I sent the attached email to Pat O'Mahony on July 18, 2016, after we received a request for
comments from Pender County for Case #329-2016 earlier that day.
The North Topsail Elementary School currently holds a 25% low density permit, SW8 960811. As of
the last plan revision approved on July 24, 2014, there is 99,972 square feet of future BUA leftover.
If this project will add 1,728 sf more BUA over and above what has already been approved, then
another plan revision must be submitted to the Division to document that the future allocation is being
reduced by 1,728 sf for the addition of this mobile classroom.
Please note that the site plan provided with the application appears to be the original 1996 plan.
However, as noted above, the last plan revision was approved on July 24, 2014, and a revised plan
was approved. You MUST work from the 2014 approved plans when more changes are proposed.
The site plan that was emailed to me from Pender County does not appear to reflect those previously
approved changes.
If you need a copy of the 2014 approved plan, please contact Mr. Cameron Weaver at 910-796-7303
to discuss that process.

Richard Dutka, applicant, on behalf of Pender County Schools, owner, is requesting approval of a minor site
development for the addition of a modular classroom (NAICS 611110). The request consists of placing a 1728 square
foot modular classroom on to the site. The subject property is located at 1310 Sloop Point Loop Rd, which is North
Topsail Elementary School. The subject property is zoned OI, Office and Institutions zoning district and may be further
identified by Pender County PIN: 4213-19-2302-0000.

Case #532-2017:
Diane Crane, applicant and owner, is requesting approval of a minor site development for the operation of a Bed and
Breakfast (NAICS 721191). The applicant lives on -site and maintains the inn. The inn consists of five (5) bedrooms, each
with a private bathroom for guest use. The applicant and owner is the only employee on site. Breakfast is the only food
service provided to guests. No additions to the existing residential structure are proposed. The subject property is zoned
RP, Residential Performance zoning district and may be further identified by Render County PIN: 3314-70-6806-0000.
Project Highlights:
- This project is a Minor Site Development following a previously approved Special Use Permit (400-2016)
- Access is obtained via an existing driveway.

For Case #2, the North Topsail Elementary School is currently permitted under SW8 960811 and was
revised in July 2014 to add several modular classrooms and to account for `future" development.
Based on comparing the 2014 approved plan to the currently proposed plans, please note that this
proposed structure appears to be located in a part of the 2014 approved plan revision where 5 new
24 x 36 buildings have already been approved. If there is any question please have the applicant and
or the consultant schedule a file review appointment with Cameron Weaver at 910-796-7303, to
review the 960811 approved plans.
For Case #1, the Middle School is the only one of the 3 schools in this complex that is not currently
permitted since it predated the stormwater rules. We went through this explanation once before on
October 11, 2012, when a site development application requesting the addition of 864 sf of building
was submitted to the Planning Department and forwarded to DEMLR for comment. Please take note
that the BUA additions are cumulative. Adding the 1728 currently requested to the 864 previously
requested in 2012, is 2592 sf. There's 7408 sf left for the Middle School to add before the 10,000 sf
new BUA permit is triggered at which time the County will be required to apply for a stormwater
permit for the Middle School.

modular classroom (NAICS 611). The request consists of placing a 1,728 sq. ft. modular classroom located at Topsail
Middle School at 17445 US HWY 17, Hampstead. The property is zoned OI, Office & Institutional zoning district and may
be identified as Pender County PIN 3293-88-6360-0000.
Project Highlights:
- Access is obtained via an existing driveway.
- Double modular classroom with restroom facilities.
Case Two: #330-2016:
Pender County Schools, applicant and owner, is requesting approval for a minor site development for the addition of a
modular classroom (NAICS 611). The request consists of placing a 864 sq. ft. modular classroom located at North Topsail
Elementary School at 1310 Sloop Point Road, Hampstead. The property is zoned OI, Office & Institutional zoning district
and may be identified as Pender County PIN 4213-19-2302-0000.
Project Highlights:
Access is obtained via an existing driveway.
- Single modular classroom with no restroom facilities.
