The change from the existing metal surface to a concrete surface is not eligible for an exemption but a modification is not necessary either. A plan revision is the proper course of action in this case. I will need for you to submit two complete sets of plans. The project includes the replacement of a metal plate simulated aircraft carrier landing deck with a concrete landing deck. The new landing deck will be placed to the same dimensions and elevations as the existing deck area. Therefore, no new impermeable surface will be created by the project. No point source discharges will be created by the proposed work. The existing grading patterns on the site will not be changed by the proposed project. The proposed project will create a more maintenance free landing deck than that which exists today. It is our thought, that the proposed activity would not be subject to the stormwater requirements specified in 15A NCAC 2H.1000 since no new impermeable surfaces or new grading patterns will be established. We are requesting an exemption to the Coastal Stormwater regulations for this project. Please review this project and issue a stormwater permit exemption, if you deem it appropriate. If you should have any questions relating to this matter or should need any additional information or assistance, please do not hesitate to call. Sincerely,
