Study Site topography is rolling with an average surface elevation of approximately 566-feet above mean sea level. Surface drainage appears to flow via infiltration into the subsurface or toward an intermittent stream on the central portion of the Site. The area topography surrounding the Study Site is generally rolling with a topographical gradient to the north-northwest toward an unnamed stream. According to the United States Geological Survey (USGS) Mineral Resources On -Line Spatial Data for the State of North Carolina, bedrock formations in the area of the Site primarily consist of mafic meta -volcanic rock. According to the online soil survey map compiled by the United States Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS), surficial soils on the Study Site are primarily comprised of Georgeville silt loam, 2 to 6 percent slopes, well drained; and Georgeville silt loam, 6 to 10 percent slopes, well drained. A copy of the soil map is provided in the appendices. No Site -specific information regarding the direction of groundwater flow was available. However, based on the general topography in the vicinity of the Study Site, presumed groundwater flow is generally to the north-northwest toward an unnamed stream. Any reference to hydraulic gradient is assumed based on this information. Factors such as utilities, groundwater wells, injection wells, and development can locally influence groundwater flow; therefore, hydraulic gradient is typically only one of the criteria considered when evaluating the likelihood of impact from a surrounding property. 4.2 Environmental Records Search Files maintained by the United States Environmental Protection Agency (U.S. EPA) and the North Carolina Department of Environmental Quality (DEQ) were reviewed to determine the regulatory status of the Site and surrounding area. A computerized database search obtained from Environmental Data Resources, Inc. (EDR) dated March 4, 2022 was reviewed regarding solid and hazardous waste management, emergency response, chemical spills, underground storage tanks (USTs), and leaking underground storage tanks (LUSTs) to determine, at a minimum, whether the facility or neighboring facilities: (1) are under investigation for violation of any environmental laws, regulations, or standards; (2) are listed on any environmental databases, including the CERCLA, Resource Conservation and Recovery Act (RCRA), UST notification lists, disposal sites, etc.; and (3) whether the facility has been the subject of rA any reported violations or complaints. Each standard database was searched to at least the approximate minimum search distance as identified in ASTM E1527-13, while other state and local regulatory databases were searched for additional relevant information. A summary of the regulatory records review information obtained from EDR is presented in the table below, and the EDR report is provided in the appendices. No orphan sites were identified by EDR. 4.3 Regulatory Agency File and Records Review Based on the Site and adjoining properties not being identified on one (1) or more of the standard environmental record sources as presented in the ASTM E1527-13 standard, no additional regulatory agency file or records were reviewed as part of this assessment. 4.4 Vapor Encroachment Screening A Vapor Encroachment Screen was conducted in general accordance with ASTM E2600-15. A Vapor Encroachment Condition (VEC) is the presence or likely presence of chemicals of concern (COC) vapors in the vadose zone of the Site caused by the release of vapors from contaminated soil and/or groundwater either on or near the Site. It should be noted, the screen is intended to reduce, but not eliminate, uncertainty regarding whether or not a VEC exists in connection with a property. Through review of the EDR Radius Map report and historical sources, no releases or potential releases of volatile organic compounds (VOCs), semivolatile organic compounds (SVOCs), or 0 petroleum products were identified on -Site or within the Area of Concern (AOC). Therefore, a VEC does not exist. 4.5 Historical Use Information Historical records indicate the Site consisted of undeveloped land from at least 1939 until approximately 1961 when a portion of the Site was cleared for agricultural land. The Site has remained relatively unchanged since that time, consisting of agricultural land with some trees. Surrounding properties were primarily undeveloped and/or agricultural until approximately 2009 when commercial development (hospital/medical offices) began to the west. No properties of environmental significance were identified. A summary of the historical research is provided below and copies of historical research documentation are included in the appendices. 4.5.1 Sanborn Fire Insurance Maps August Mack contracted EDR to search for Sanborn Fire Insurance Maps of the Study Site and surrounding area. No coverage was available for the Study Site or surrounding areas. 