I looked at the flow path issue and did some calculations. Attached is a new view of the whole pond showing average flow paths for the current and proposed conditions, calculations for the weighted average length to width ratio, and calculations for particulate removal. The length to width ratios are 2.1 for the existing pond and 1.7 for the proposed outlet re -location. Both of these meet the minimum ratio of 1.5, but just to be thorough I checked to see if there was a significant decrease in theoretical removal. I used the dynamic removal equation and typical urban runoff particulate settling velocities from the Driscoll report. The report does not specifically mention L/W ratio, but uses an imperical geometry factor "n" as derived by Fair and Geyer. I assume the state is using the L/W ratio for n, since n = 3 is reported to be "good" pond geometry in the report. The theoretical removal for the existing pond using n = 2.1 is 93%. For the proposed outlet re -location using n = 1.7 the removal decreases slightly to 92%. This pond has a very low overflow velocity, so small changes in the geometry do not have much impact on the removal rate. Even the worst case scenario of n = 1, where the condition becomes dynamic settling under turbulent flow, the removal is 90%. Nearly ideal ponds (n = 100) would only reach 95%. Keep in mind that the overall minimum pond LM requirement is 1.5:1, but that the minimum flow path length is recommended at 3:1 and must be maximized to prevent short-circuiting of the pond. This is all based on Driscoll's model which requires a specific depth and flow path length to achieve the target TSS removal efficiency. Thanks. Now that I have plans that I can actually read, I see that the new outlet structure has been relocated to a corner of the existing pond. Part of the reason the outlet was located in the middle of the L- shaped pond is because of the dual forebays. The runoff entering each forebay needs to receive adequate treatment in the pond before being discharged. By moving the outlet to the corner, you've cut the flowpath from 260' down to 160' for the runoff entering via Forebay #2. This forebay receives the majority of the onsite runoff and offsite runoff. Baffles must be added in the pond to maintain the same flowpath length. Also, the numbers on the application you emailed to me on September 10, 2012, still don't add up to the total you show. Please either report the correct total or add 500 square feet to the "Future" allocation to make it 121400. Also, I will need 2 copies of the revised plan sheets standard size, please. I cannot print to anything other than 8.5 x11. The project name to report on the application is just Jungle Rapids. This is a modification to deal with the permitting of changes to the Jungle Rapids pond due to drainage improvements on Brenda Drive, but will not permit the Brenda Drive project. The reason for the modification should be explained in the project narrative. I know it's a bit late, but are you authorized to sign permit applications on behalf of the City? Usually, the City Manager would sign off, but I can accept your signature with a letter of authorization from the City Manager. The modification appears to add the drainage area and built -upon area from an offsite project permitted under SW8 920404 to the previously permitted drainage area and built -upon area. The runoff from the SW8 920404 wet pond discharges into the shared property line ditch. This shared ditch is also used to collect runoff from the Jungle Rapids site and is directed into the Jungle Rapids pond. The pond is being reevaluated for compliance due to the increased drainage area and built -upon area associated with the SW8 920404 offsite project. A preliminary in-depth review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please distribute the 215,000 sf of existing BUA to the boxes for Building, Parking and Other on the application. The "Existing" BUA box is generally reserved to document pre-1988 BUA that is being treated in 'a BMP or accounted for on a low density project. It is not intended to be used to document the "as - built" amount of BUA that was previously permitted. See the attached BUA breakdown chart for assistance. 2. Please note that the Future BUA allocation is no longer 300,000 square feet. Two separate plan revisions that were approved in 2001 and 2008, used up 179,186 sf (4.11 acres) of that 300,000 sf for additional parking. The current future amount available is 2.78 acres (6.89—4.11), and the current parking amount is 6.98 acres (2.87+4.11). In order to permit 6.89 acres of future BUA, the previously permitted plan revisions must be rescinded. But, they can only be rescinded if the parking areas approved under those plan revisions have not been constructed or are no longer necessary. 3. Please verify that this pond is still under your ownership, and not the City. The modified permit will be issued to you, not to the City. The City can be responsible for -making the permitted changes to the outlet structure, but the permit approving those changes will be issued to you. Please revise the plan details to reflect the 16.3 and 17.8 elevations because the SA/DA ratio was based on a 6.3 foot design depth. Please remember that a change to one number may have a domino effect on other numbers. Please check all plans, calculations and forms and make changes as needed to ensure consistency with the numbers. Please note that this request for additional information is in response to a preliminary review. The requested information should be received in this Office prior to October 6, 2012, or the application will be returned as incomplete. The return of a project will necessitate resubmission of all required items, including the application fee. Existing Conditions: The existing wet retention pond and site conditions are as described in the previous narrative by Jaman Vithalan dated 6/17/1999. Modifications are currently proposed as described herein. 