D'0JQ file review and site inspection revealed that the site is compliant with the terms and conditions of this permit. Please find a copy of the completed form entitled "Compliance Inspection Report" attached to this letter, which summarizes the findings of the recent inspection. Please be advised that you are required to comply with the terms, conditions and limitations of your Stormwater Management Permit under Title 15A North Carolina Administrative Code 2H .1003 and North Carolina General Statute 143-214.7, including operation and maintenance of your permitted stormwater system. For your convenience, we have repeated DWQ's comments in bold, and the responses and corrections follow in italicized font: 1. The swale at front of property exiting into road swale (JH Batts Rd.) needs to be stabilized with grass. Over the past month, the swale has seen significant growth of grass, which has stabilized the swale. 2. There Is some construction debris at various locations around the fields that needs to be removed. The construction debris has been removed. 3. There is some erosion damage in the woods next to the waste transfer station that needs repair by bringing in fill dirt and seeding. It appears that this area was eroded during construction from runoff at the exit of a downslope pipe from the fields. The runoff went down the dirt road about 20' and into these woods. Trash also needs to be removed in this area. The Town has contacted the contractor for the project and is requiring them to return to the site to make the necessary repairs under the existing contractor warranty, which will be completed within the next 30 ways. Box 2475 Surf City, NC 28445 Subject: NOTICE OF INSPECTION Surf City Community Park and Recreation Center Permit No. SW8 050518 Pender County Dear Mr. Moore: Dee Freeman Secretary On May 13, 2010, Steve Pusey of the Wilmington Regional Office of the Division of Water Quality (DWQ) performed a follow-up inspection at Surf City Community Park in Pender County to determine compliance with Stormwater Management Permit Number SW8 050518 issued on September 13, 2005. DWQ file review and site inspection revealed that the site is not compliant with the terms and conditions of this permit. Please find a copy of the completed form entitled "Compliance Inspection Report" attached to this letter, which summarizes the findings of the recent inspection. It appears that progress has been made since the last inspection. However, as indicated in the attached inspection report, the following deficiencies must be resolved: 1. The swale at front of property exiting into road swale (JH Batts Rd.) needs to be stabilized with grass. 2. There is some construction debris at various locations around the fields that needs to be removed. 3. There is some erosion damage in the woods next to the waste transfer station that needs repair by bringing in fill dirt and seeding. Permit Number SW8 050518 issued on September 13, 2005. DWQ file review and site inspection revealed that the site is not compliant with the terms and conditions of this permit. Large drainage pipe under west side of front parking area is not shown on plans and needs to be removed per conditions of the low density section of this permit. This area should be stabilized and vegetated after pipe removal. 3. A pipe inlet on the northeast side of the wet detention pond, receiving runoff from the stormwater forebay needs to be shown and labeled on the plans. 4.