4.5.2 City Directories Search August Mack contracted EDR to search for city directories of the Study Site and surrounding area. City directory listings were available for the years 2014 and 2017. The Study Site address was not listed. Review of the city directory listings for surrounding properties revealed no listings of environmental significance. 4.5.3 Aerial Photographs August Mack contracted EDR to search for historical aerial photographs of the Study Site and surrounding area. In addition, aerial photographs were viewed using Google Earth. A summary of the aerial photographs is presented in the table below. Progress Boulevard, 2019 Campus Drive and Technology Way are in their 11 12 5.0 SITE RECONNAISSANCE 5.1 Site Reconnaissance Methodologies A Site reconnaissance was conducted on March 8, 2022, by Mr. Jeffrey Weis, Project Manager for August Mack. At the time of the inspection, the weather was overcast with a temperature of 60 degrees Fahrenheit. The purpose of the inspection was to gather information regarding the environmental conditions at the Study Site and surrounding areas. Mr. Weis was unaccompanied during the Site inspection. The Site reconnaissance involved an inspection of the Site and a brief inspection of the abutting and nearby properties. The borders of the Study Site were observed during the Site walk. Photographs taken during the Site inspection depicting general Site conditions are provided in the appendices. 5.2 Site Use(s) and General Characteristics At the time of inspection, the Study Site consisted of vacant land, previously used as agricultural land. A possible intermittent stream flowing through the tree line in the center of the Study Site. 5.3 Vicinity Characteristics and Use(s) of Adjoining Properties A summary of the current uses of adjoining properties is presented in the table below. East Wooded land West Carolina Dialysis Siler City (192 Campus Drive), Chatham Specialty Hospital Clinic (163 Medical Park Drive), a retention pond, and naturally vegetated land. 13 5.4 Interior and Exterior Observations At the time of inspection, the Study Site encompassed one (1) parcel totaling approximately 15.14-acres accessed along the south side of Medical Park Drive. The Site consisted of three (3) former agricultural fields, a wooded section on the east border, and tree lines which separate the former fields. The proposed area for sewer work traveled from Technology Way through a former field northward, crossing over a manmade culvert then turning eastward through another former field and intersecting with parcel 0094210 on it's eastern border. Noticeable ruts traversing the Site from north to south were observed on -Site, apparently formed by water flowing down the slope, the largest of which following through the center tree line that separates the eastern fields from the west field. A large area of debris was observed in the center of the Site within the wooded area. In addition, a water line runs along the north side of the Site with two (2) fire hydrants. Fence sections were observed along the east and south Site boundaries. No areas of staining or stressed vegetation were observed on the Site. 5.4.1 Underground Storage Tanks No evidence of USTs, such as vent or fill pipes, was observed at the Study Site at the time of inspection. 5.4.2 Aboveground Storage Tanks No aboveground storage tanks (ASTs) were observed on the Study Site at the time of inspection. 5.4.3 Hazardous Substances and Petroleum Products Abandoned containers including multiple rusted 55-gallon drums (approximately 5-10) of unknown material were observed in the wooded area on the central portion of the Site. Due to their deteriorated condition, the exact number of containers in the area could not be determined. No visible staining or stressed vegetation was observed around the containers. The containers should be removed and disposed of properly along with the other debris found in the area. 5.4.4 Solid Waste A large debris field was observed in the wooded area on the central portion of the Site. Most the debris is scrap metal coming from former drums and machinery. Glassware and other household waste was observed in the area. Bricks were noted in the vicinity that appear to be material from a former building. A large tire was also noted near the former machinery. No staining or stressed vegetation was observed. Minor amounts of household waste were observed scattered throughout the remainder of the Site. 14 5.4.5 Polychlorinated Biphenyls (PCBs) Although no longer commercially produced in the United States, PCBs may be present in products and materials produced before the 1979 PCB ban. Products that may contain PCBs include but are not limited to transformers, capacitors and other electrical equipment, oil used in motors and hydraulic systems, old electrical devices or appliances containing PCB capacitors and fluorescent light ballasts. No capacitors, transformers, in -ground hydraulic lifts, or other potential sources of PCBs were observed on the Site. 5.4.6 Staining, Odors, Pooled Liquids, and Stressed Vegetation No evidence of staining, odors, pooled liquids, or stressed vegetation was observed on Site at the time of the inspection. 