Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No. SW8 060112 dated March 20, 2006, for the construction of the subject project. This permit shall be effective from the date of issuance until March -20, 2016, and shall be subject to the conditions and limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements in this permit. Failure to establish an adequate system for operation and maintenance of the stormwater management system will result in future compliance problems. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an adjudicatory hearing upon written request within sixty (60) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, P.O. Drawer 27447, Raleigh; NC 27611-7447. Unless such demands are made this permit shall be final and binding. Lot 10 Jarrett Bay - True World Marine Lot 10 Jarrett Bay (Whitewater SID), 1401 Sensation Weigh - Carteret County FOR THE construction, operation and maintenance of an infiltration/filter system in compliance with the provisions of 15A NCAC 2H .1000 (hereafter referred to as the "stormwater rules') and the approved stormwater management plans and specifications and other supporting data as attached and on file with and approved by the Division of Water Quality and considered a part of this permit. This permit shall be effective from the date of issuance until March 20, 2016, and shall be subject to the following specified conditions and limitations: I. DESIGN STANDARDS 1. This permit is effective only with respect to the nature and volume of stormwater described in the application and other supporting data. 2. This stormwater system has been approved for the management of stormwater runoff as described on page 3 of this permit, the Project Data Sheet. The stormwater control has been designed to handle the runoff from 159,400 square feet of impervious area. This pond must be operated with a 50' vegetated filter. 3. The tract will be limited to the amount of built -upon area indicated on page 3 of this permit, and per approved plans. The master permit for the subdivision (Stormwater Permit # SW8980926�allocates lot 10 3.7 acres of built -upon area. This project proposes 3.68 acres. here is no allocation for future development in this permit. 4. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. The final plats for the project will be recorded showing all such required easements, in accordance with the approved plans. 5. The runoff from all built -upon area within the permitted drainage area of this project must be directed into the permitted stormwater control system. Page 2of7 State Stormwater Management Systems Permit No. SW8 060112 6. This system is an alternative design. The storage volume must maintain the required 2 ft of separation from the SHWT. A sand layer exists under the storage volume that will extend through the dam/embankment. This sand layer will act as a horizontal filter for the runoff from Lot 10 Jarrett Bay - True World Marine. Any sand filter discharge will sheet flow through 120 — 210 ft of upland/wetland area prior to disharge to surface waters. The following design criteria have been provided in the infiltration basin/filter and must be maintained at design condition: a. Drainage Area, acres: 5.4 Onsite, ft2: 5.4 Offsite, ftZ: 0 b. Total Impervious Surfaces, ft2: 159,400 (to system) 1,100 (boat ramp — will bypass) C. Design Storm, inches: 1.5 d. Basin Depth, feet: 1.5 e. Bottom Elevation, FMSL : 4.5 f. Bottom Surface Area, ft : 13,052 g. Bypass Weir Elevation, FMSy 6.0 h. Permitted Storage Volume, ft : 21,601 (above sand layer) i. Type of Soil (below storage volume): Clean Sand (NCDOT grade 2S or coarser; less than 3% passing #200 sieve) j. Thickness of Sand Layer, inches: 18 (must extend through dam embankment) k. SCHEDULE OF COMPLIANCE The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. 2. During. construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of slopes and the vegetated filter. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of outlet structure, orifice device, flow spreader, catch basins and piping. g. Access to the outlet structure must be available at all times. Page 3 of 7 State Stormwater Management Systems Permit No. SW8 060112 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. The facilities shall be constructed as shown on the approved plans. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 7. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 8. Access to the stormwater facilities shall be maintained via appropriate easements at all times. 9. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 10. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. 11. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. 