2. _Project Description: The City of Wilmington is undertaking a drainage improvement project in the vicinity of Jungle Rapids. Currently, the pond discharges to an 18" reinforce concrete pipe that is partially blocked. Even if this pipe was clear, it would be inadequate for the flow of the City 10-yr design storm event. The pond is currently overflowing frequently and discharging to the northeast, adding to flooding problems of a nearby low-lying area. As part of the City drainage project, we propose to create a new outlet for the wet pond so it will function as designed. In addition, we are providing updated calculations and new proposed outlet structure elevations to account for 65,129 sf of additional offsite impervious area identified by DWQ. There seems to be a rumor going around that the offsite drainage under Oleander Drive was not taken into account during the permitting of the modification to Jungle Rapids. I have gone through the file and am completely convinced that the offsite drainage has been accounted for. However, if the offsite drainage area is larger than 8.2 acres, or if the drainage was never connected up to drain to the pond, then I guess that would require some action. Alternatively, if the offsite drainage can be rerouted, as it was in 1996, that would be fine, too. I've attached a summary of the permit actions to date. Linda Condensed Permit Summary of Events for Jungle Rapids, SW8 960818 — January 9, 2012 Note that Jungle Rapids existed prior to January 1, 1988. The old, existing pond was dug in the late 1970's to provide fill material for the water slide mountain. August 21, 1996 — a stormwater application to expand the existing site is received. The application proposes to fill in a portion of the existing manmade stormwater pond. November 20, 1996 — The project is permitted for a wet pond with a 10.1 acre drainage area, and 4.94 acres of built -upon area. The permit notes that the offsite drainage from the north side of Oleander Drive as shown on the City's approved drainage plan dated April 1993, has been rerouted around the pond. February 23, 1999 — A modification to the 1996 permit is received. Several rounds of additional information are requested and submitted. The narrative received on June 18, 1999, indicates that the permitte has purchased an adjacent 6.8 acre tract and is relocating the previously permitted pond to accommodate a new development scheme for the 16.9 acre tract. The narrative also states that 8.2 acres of offsite drainage from the north side of Oleander Drive, which was previously piped through the project, will now be intercepted and routed into the proposed wet pond. The calculations account for the 8.2 acre offsite drainage area at 70% impervious, or 250,034 square feet. October 19, 1999 — The project is permitted for the closure of the existing permitted wet pond and the construction of a new wet pond located further south. The drainage areas and built -upon areas break down as follows: Drainage area = 25.1 acres Onsite = 16.9 acres Offsite = 8.2 acres Built -upon area = 17.57 acres Buildings = 0.64 acres Parking = 2.87 acres Future = 6.89 acres Other = 1.43 acres Offsite = 5.74 acres (note: the approved plans show the 24" pipe under Oleander Drive -being routed into the permitted wet pond.) October 2, 2001 — A revised site plan is received for the construction of 0.77 acres of impervious area for a 104 space parking lot in the area where the 1996 pond was located. The 1999 permit application allocated 6.89 acres of "Future" BUA. After the 2001 plan revision, there are 6.12 acres of future BUA available. May 8, 2008 — a second revised site plan is submitted for the addition of a 3.34 acre parking lot, bringing the future BUA allocation down to 2.78 acres. September 29, 2008 — The designer's certification is submitted. No deviations are noted. May 15, 2009 — the permit is renewed and will expire on November 19, 2019. Rippy Jungle Rapids 5320 Oleander Drive Wilmington, NC 28403 Dear Ms. Scott, June 2, 2009 We have received your letter of May 15, 2009 along with our State Stormwater Management Permit No. SW8960818 Renewal and a copy of your May 7, 2009 inspection report. Thank you for the permit renewal and concurrence that the stormwater system meets the minimum requirements of the State. In regards to the inspection report and any concerns about the "parking arrangement," this unpaved area has been occasionally used for overflow parking since 1996 and will need to continue to handle overflow parking until economic conditions warrant the construction of the permanent parking facility. Until the permanent parking facility is constructed, any rainfall not infiltrating into the ground under this unpaved area drains directly to the existing approved stormwater pond, which has more than sufficient capacity to treat the stormwater runoff. Significant earth moving, grading and filling will be necessary during the construction of the permanent parking facility prior to the planting of the interior landscaping. Therefore, the protection of the future landscape areas is unnecessary at this time. These landscaped areas that will be required by the City when the permanent parking facility is constructed may have been incorrectly referred to as "approved as green space" in the inspection report. When this area is occasionally utilized for overflow parking, we normally have an attendant coordinating the parking of vehicles. To alleviate any concerns about any occasional use of this overflow parking area possibly exceeding the capacity of the approved stormwater system, we will limit the number of vehicles using this overflow parking at one time to 372. I trust our action plant to limit the number of vehicles to 372 and our explanation of the historical and future uses of the property adequately responds to all of the concerns expressed in your letter of May 15, 2009 and the inspection report of May 7, 2009.
