alter, deface, mutilate, or destroy material in one of these files is a misdemeanor for which you can be fired up to
$500.00. No briefcases, large totes etc are permitted in the file review area

2. Need verification that the pond depth is at the design depth of 6.5'. The unstable side
slopes may have caused excessive sediment build-up in the pond.

Comparison of Approved plans vs. As -Built: Compared well
Maintenance Problems:
1. A trash rack is needed as specified in the approved plans.
2. The south pond slope is very unstable and must be stabilized with Bermuda grass as outlined
in the August 2, 1991 Notice of Violation. The pond appears to be neglected and is in need of
general maintenance to improve appearance and function.
3. Please check the pond depth to assure that the design depth of 6.5 feet is maintained. The
unstabilized slope has probably added a significant amount of sediment over the past 2 years.
Comments: The pond is in need of general maintenance, a trash rack, and a depth check.

This letter is to advise you that the stormwater controls at
Marsh Cabinets are considered by this Office to be in compliance
with 15A NCAC 2H.1003. The conditions listed in the Notice of
Violation issued August 2, 1991, have been satisfactorily
addressed.
Your cooperation in correcting the maintenance deficiencies
which previously existed in the stormwater controls is
appreciated. It is recommended that you maintain the detention
pond and associated piping network in the existing condition by
following the guidance provided in the Operation and Maintenance
Plan which Robert M. Williams & Associates Consulting Engineers,
have drawn up for the site.

Dear Mr. Jacobus:
On December 12, 1990, a Certification of Compliance with
Stormwater Regulations, Number 900811, was issued to you for
J N Development, presently named Marsh Cabinets, located at 1407
Castle Hayne Road, Wilmington, North Carolina, New Hanover
County. On May 5, 1991, this Office requested that a
professional engineer, registered in the State of North Carolina,
provide a Certificate of Compliance with Stormwater Regulations
or written notification which included the present phase of
construction an the expected date of construction completion for
the subject project. To -date our records indicate that a
response not been received.
As stated in the Certification of Compliance with Stormwater
Regulations:
A professional engineer must certify that the stormwater
system has been installed in accordance with the approved
plans and specifications upon completion of construction.
. On July 12, 1991; Regional Office Staff conducted a
compliance inspection of the subject project's stormwater
facilities and found construction completed and the facility
occupied. Inspection of the site revealed that the detention
pond side slopes and the surrounding area has not been

system prior to submission of the required certification is
a violation of 15A NCAC 2H.1003(1) and is subject to enforcement
action pursuant to NCGS 143-215.6,including assessment of civil
penalties.
Failure to provide the required Engineer's Certification
and a "plan of action" (which designates the date by which the
pond slopes will be permanently vegetated), prior to August 16,
1991 will result in appropriate enforcement action being
initiated by this Office. The action may include a
recommendation that the Stormwater Certification be revoked an/or
a recommendation for the assessment of civil penalties.

Dear Mr. Jacobus:
This Certification is pursuant to the revised stormwater
application for J N Development received on December 7, 1990.
Based on our review of the revised project plans and
specifications, we have determined that the stormwater control
system complies with the Stormwater Regulations set forth in
Title 15A NCAC 2H.1003(i). The runoff will be treated in a
detention pond which is sized to achieve 90% reduction in Total
Suspended Solids.
This Certification shall be effective from the date of
issuance until rescinded. The project shall be constructed and
maintained in accordance with the final plans and specifications
approved by the Wilmington Regional Office.
A professional- engineer must certify that the stormwater
system has been installed in accordance with the approved plans
and specifications. The attached certification should be
received by this Office within 30 days of completion of
construction.

Dear Mr. Jacobus:
This Certification is pursuant to the application for
J N Development received on August 17, 1990, with additional
information received on November 19, 1990. Based on our review
of the project plans and specifications, we have determined that
the stormwater control system complies with the Stormwater
Regulations set forth in Title 15A NCAC 2H.1003(i). The runoff
will be treated in a detention pond which is sized to achieve 90%
reduction in Total Suspended Solids.
This Certification shall be effective from the date of
issuance until rescinded. The project shall be constructed and
maintained in accordance with the final plans and specifications
approved by the Wilmington Regional Office.
A professional engineer must certify that the stormwater
system has been installed in accordance with the approved plans
and specifications. The attached certification should be
received by this Office within 30 days of completion of
construction.