12. The Director may notify the permittee when the permitted site does not meet one or more -of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. Page 4 of 7 State Stormwater Management Systems Permit No. SW8 060112 III. GENERAL CONDITIONS This permit is not transferable except after notice to and approval by the Director. In the event of a change of ownership, or a name change, the permittee must submit a formal permit transfer request to the Division of Water Quality, accompanied by a completed name/ownership change form, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permittee grants DENR Staff permission to enter the property during normal business hours for the purpose of inspecting all components of the permitted stormwater management facility. 6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. 7. Unless specified elsewhere, permanent seeding requirements for the stormwater control must follow the guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual. 8. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. 9. The permittee shall notify the Division any name, ownership .or mailing address changes within 30 days. Permit issued this th 20th day of March, 2006. Project Description: Jarrett Bay Commons is a proposed development on Lot 10 of the Jarrett Bay Industrial Park located north of Beaufort, NC in Carteret County. The site is located at the end of Sensation Weigh Road in the industrial park and is bounded on the West by the Intracoastal Waterway (Core Creek). The land disturbing activity associated with the project will consist of clearing and grubbing of vegetation, grading and paving of the entrance road, water line installation, sewer collection line installation, and sediment and erosion control measures such as a silt fence, gravel construction entrance, and water quality swales. Proposed buildings for the site include one pre-engineered metal frame structure with concrete slab -on -grade floors. Building is proposed to be 72,320 square feet in plan. It is proposed to permit and construct one community pier for this project with one long ten space floating dock. The project area for this site is 11.3 acres of which 6.8 acres will be the disturbed limit and the total impervious proposed for the project is 3.68 acres. The project has been designed as a high density development to adhere to the original storm water permit for the Industrial Park (SW8980926). An infiltration basin is proposed on the site to treat the 1.5" runoff required for downstream SA waters. 2. Site Description: The project site is in Carteret County; NC; located directly on the Intracoastal Waterway classified as SA surface waters. The property on which the development will take place is currently owned by True World Marine, LLC. On site soils were investigated by QORE Property Sciences and found to .be topsoil approximately 6" thick and consists of dark brown sand, organic matter, and roots over natural soils that are typical of Coastal Plain sediments of clay and sand strata to 30 foot depths. Groundwater at the time of exploration was found to be 0.5 to 6.0 feet below ground surface. Existing wetlands have been delineated fc approved jurisdictional determination by the approved by CAMA. the entire industrial park subdivision and USACE. Coastal vegetation has also been New construction onsite will consist of paved roads with swale and fill sections, paved parking lots, utility pipe installations, water quality swales, and bio-retention areas interior to the parking lots. Land use in the vicinity is industrial. 3. Adlacent Property: The areas adjacent to the project site are industrial. Most have been developed. 4. Drainaae Considerations: The project is proposed as high density with total impervious to be below the 3.7 permitted by SW8980926 developed for the entire industrial park. The impervious areas will drain to an infiltration basin for treatment. A by-pass pipe and emergency spillway will discharge amounts above the 1.5° runoff storage to the Intracoastal Waterway. True World Marine, Lot 10 Jarrett Bay March, 2006 The infiltration basin is an alternative design in that the front bank facing the ICWW will act as a horizontal filter due to natural impermeable soils below the basin. A 1.5 foot depth sand bed will be placed below the bottom of the basin that will receive the storm water through the bottom and then infiltrate through the bank to the adjacent 404 wetlands. Hydraulic design was conducted by Ben Lackey, Geotechnical Engineer and is attached with this permit application. The 1.5" runoff volume required to be stored is 19,403 cubic feet. The basin is designed to store 21,601 cubic feet with a storage depth of 1.5 feet. The hydraulic design was based on infiltration capacity of 42,000 cubic feet drawn down in 5 days. This provides approximately double the infiltration capacity needed for storage. 