Governor Director January 31, 2012 Commanding Officer MCB Camp Lejeune c/o Carl Baker, Deputy Public Works Officer Building 1005 Michael Road Camp Lejeune, NC 28547 Subject: Approved Plan Revision MCAS New River Exchange AS4040 Stormwater Project No. SW8 080206 Onslow County Dear Mr. Baker: Dee Freeman Secretary On Janaury 25, 2012, the Wilmington Regional Office received a plan revision for Stormwater Management Permit Number SW8 080206. The revisions include the reallocation of the drainage area and impervious area to account for proposed improvements along Curtis Road that affect the originally permitted drainage area. The previously approved and permitted drainage area and impervious area for the pond remains the same. It has been determined that a formal permit modification is not required for the proposed changes. We are forwarding you an approved copy of the revised plans for your files. Please add the attached plans to the previously approved plan sheet. Please be aware that all terms and conditions of the permit issued on March 13, 2008, remain in full force and effect. Please also understand that the approval of this revision to the approved plans for the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to construction. The issuance of this plan revision does not preclude the permittee from complying with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction. If you have any questions concerning this matter, please do not hesitate to call Georgette Scott or me at (910) 796-7215. Prepared by: W. K. Dickson & Co., Inc. 909 Market Street Wilmington, North Carolina 28401 (910) 762-4200 Navy Contract No. N40085-10-D-5303 CATLIN Project No. 210038 WKD Project No. 20100150.00 WL RECEIVED JAN 2 5 2012 sY: The commanding officer, United States Marine Corps Base, Camp Lejeune, is planning to construct a new entrance road for the Camp Geiger facilities near Jacksonville, North Carolina under the P1268B Camp Geiger Access Upgrades project. The project will include the widening of Curtis Road; construction of Church Street Extension, the new entrance road to Camp Geiger; construction of Campbell Street Extension, a new road connecting Curtis Road and Campbell Street; construction of two new roads connecting A Street and Church Street; associated drainage improvements (culverts and vegetated ditches); associated improvements such as landscaping, utilities, training facilities, signage, and roadway lighting; and demolition of existing roadways. These proposed developments necessitate a plan revision to the NCDENR approved stormwater plan issued under SW8 080206 for the Exchange Renovation MCAS New River, NC. Currently, runoff from the Exchange site sheets flows across the parking lot into the existing roadside ditched along Curtis Road and Schmidt Street. The stormwater is then conveyed to an existing wet detention basin located on the south side of the existing Exchange building and just west of Schmidt Street. The wet detention basin was designed to treat the first 1.5" of rainfall from the project drainage area and was designed for 90% TSS removal. Currently, the drainage area being conveyed to the wet detention basin is 7.19 acres with a total impervious area of 220,133 ft'. The proposed plan revision will maintain the drainage area at 7.19 acres. The proposed plan revision will remove 7,970 ftz of impervious area currently draining to the basin and add 7,970 ft` of impervious area to the basin for a zero net gain / loss in the overall drainage area and impervious area being conveyed to the wet detention basin. There will be no modifications to the existing wet detention basin as a part of this plan revision. The project will include the widening of Curtis Road; construction of Church Street Extension, the new entrance road to Camp Geiger; construction of Campbell Street Extension, a new road connecting Curtis Road and Campbell Street; construction of two new roads connecting A Street and Church Street; associated drainage improvements (culverts and vegetated ditches); associated improvements such as landscaping, utilities, training facilities, signage, and roadway lighting, and demolition of existing roadways. The proposed plan revision will remove 7,970 ft' of impervious area currently draining to the basin and add 7,970 ft' of impervious area to the basin for a zero net gain / loss in the overall drainage area and impervious area being conveyed to the wet detention basin. There will be no modifications to the existing wet detention basin as a part of this plan revision.
