Ste. 425 Charlotte, NC 28203 RE: Project Name: Falls Cove at Lake Norman Phases 3-4 Acres Approved: 47.41 Project ID: TRTMN-2021-083 Project Location: 4740044735.000 Submitted By: Blue Ridge Engineering PLLC Date Received: May 241h 2021 Plan Type: New/Transfer of Financial Responsible Ownership Dear Mr. Henninger: This office has reviewed the subject erosion and sedimentation control plan. We find the plan to be acceptable with modifications and herby issue this Letter of Approval with Modifications. Modifications must be received in this office no later than two weeks prior to the project start date. Failure to submit modified plans can result in a violation and fine under the Iredell County Land Development Code. The Modifications required for Approval are listed on the attached page. The Certificate of Approval issued by Iredell County must be posted at the job site. This plan approval shall expire three (3) years following the date of this approval as is required by Title 15A NCAC 4B.0129 and Appendix H of the Iredell County Land Development Code. Title 15A NCAC 4B 0118(a) and Appendix H of the Iredell County Land Development Code requires that a copy of the approved erosion control plan be on file at the job site. Any amendments and/or revisions to the approved plan must be reviewed and approved prior to implementation in order for the site to remain in compliance. Failure to submit plans for approval may result in administrative actions and/or penalties as indicated in the Iredell County Land Development Code. Also, this letter gives notice as required by G.S. 1 I3A-61.1(a) and Appendix H of the Iredell County Land Development Code, of our right of periodic inspection to insure compliance with the approved plan. Iredell County's Sedimentation Pollution Control Program is performance -oriented, requiring protection of existing natural resources and adjoining properties. If, following the Letter of Approval with Modifications Falls Cove at Lake Norman Phases 3-4 January 19'h 2022 Page 2 of 4 commencement of this project, it is determined that the erosion and sedimentation control plan is inadequate to meet the requirements of the Iredell County Land Development Code and the Sedimentation Pollution Control Act of 1973, (North Carolina General Statute I I3A-51 through 66), this office may require revisions to the plan and implementation of the revisions to insure compliance with the Act and Code. Acceptance and approval of this plan is conditioned upon your compliance with Federal and State water quality laws, regulations, and rules. In addition, local city or county ordinances or rules may also apply to this land -disturbing activity. This approval does not supersede any other permit or approval. It is the responsibility of the applicant to obtain all other required permits or approvals. As of May 1, 2019, all new construction activities are required to complete and submit an electronic Notice of Intent (NOI) form requesting a Certificate of Coverage (COC) under the NCGO10000 Construction Stormwater General Permit. This form MUST be submitted prior to the commencement of any land disturbing activity on the above named project. The NOI form may be accessed at deq.nc.gov/NCG01. Please direct questions about the NOI form to Annette Lucas at Annette.lucas@ncdenr.gov or Paul Clark at Paul.clark@ncdenr.gov. After you submit a complete and correct NOI Form, a COC will be emailed to you within three business days. Initially, DEMLR will not charge a fee for coverage under the NCGOI permit. However, on or after May 1, 2019, a $100 fee will be charged annually. This fee is to be sent to the DEMLR Stormwater Central Office staff in Raleigh. Please note that this approval is based in part on the accuracy of the information provided in the Financial Responsibility Form, which you provided. You are requested to file an amended form if there is any change in the information included on the form. In addition, it is required that this office to be notified of the proposed starting date for this project. Failure to notify this office of the starting date may result in a Notice of Violation and civil penalty. Please notify us when you plan to have a preconstruction conference. Sincerely, Jonathan Williams Erosion Control Inspector II Enclosures: Modifications Fact Sheet on the New NCGO 1 Permit Permit Letter of Approval with Modifications Falls Cove at Lake Norman Phases 3-4 January 19'h 2022 Page 3 of 4 MODIFICATIONS REQUIRED FOR APPROVAL Project Name: Falls Cove at Lake Norman Phases 3-4 Project ID: TRTMN-2021-083 County: Iredell Reviewed by: Jonathan Williams Original Approval: June 71h 2021 Required changes are designated as "RC" under legal authority from NC General Statutes Chapter 113A Article 4 and the Iredell County Land Development Code. Suggested changes are designated as "SC" for improvement of the plan. 1. Delineate the 30 foot undisturbed buffer to the 760 elevation contour along lake side property boundary and ensure State and Town of Troutman buffer requirements are met. —RC 2. Delineate the 100 year floodplain on the plan. —RC 3. Outline the stream crossing and notate on the plan area not to be disturbed until all required 401/404 permits have been obtained. —RC 4. Close stream crossing with erosion control measures when stream work is inactive. —RC 5. Protect the upslope side of the undisturbed pocket inside the greater limits of disturbance. —RC 6. Close the gap in the silt fencing on the eastern limits of disturbance to protect the downslope wetlands. --RC 7. Install additional diversions for basins 6-7, l 1-12 to direct as much drainage as possible to inlet points into the basins as to not sheet flow into the basins or bypass the basins. — RC 8. Perimeter and inner slopes during the intermediate and final phase that are 10 feet or greater in height require additional erosion control measures. Suggest double row silt fencing for perimeter slopes, matting for inner slopes and terracing for slopes that will be difficult to stabilize. —RC 9. Adjust Basin 1 dimensions to meet the required surface area of 1,515 ft'-. -RC 10. Adjust Basin 4 emergency spillway length to 8.1 feet. —RC 11. Adjust Basin I2 skimmer orifice size to 1.75 inches to dewater the required volume in as close to 3 days' time (2.58 days) possible. -RC 12. Mark emergency spillway locations on the plan. Recommend turning up silt fence at all spillway locations. —RC 13. Mark silt fence stone outlet locations on the plan. —RC 14. In the erosion control notes, note that copies of 401/404, NCDOT, Town of Troutman zoning, utilities and floodplain development permits must be presented to Iredell County prior to land disturbing activity in applicable areas. -RC Letter of Approval with Modifications Falls Cove at Lake Norman Phases 3-4 January 19`h 2022 Page 4 of 4 15. In the erosion control notes, note that a preconstruction meeting is required with Iredell County and NCG01 coverage must be verified prior to any land disturbing activity. —RC 16. In the erosion control notes, note to only disturb what is required to install erosion control measures and schedule an initial inspection with Iredell County prior to mass phase grading. —RC 17. Provide a diversions detail, matting detail, standard individual lot protection detail and stabilization chart in the details page. —RC 18. Use slope drains for diversion entry into basins. Provide detail. -SC