5. Erosion Control Considerations: The following erosion control measures are used on this project: Temporary Gravel Construction Entrance/Exit To prevent sediment from leaving the site, temporary gravel construction entrance should be installed where Brookhaven Road enters the site. For dimensions and specifications, see construction details. 2. Land Grading The existing slope of the site is from south to north toward Sturgeon and Brunswick River. Roadways to be sloped to follow with natural grades. 3. Silt Fence Silt fence should be installed prior to clearing and grading activities. Silt fence should be checked routinely. If needed, silt fence should be cleaned and replaced if damaged. See Construction Detail for dimensions and specifications. 4. Water Quality Swale with Check Dam Water quality swales with 5 to 1 side slopes are located where road runoff drains off the road to marsh. The swale will be at least 100 feet long prior to a coastal wetland area. At tha end of the swale will be a temporary rock check dam to prevent sediment erosion during construction. 5. Catch Basin Inlet Protection Interior catch basins will be utilized in the bio-retention areas and during construction will be protected by filter stone and fabric around the top of the inlet. 6. Install temporary construction entrance/exits. 4. Before clearing and grading of the site, install silt fencing and clean and replace as necessary. 5. After complete stabilization of the entire covered area, top cover soils will be roughened by making 1 "-2" deep grooves perpendicular to the slope. 2. Spread lime (agricultural limestone) evenly over the area at a rate of 1.5 tons/acre; spread 10-10-10 fertilizer at a rate of 1000 lb/acre and incorporate into the top 6" of soil. 3. Loosen surface prior to applying seed. 4. Broadcast seed at recommended rates. 5. Rake seed into the soil and lightly pack to establish good contact. 6. Mulch with 4000 lb/acre grain straw or equivalent and anchor by weighted farm disc set nearly straight or other mulch anchoring tool. 7. Mow as needed and refertilize in late winter or early spring by topdressing with 10- 10-10 fertilizer. 8. Graded surfaces shall not be exposed without grass coverage for more than 15 days. The parameters are to be used to analyze the storm water run off and in the design of the storm water retention structure. The project site consists predominately of clayey soils. The proposed construction is to be a new retention pond to serve the new shopping development. The proposed retention pond has dimensions of 300 feet by 70 feet, with the long dimension running parallel to the Intracoastal Waterway. The depth of the retention pond will be approximately 2 feet. The insitu material below the retention pond and the filter material below the dike along the Waterway will be removed and replace with free draining material such that the retention pond will be completely drained in approximately 5 days. This will allow for the sediment contained in the storm drainage water to settle out in the retention pond and the water to be filtered by the sand drain prior to being infiltrated into the Waterway. The hydraulic conductivity values of the free draining sand filter materials are based on recommendations used in standard engineering practice and field experience with similar projects. An analysis was performed to determine the type of sand filter material to be used in the retention pond and the rate at which the water will drain through the sand filter. The analysis also includes an analysis of the sand filter on the bottom of -the retention ,pond to assure that once sediments are deposited on the bottom of the retention pond from the storm drainage water, that the reduced hydraulic conductivity of the filter material will be adequate to drain the retention pond. Ire..., �v¢� mc`A The retention pond analysis results show that the free draining material used as the filter should consist of clean sand with less that 3% passing the #200 sieve. If a manufactured filter material is used, NC DOT gradation 2S or coarser is acceptable. A free draining filter of 1.5 feet in thickness below the dike is required to drain the retention pond in approximately 5 days. A 2-foot thick layer of gravel filter material will be used along the Wate ..gay slope to prevent the sand filter from piping out. The slope of this gravel filter shall be 1V:3H. The gravel filter material shall have a grain size of 1/8 of an inch to 1-1/2 inches. Following these recommendations will assure that the retention pond meets the design criteria as stated above. This analysis is based site conditions and design layout provided by Right Angle Engineering, P.C. Any changes to siting or layout could possibly affect the design parameters. All changes as mentioned above should be brought to our attention so that review of this analysis can be made. NARRATIVE DESCRIPTION: Project Setting To reach the project site take Hwy 101 East towards Beaufort in Carteret County, and cross the Core Creek Bridge. After approximately 1 mile, take a right on Steel Tank Rd. and go'/ mile. The entrance to the Jarrett Bay Industrial Park is on the left. Stay to the left and follow the road until it dead ends at Core Creek Marine, adjacent to the Atlantic Intracoastal.Waterway.