5.4.7 Drains and Sumps No drains or sumps were observed on the Site. 5.4.8 Pits, Ponds, and Lagoons No pits, ponds, or lagoons were observed on the Study Site at the time of the inspection. 5.4.9 Wells No wells were observed on the Study Site at the time of the inspection. 15 6.0 INTERVIEWS 6.1 Interview with Past and Present Owner The Site is currently owned by Chatham County. Mr. Dan LaMontagne, County Manager, completed an environmental questionnaire for the Site on March 3, 2022. Mr. LaMontagne has been familiar with the Site for 10-years and indicated the Site has consisted of vacant/agricultural land. A copy of the completed questionnaire is provided in the appendices. 6.2 Interview with Key Site Manager A Key Site Manager was not identified by the Site owner. 6.3 Interviews with Occupants Based on the vacant nature of the Site, no occupants were identified as part of this assessment. 6.4 Interviews with State and Local Government Officials The following local government officials were interviewed as part of this assessment. Local Fire Department Chief Scott Murphy Siler City Fire Department E-Mail inquiry; February 23, 2022 As of the publication date of this report, no response has been received. 6.5 Interviews with Others No other interviews were conducted as a part of this assessment. 16 7.0 EVALUATION 7.1 Findings and Opinions August Mack Environmental, Inc. (August Mack) has completed a Phase I Environmental Site Assessment (ESA) of the Study Site located at 226 Campus Drive in Siler City, Chatham County, North Carolina. At the time of inspection, the Study Site encompassed 15.14-acres of vacant land. In the professional opinion of the Environmental Professional (EP) all appropriate inquiry has been made into the previous ownership and uses of the Study Site consistent with good commercial and customary practices in an effort to minimize liability. The intent of such an inquiry was to identify Recognized Environmental Conditions (RECs) at the Study Site. According to the American Society of Testing and Materials (ASTM) Standard E1527-13 (Standard Practice for Environmental Site Assessments), a REC is defined as "the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to any release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment." ASTM E1527-13 requires an EP opinion of the impact on the Study Site of conditions identified as findings of the assessment. This opinion is required to include a rationale for concluding that a finding is or is not currently a REC. Based on this requirement, the following findings and related opinions are offered: On -Site • At the time of the inspection, a large debris area was observed in the center of the Site within the tree line. A majority of the debris appeared to consist of scrap metal from former drums and machinery. Approximately 5-10 rusted 55-gallon drums of unknown material were observed; however, due to their deteriorated condition, the exact number of containers in the area could not be determined. No visible staining or stressed vegetation was observed around the containers. However, given the former contents of the drums are unknown, the potential exists of subsurface impacts in the vicinity. Therefore, it is the opinion of the EP that this finding constitutes a REC. The containers should be removed and disposed of properly along with the other debris found in the area. Off -Site • No off -Site findings of environmental significance have been identified as part of this assessment. 17 7.2 Data Gaps No significant data gaps were identified as part of this assessment. 7.3 Conclusions We have performed a Phase I ESA in conformance with the scope and limitations of ASTM Practice E1527-13 of the identified Study Site. Any exceptions to, or deletions from, this practice are described in Section 2.5 of this report. This assessment has revealed the following RECs: • The presence of a large debris field on the central portion of the Site, including several deteriorated 55-gallon drums, the former contents of which are unknown. in 8.0 NON -SCOPE SERVICES The following non -scope considerations were included as part of this assessment: Wetlands Visual observation of the Site did not reveal evidence indicative of wetlands. Drainage channels were observed throughout the Site. Water from the drainage channels appears to accumulate in an overgrown area on the southwestern portion of the Site. According to the U.S. Fish and Wildlife Online Wetlands Mapper, a riverine habitat is mapped approximately 200-feet south of the Study Site. No wetlands were mapped on -Site. Given that the habitat is off -Site, it is not expected to be impacted as part of Site development activities. In addition, review of the online soil survey map compiled by the USDA NRCS revealed the surficial soils on the Study Site have a zero percent hydric rating (not hydric). According to the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) for Siler City dated February 2, 2007 (Map No. 3710877100J), the Study Site is located in Zone X, which is outside of the 100- and 500-year floodplains.
