Dear Mr. Norris:
The Wilmington Regional Office received a Stormwater Management Permit Application for Topsail
Elementary School - South on December 6, 1996. A preliminary review of that information has
determined that the application is not complete. The following information is needed to continue the
stormwater review:
1. The stormwater regulations prohibit the use of collection systems under the low density
development option. The collection system shown on the northern section of the
development plans, proximate to the parking lot and catch basins #1 and #2, should be
reduced/eliminated by modified filling/grading. This general area is highlighted on an
enclosed 81/2" x 11" copy of the area in question.