(ICW). The site is the lot immediately south of Core Creek Marine (Lot 10). The size of the entire tract is 11.3 acres and is included in the Jarrett Bay Industrial Park. The lot is currently undeveloped. The applicant states that the site is 2' — 6' above MHW and was confirmed by our topographic maps. The vegetation on high ground is immature pines and undergrowth. There is a healthy fringe of S% artina alterniflora and some Section 404 Wetlands along the ICW. The Section 404 Wetlands have been delineated for the entire industrial park and approved by the USACE. There is approximately 650' of shoreline on the tract adjacent to the ICW. The property to the south is undeveloped, with the property to the north being Core Creek Marine (a boat repair facility that currently has no waterfront development). Two lots north of Core Creek Marine are the Jarrett- Bay. Boatworks docking facility and travel lift basin. The water depths range from -0' at the shoreline to -14' in the federal channel. All proposed structures would maintain -at the minimum 80' setback from the ICW federal channel.. The soils on site range from topsoil to sand and clay. The waters of the ICW at this site are classified as SA by the DWQ. The DMF does not classify these waters as a PNA. The 10 —slip docking facility would be used. to store completed boats for sales and'sea trials. Grading for parking would complete the development of the site at this stage. . High ground development would consist of a 75,OOOsf steel 'building, grading for an entrance road, and two parking areas totaling 64 parking spaces. Fill material would be necessary to raise the building pad to +7' above MHW. A total of 6.5 acres of high ground would be filled.. A total of 3.68 acres would be made impervious (includes roof drip line; concrete pad, asphalt road areas and parking lots): A 65' x 240' bio-retention pond is proposed on the northeast section of the lot. The remaining areas are to be grassed. Float launching and retrieval would be accomplished by constructing a travel lift over coastal wetlands and -into the ICW. An 88' bulkheaded abutment would be at the landward end of the structure, and would be backfilled with sand and gravel. This area would also be used to wash down boats, with the runoff retained and percolated into :the gravel. The travel lift would run on two parallel piers, one pier 4' wide, the other 7' in width to also serve as a walkway. The piers would be 171' in length and extend 110' into the ICW from the edge of the coastal wetlands. Field Investigation Report Hobby World Development, Inc. February 27, 2006 Page 3 of 3 The fixed timber access dock is proposed to be 10' x 193' and extend from the waterward edge of the marsh 20' into the ICW. It would have an aluminum gangway attached to the waterward end of the fixed dock that would access the floating dock system. Applicant states that 10' width is necessary to accommodate golf carts with tools, batteries, etc, to the floating dock system and the new boats. This fixed dock would cross approximately 120' of wetlands. The floating docks are for the mooring of up to 10 boats. There would be 429' of 10' wide floating docks in the system.. The main dock running parallel to the shoreline would be. 10' x 300'. There would be a floating access (10' x 39') attached by the gangway from the fixed dock, and a 10' x 20' access next to the travel lift dock. A 10' x 70' dock perpendicular to the main dock would be used to access the 6 proposed boatlifts, three on each side. Each lift is pile supported with 15' x 18' dimensions. These lifts would be used to store new boats out of the current. The remaining four slips would be parallel to the main dock. No outer tie pilings are proposed. 