The revisions include the removal of proposed sidewalks and the slight reconfiguration of built -upon areas shown on the plans approved as part of this revision. The proposed changes impact Drainage Areas A, B, and C. Ownership Information From NC Secretary of State Web Site- Camp Lejeune, NC G. Description of Development Proposal The Staff NCO Project includes four separate sites all located on Camp Johnson. The development proposal will include one Staff Non -Commissioned Officer's (NCO) Academic Instruction Building; associated parking, parade field, Outdoor Instruction building, one Supply Building; associated parking and lay down area, Realignment of Hoover road, Temporary Gravel Parking lot and sidewalks. Stormwater runoff for the NCO Academic Instruction Building will be treated by one wet detention basin. Stormwater runoff for the Supply Building will be treated by one wet detention basin. Stormwater will be conveyed to the various Best Management Practices (BMPs) by means of grassed swales and storm drainage pipe networks. The realignment of Hoover road will not require treatment as the existing road will be removed, resulting in a decrease in BUA. The Temporary Gravel Parking Staff NCO Academic Building, Supply Building, and Hoover Road Realignment CN Comm. No. 4686 Stormwater Narrative ClarkONexsen lot will not require treatment beyond the measures installed for E&SC as the lot will be removed upon completion of the NCO project. The sidewalks will be treated by sheet flow through grass. 1. Previous or Existing Permits. SW8 081007- M200 Area Parking and jogging Trail Overall Low Density with Areas of High Density —Area of high density will be removed from permit. SW8 120101- BEQ Between Wilson Dr and Hoover Road (P-1319)- Adding NCO Wet pond. SW8 111207- Neuse Road Extension Overall Low Density with an Area of High Density- Adding Supply Building Wet pond as a High Density area. Although areas of sidewalk will only be treated by sheet flow through grass the overall treatment of BUA will increase from Pre-existing conditions. Part of the existing parking lot area South of the NCO was not treated. This project will install a new parking lot in the same area as the existing and all of that area will be collected and treated. 2. Stormwater Informanon Staff NCO Wet Detention Staff NCO Wet Detention Basin will treat the NCO Academic Building, Outdoor Instruction Building, Parade Field, Parking lot and some offsite area. The drainage area is 46.7% impervious, with a total impervious area of 180,344 sq.ft. A rainwater cistern will collect roof runoff from the NCO building for building reuse. The wet detention basin was designed to accommodate the entire roof area and no credit will be sought for the cistern. Stormwater is conveyed using Low Impact Development (LID) methods of overland flow and grassed swales to maximum extent possible. The basin is drawn down through a 2.0 inch orifice in the riser in approximately 3.9 days, oudetting at a rate of 0.067 cfs (ft'/s). An emergency spillway is provided as a drain mechanism during emergency storm events. The wet detention basin provides 2.09 feet of freeboard over the staging elevation for the 100-yr storm and has been designed per NCDENR Requirements to have a treatment efficiency of 90% TSS Removal for the first 1.5" of runoff. 2 Staff NCO Academic Building, Supply Building, and Hoover Road Realignment CN Comm. No. 4686 Stormwater Narrative Clark*Nexsen Supply Building Wet Detention Supply Building Wet Detention Basin will treat the Supply Building, surrounding parking and laydown area, and most of the entrance drive. The drainage area is 61.6% impervious, with a total impervious area of 20,564 sq.ft. Stormwater is conveyed using Low Impact Development (LID) methods of overland flow and grassed swales to maximum extent possible. The basin is drawn down through a 1.0 inch orifice in the riser in approximately 2.6 days, outletung at a rate of 0.11 cfs (ft'/s). An emergency spillway is provided as a drain mechanism during emergency storm events. The wet detention basin provides 2.04 feet of freeboard over the staging elevation for the 100-yr storm and has been designed per NCDENR Requirements to have a treatment efficiency of 90% TSS Removal for the first 1.5" of runoff. A. Will All Built Upon Area Be Collected -No. I. Areas of sidewalk will not be collected for treatment (8332 sq.ft.). II. The NCO parking lot entrances and dumpster area will not be treated (5,713 sq.ft.) 111. The above mentioned untreated areas will be offset at the NCO Wet Detention Basin by treating the new impervious parking area that will replace the existing impervious parking area which was not being treated (existing BUA not treated and being removed: 36,045 sq.ft). W. The Supply Building entrance will not be treated (1,114 sq.ft.) This area will be incorporated into the low density portion of SW8 111207. Future will be reallocated as On -Site Streets. Among other tests, seasonal high water table (SHUT testing was completed in the areas of the BMPs. The Supply Building wet detention basin permanent pool elevation is within 6 inches of the SHNXIT. The NCO Budding wet detention basin permanent pool is approximately 25 feet below the seasonal high water table. As nearby ditches are at elevation 10 to 13 it is not expected that the pond will draw the water table down. The elevation of the permanent pool was driven by the storm pipes being able to outlet into the pond while draining the entire site. The contractor instructed CSD to proceed with the plan revision with NCDENR to change the location of the project limits and subtract some the future impervious as the new layout increased the amount of sidewalk being proposed. After the plan revision was issued from NCDENR the Navy ran out of funding for the change order and the revised layout as permitted with NCDENR wasn't installed per the plan revision approved plans and was installed per the original permitted drawings. This second plan revision submittal is to change the project limits and basketball courts back to the original location so the new project to the South of this site will not have overlapping project limits. Stormwater from the site will drain to SC:NSW waters located in the White Oak River Basin (Index 4 19-16-4 .5). The project will be a high density utilizing a wet basin designed for 90%TSS removal to treat stortnwater from the BEQ, parking lot, road and basketball courts. Proposed impervious for the site is 42.3%. Runoff from the buildings will discharge into a rainwater harvesting system and the overflow from the system will be directed into the wet basin. The project will have direct access onto Hoover Road and Wilson Drive. Water and sewer will be provided by the MCB.