10. ANTICIPATED IMPACTS: The disturbed high ground area on the tract would be 6.8 acres. The total of impervious surface is 3.63 acres or 32.6% of the lot. Impervious area within the AEC is 2000sf at the bulkhead abutment of the travel lift or approximately 5% of the AEC.. The travel lift docks and fixed access dock would shade 1752sf of wetlands. The remainder of the travel lift docks and.the floating dock system would shade 4,628sf of open water area. The fixed timber. dock would. shade 500sf of high ground. The proposed improvements include a 75,000 square foot manufacturing facility building and waterfront improvements for testing, launching and displaying new boat products. The proposed waterfront improvements will include a travelift pier, a timber access dock and floating dock to accommodate up to 10 boats. The. project is located in Carteret County on Lot 10 of the Jarrett Bay Marine Industrial Park on the waters of the Core Creek segment of the Atlantic Intracoastal Waterway. PROJECT DESCRIPTION The project consists of the following elements: • Manufacturing Facility — the proposed building for the site includes one pre- engineered metal frame structure with concrete slab -on -grade floors. Building is proposed to be 75,000 square feet in plan. Construction activities will include clearing and grubbing of vegetation, grading and paving of the entrance road, water line installation, sewer collection line installation, sediment and erosion control measures and stormwater management measures. Fill material will be required to raise the finished floor elevation of the building to above the Base Flood Elevation of 7 feet NAVD. The length of the structures.is established to avoid the need for dredging and to obtain depths of 4 feet at mean low water over a 40 foot length of pier. The landward end of the structure, the abutment, will be bulkheaded. Height of the bulkhead is 2 to 3 feet at the highest point on the section facing Core Creek. Total bulkhead length is 88 feet including the water facing section 41 feet long and two shore tie sections, 28 and 18 feet long each. The bulkhead will be backfilled with medium sand with an 8 inch thick gravel travel surface. The bulkhead and backfill material will not be in 404 or coastal wetlands. The facility will be used to launch boats manufactured at the facility. It will not be a public boat yard facility. Potable water will be available -at the landing of the travelift for washing down boats removed from the water. The landing area will have a gravel pavement. Runoff from the wash down water will be retained and percolate into the gravel pavement at the landing. • Floating docks — Floating docks are provided for up to 10 boats. Six of the dOCKS will be equipped with boat lifts mounted on timber piles. The boat docks will be for display and storage of completed boats. The facility will not be used as a public or private marina facility where slips are leased or sold for long term use. Floating docks will be 10 feet wide and consist of 4832 s.f. of dock surface. Power and potable water utilities will be provided to the floating docks. • Access Pier— A timber access pier will provide access to the floating docks from the land. The dock will be pile supported, constructed of timber treated with CCA and will be 10 feet wide and 193 feet long. An articulated gangway will connect the fixed dock to the floating dock. The dock width of 10 feet is required to safely accommodate golf cart type carriers and pedestrian users at the same time. Uplands consist of juvenile pine forest w'iilti9 bty DQ4 wetlands along the shoreline margin. Elevations on the uplands range from 3 to 6 feet NAVD. On site soils were investigated by QORE Property Sciences and found to be topsoil approximately 6" thick consisting of dark brown sand, organic matter, and roots over natural soils that are typical of Coastal Plain sediments of clay and sand strata to 30 foot depths. Groundwater at the time of exploration was found to be 0.5 to 6.0 feet below ground surface. The project is located on the Core Creek Segment of the Atlantic Intracoastal Waterway. Waters of Core Creek are classified as $A. Bottom elevations in the project area are from 0.0 to -12 feet, NAVD. Proposed structures are located outside the 80 foot setback from the AIWW channel line (see sheet 2). Existing wetlands have been delineated for the entire industrial park subdivision and approved jurisdictional determination by the USACE. The waterward edge of the coastal wetlands is shown on Sheet 2. PURPOSE AND NEED FOR THE PROJECT The facility will provide a manufacturing facility for 28 and 32 foot boats. The travelift facilities will provide launching and retrieval capabilities for completed boats. Dock facilities will provide storage of completed boats for sales and for availability for sea trials by potential buyers. MARINA ALTERNATIVES Alternatives to the proposed marina construction were considered. A. There would also be the recurring costs and land requirement for disposal associated with maintenance dredging. B. Dry Storage Marina In order to obtain access to deep water for launching and retrieval activities associated with dry storage, dredging of an access channel through 404 and coastal wetlands would be required. Maintenance dredging would be required on a frequent basis requiring land to be set aside for disposal in addition to the recurring costs associated with maintenance dredging. The small number of slips required and the potential environmental degradation associated with the dry storage option makes it not feasible. C. Construction of 10 Slip Floating Dock Facilities Installation of a timber access dock and floating docks to accommodate 10 boats 28 to 32 feet long is the selected option. The water depths of 9 to 11 feet in the location of the floating docks will not require dredging as part of the project. Boat lifts will elevate boats so that boat wakes and storm waves will not impact boats stored in the marina. STORMWATER MANAGEMENT The total area disturbed for this project is 6.8 acres and the total impervious area proposed for the project is 3.63 acres. The project has been designed as a high density development to adhere to the original storm water permit for the Industrial Park (SW8980926) with impervious surface totals meeting the requirements of the permit. Stormwater management measures will consist of bio-retention areas interior to the parking lots and grassed swales. You indicated it was incorrect, but I never got the update. 3. Check your inverts and weir wall elevations on the bypass detail, they appear incorrect. Also (and I did not catch this on previous reviews - sorry) the bypass box is collecting runoff. According to your detail, -25W of the runoff collected in that box may drop into the bypass side of the box. That is not really an insignificant amount. Is there any way to make it a double box; collecting in one and bypas ng in the other? 4. There is a discrepancy wit the filter. Contours show the beginning of the filte at elevation 7.0 (just of the edge of the parking lot). The det it shows the beginning (outlet of the pipe) at elevation 3.5. Plea make the two consistent. Make sure the filter is at least 501 and no more than 5% slope. Sorry to have to keep dragging this out. Give me a call if you have any questions. We will be able to permit it under the alternative design section in the rules provided (in addition to normal infiltration requirements) a hydrogeological investigation shows that the design storage volume (11/211) can be drawn down to the seasonal high water table within 5 days. This means that not only the basin but the overexcavated portion below the basin can be drained within 5 days to the SHWT. Similar to diectors certification, a narrative will be required with the application describing the system. Give me a call if you have any questions about what is necessary. I dont think we discussed it at the meeting yesterday, but the basin will be required to provide a bypass for flows in excess of the design storm and that bypass runoff will be required to flow through a 50ft vegetated filter. He said the area on the small ridge next to the waterway (which appears to be where is pond is located) has a SHWT that was 3011, but the clay content was prohibitive for infiltration. He even took a sample and showed me because he said he had never seen clay like that in Carteret County (& he has been doing this 30yrs). He said all other areas on site had a shallow WT, but I do not think he took many borings up near the front of the site. I think he expects to have to go back out there at some point, so I would nail down a few alternate locations for an infiltration gallery and reschedule him. The proposed improvements include a 75,000 square foot manufacturing facility building and waterfront improvements for testing, launching and displaying new boat products. The proposed waterfront improvements will include a travelift pier, a timber access dock and floating dock to accommodate up to 10 boats. The project is located in Carteret County on Lot 10 of the Jarrett Bay Marine Industrial Park on the waters of the Core Creek segment of the Atlantic ; ntracoastal Waterway. PROJECT DESCRIPTION The project consists of the following elements: • Manufacturing Facility — the proposed building for the site includes one pre- engineered metal frame structure with concrete slab -on -grade floors. Building is proposed to be 75,000 square feet in plan. Construction activities will include clearing and grubbing of vegetation, grading and paving of the entrance road, water line installation, sewer collection line installation, sediment and erosion control measures and stormwater management measures. Fill material will be required to raise the finished floor elevation of the building to above the Base Flood Elevation of 7 feet NAVD. The length of the structures is established to avoid the need for dredging and to obtain depths of 4 feet at mean low water over a 40 foot length of pier, The landward end or the structure, the abutment, gent, will be bulkheaded. Height of the bulkhead is 2 to 3 feet at the highest point on the section facing Core Creek. Total bulkhead length is 88 feet including the water facing section 41 feet long and two shore tie sections, 28 and 18 feet long each. The bulkhead will be backfilled with medium sand with an 8 inch thick gravel travel surface. The bulkhead and backfill material will not be in 404 or coastal wetlands. The facility will be used to launch boats manufactured at the facility. It will not be a public boat yard facility. Potable water will be available at the landing of the travelift for washing down boats removed from the water. The landing area will have a gravel pavement. Runoff from the wash down water will be retained and percolate into the gravel pavement at the landing. • Floating docks — Floating docks are provided for up to 10 boats. Six of the docks will be equipped with boat lifts mounted on timber piles. The boat docks will be for display and storage of completed boats. The facility will not be used as a public or private marina facility where slips are leased or sold for long term use. Floating docks will be 10 feet wide and consist of 4832 s.f. of dock surface. Power and potable water utilities will be provided to the floating docks. • Access Pier —A timber access pier will provide access to the floating docks from the land. The dock will be pile supported, constructed of timber treated with CCA and will be 10 feet wide and 193 feet long. An articulated gangway will connect the fixed dock to the floating dock. EXISTING CONDITIONS The site is previously undeveloped. Uplands consist of juvenile pine forest with 404 and coastal wetlands along the shoreline margin. Elevations on the uplands range from 3 to 6 feet NAVD. Groundwater at the time of exploration was found to be 0.5 to 6.0 feet below ground surface. The project is located on the Core Creek Segment of the Atlantic Intracoastal Waterway. Waters of Core Creek are classified as SA. Bottom elevations in the project area are from 0.0 to -12 feet, NAVD. Proposed structures are located outside the 80 foot setback from the AIWW channel line (see sheet 2). Existing wetlands have been delineated for the entire industrial park subdivision and approved jurisdictional determination by the USACE. The waterward edge of the coastal wetlands is shown on Sheet 2. PURPOSE AND NEED FOR THE PROJECT The facility will provide a manufacturing facility for 28 and 32 foot boats. The travelift facilities will provide launching and retrieval capabilities for completed boats. Dock facilities will provide storage of completed boats for sales and for availability for sea trials by potential buyers. MARINA ALTERNATIVES Alternatives to the proposed marina construction were considered. A. Upland Marina Basin The size and number of slips in the proposed marina do not justify the expense and environmental degradation associated with an upland basin. Dredging of an access channel through coastal and 404 wetlands would be required for construction of an upland basin. There would also be the recurring costs and land requirement for disposal associated with maintenance dredging. Dry Storage Marina In order to obtain access to deep water for launching and retrieval activities associated with dry storage, dredging of an access channel through 404 and coastal, wetlands would be required. Maintenance dredging would be required on a frequent basis requiring land to be set aside for disposal in addition to the recurring costs associated with maintenance dredging. The small number of slips required and the potential environmental degradation associated with the dry storage option makes it not feasible. C. Construction of 10 Slip Floating Dock Facilities Installation of a timber access dock and floating docks to accommodate 10 boats 28 to 32 feet long is the selected option. The water depths of 9 to 11 feet in the location of the floating docks will not require dredging as part of the project. Boat lifts will elevate boats so that boat wakes and storm waves will not impact boats stored in the marina. STORMWATER MANAGEMENT The total area disturbed for this project is 6.8 acres and the total impervious area proposed for the project is 3.63 acres. The project has been designed as a high density development to adhere to the original storm water permit for the Industrial Park (SW8980926) with impervious surface totals meeting the requirements of the permit. Stormwater management measures will consist of bio-retention areas interior to the parking lots and grassed sweles. METHODS OF CONSTRUCTION Construction methods will be using conventional site work methods for clearing, grubbing and earthwork. Conventional marine construction methods will be used for travelift pier, bulkhead and timber dock construction. Floating docks will be assembled at an upland location and floating in place.
